ISBN 978-981-12-2181-1 hard ¥27,596.- (税込) US$ 128.00 *

Preventive diplomacy constitutes an important part of international conflict resolution mechanisms. The countries in the Asia Pacific region have the political will to use preventive diplomacy to address the needs for sustaining peace and security. The challenge is to find approaches compatible with the consensual norms, and operational for tackling conflicts in the regional context. Structured on this thematic challenge, this book aims to present new approaches and practices of preventative diplomacy, inspired by diplomatic innovation of Asia-Pacific countries and around the world, such as adaptive peace approach, continental approach, dominant coalition, and new leadership in peacebuilding, etc., and takes account recent literature on normative issues relating to preventative diplomacy, such as international rule of law, normative entanglements and evolution, the international, impartial and independent mechanism, the evolution of the norm against child soldiers, the implementation of the woman peace and security agenda, and the role of Jus Post Bellum in the UN peace operations. It also examines how geopolitical competition and the recent covid-19 crisis impact the security of the region, and explores the connection between the Belt and Road Initiative and sustaining peace of the region. This book is a valuable reading on the recent development of approaches and norms of preventative diplomacy and how they can contribute to sustaining peace of the Asia Pacific. It can be used as a text for college students, researchers, and practitioners in the disciplines of international relations, political science, security studies, policy studies, diplomacy, and social issues.

Takashi, Shiraishi, Maritime Asia vs. Continental Asia: National Strategies in a Region of Change. 215 pp. 2021:10 (Lynne Rienner, US) <669-981>
ISBN 978-1-62637-945-9 hard ¥16,170.- (税込) US$ 75.00 *

Shiraishi Takashi reflects on the diplomatic challenges facing the countries of Asia in today's geopolitical order, exploring historical context, long-term trends, and current strategies. The tectonic shifts in the global order are having a particularly dramatic impact in Asia, with its combined economy now larger than that of either North America or Europe. As he explores the nature of that impact, Takashi highlights the diversity of Asia (focusing on the ASEAN countries, China, and Japan) and the national strategies that have resulted from these differences. One key question that he addresses: What accounts for the divide between the maritime states and the countries of mainland Asia?Takashi's incisive analysis, combining a discussion of international relations with a consideration of Asia's varying political cultures, sheds light on current affairs in the vast region from the Pacific to the Indian Oceans and beyond.

Hsueh, Roselyn, Micro-institutional Foundations of Capitalism: Sectoral Pathways to Globalization in China, India, and Russia. 2022:6 (Cambridge U. Pr., UK) <669-902>
ISBN 978-1-108-47213-5 hard ¥18,515.- (税込) GB£ 64.99 *

What is the relationship between internal development and integration into the global economy in developing countries? How and why do state-market relations differ? And do these differences matter in the post-cold war era of global conflict and cooperation? Drawing on research in China, India, and Russia and examining sectors from textiles to telecommunications, Micro-institutional Foundations of Capitalism introduces a new theory of sectoral pathways to globalization and development. Adopting a historical approach, the book's Strategic Value Framework shows how state elites perceive the strategic value of sectors in response to internal and external pressures. Sectoral structures and organization of institutions further determine the role of the state in market coordination and property rights arrangements. The resultant dominant patterns of market governance vary by country and sector within country. These national configurations of sectoral models are the micro-institutional foundations of capitalism, which mediate globalization and development.

The Global South is recognized as one of the fastest growing regions in terms of Internet population as well as the region that accounts for the majority of Internet users. However, It cannot be overlooked that with increasing connectivity to and dependence on Internet-based platforms and services, so too is the potential increased for information and cybersecurity threats and attacks. Further, it has long been established that micro, small, and medium enterprises (MSMEs) play a key role in national economies, serving as important drivers of economic growth in Global South economies. Yet, little is known about information security, cybersecurity and cybercrime issues and strategies contextualized to these developing economies and MSMEs.Cybercrime and Cybersecurity in the Global South: Concepts, Strategies and Frameworks for Greater Resilience examines the prevalence, nature, trends and impacts of cyber-related incidents on Global South economies. It further explores cybersecurity challenges, potential threats, and risks likely faced by MSMEs and governments of the Global South. The pandemic continues to undermine global health, and the highly interdependent economies in Asia have exposed the speed with which pandemics can now spread. The security of migrant workers is more precarious than ever. Millions have been stranded and face limited access to health services. Public Health in Asia during the COVID-19 Pandemic: Global Health Governance, Migrant Labour, and International Health Crises provides an accessible framework for understanding the COVID-19 pandemic in Asia through the lens of global governance in health and labour.

Robertson, Justin / Tyrala, Michael, The Uneven Offshore World: Mauritius, India, and Africa in the Global Economy. (Routledge Advances in International Relations and Global Politics) 200 pp. 2022:3 (Routledge, UK) * paper 2023 <669-369>
ISBN 978-0-367-75112-8 hard ¥38,461.- (税込) GB£ 135.00 *
ISBN 978-0-367-75111-1 paper ¥11,392.- (税込) GB£ 39.99 *

Informed by world-systems analysis, this book examines the shifting patterns of accommodation and resistance to the offshore world, with a particular focus on Mauritius as a critical but underappreciated offshore node mediating foreign investment into India and Africa. Drawing on a large pool of financial data and elite interviews, the authors present the first detailed comparative study of the Mauritius-India and Mauritius-Africa offshore relationships. These relationships serve as indicative test cases of the contemporary global tax reform agenda and its promise to rein in offshore finance. Whereas India's economic power and multilateral track record have enabled it to actively shape this agenda and implement it in a robust manner, most African countries have found themselves either unable to meet its stringent criteria or unwilling to do so out of fear that it might discourage investment. Its impact on offshore financial centers has likewise been limited. A few of the least sophisticated ones appear to have fallen by the wayside, but the rest have either remained largely unaffected, or, like Mauritius, succeeded in consolidating their operations and surviving the current round of regulatory headwinds. The findings suggest that the contemporary global tax reform agenda has thus far not only failed to make good on its promise but also actually reinforced numerous existing power hierarchies. The Uneven Offshore World is written in an accessible style and aimed at readers without specialized knowledge of tax issues.

