Arms control is eroding amid a rapidly changing and increasingly uncertain security environment. In addition to a spate of treaty withdrawals and demises that have occurred since 2002, major powers are militarizing space, and private actors are developing technologies at lightning speed. Thus, there is an urgent need for arms control agreements that incorporate multiple actors and weapons to mitigate uncertainty; yet, conditions of increasing uncertainty make reaching such agreements extremely challenging, if nearly impossible.