ISBN 978-981-12-4389-9 hard ¥18,972.- (税込) US$ 88.00 *

This book explores the unfolding of modernity in the greater Asia that uniquely takes shape at different times and places, with a particular attention to a common thread that has been at heart of the development: religion. The status of religion has been relegated in the Western modernity to such that its effects be restricted within the private realm and not be exerted in the public or one's rationality. This edited volume sheds light on the multifarious forces of religion both in the past and present that have impacted on the essential aspects of modern society - aspects in which one does not usually have recourse to religion in the West - from science and technology, politics, and to identity in Asia. Interdisciplinary approaches in the volume allow one to broadly examine religious practices within Asian contexts, thus enabling to reevaluate the concept, scope, and gamut of so-called religion.

Gao, Yunxiang, Arise Africa, Roar China: Black and Chinese Citizens of the World in the Twentieth Century. (The John Hope Franklin Series in African American History and Culture) 408 pp. 2021:12 (U. North Carolina Pr., US) <669-1046>
ISBN 978-1-4696-6460-6 hard ¥8,613.- (税込) US$ 39.95 *

This book explores the close relationships between three of the most famous twentieth-century African Americans, W. E. B. Du Bois, Paul Robeson, and Langston Hughes, and their little-known Chinese allies during World War II and the Cold War-journalist, musician, and Christian activist Liu Liangmo, and Sino-Caribbean dancer-choreographer Sylvia Si-lan Chen. Charting a new path in the study of Sino-American relations, Gao Yunxiang foregrounds African Americans, combining the study of Black internationalism and the experiences of Chinese Americans with a trans-Pacific narrative and an understanding of the global remaking of China's modern popular culture and politics. Gao reveals earlier and more widespread interactions between Chinese and African American leftists than accounts of the familiar alliance between the Black radicals and the Maoist Chinese would have us believe. The book's multilingual approach draws from massive yet rarely used archival streams in China and in Chinatowns and elsewhere in the United States. These materials allow Gao to retell the well-known stories of Du Bois, Robeson, and Hughes alongside the sagas of Liu and Chen in a work that will transform and redefine Afro-Asia studies.

ISBN 978-1-03-221802-1 paper ¥11,392.- (税込) GB£ 39.99 *

This book critically examines the representational politics of women in post-millennial Afghanistan, Pakistan, and Iran across a range of literary, visual, and digital media. Introducing the conceptual model of remediated witnessing, the book contemplates the ways in which meaning is constructed, deconstructed, and reconstructed as a consequence of its (re)production and (re)distribution. In what ways is information re framed? The chapters in this book therefore analyse the reiterative processes via which Afghan, Pakistani, and Iranian women are represented in a range of contemporary media. By considering how Muslim women have been exploited as part of neo-imperial, state, and patriarchal discourses, the book charts possible-and unexpected-routes via which Muslim women might enact resistance. What is more, it asks the reader to consider how they, themselves, embody the role of witness to these resistant subjectivities, and how they might do so responsibly, with empathy and accountability.

Peycam, Philippe / Wang, Shu-Li et al. (eds.), Heritage as Aid and Diplomacy in Asia. 347 pp. 2020:5 (ISEAS, SI) <669-1053>
ISBN 978-981-4881-15-9 paper ¥6,465.- (税込) US$ 29.99 *

Drawing from eleven rich case studies in Asia, this book is the first to explore how heritage is used as aid and diplomacy by various agencies to produce knowledge, power, values and geopolitics in the global heritage regime. It represents an interdisciplinary endeavour to feature a diversity of situations where cultural heritage is invoked or promoted to serve interests or visions that supposedly transcend local or national paradigms. This collection of articles thus not only considers processes of "UNESCO-ization" of heritage (or their equivalents when conducted by other international or national actors) by exploring the diplomatic and developmentalist politics of heritage-making at play and its transformational impact on societies. It also describes how local and outside states often collude with international mechanisms to further their interests at the expense of local communities and of citizens' rights. Heritage as Aid and Diplomacy in Asiaexplores the following questions: Under the current international heritage regime, what are the mechanisms of-and the manipulations that take place within-ideological, political and cultural transmissions? What is heritage diplomacy and how can we conceptualize it? How do the complicated history and colonial past of Asia constitute the current practices of heritage diplomacy and shape heritage discourse in Asia? How do international organizations, nation-states, NGOs, heritage brokers and experts contribute to the history of the global heritage discourse? How has the flow of global knowledge been transferred and transformed? And how does the global hierarchy of cultural values function?

Latin American Relations with the Middle East surveys the dealings of ten Latin American and Caribbean states - Argentina, Brazil, Chile, Colombia, Costa Rica, Cuba, Peru, Mexico, Uruguay, and Venezuela - with the Middle East. This volume examins these states' external behavior at both an empirical and conceptual level. Empirically, authors seek to examine Latin American and Caribbean foreign policies towards the Middle East in four dimensions: diplomatic attention; trade and investment (including the energy issue); development cooperation; security matters/intelligence, and relationship with multilateralism (Iran, Palestine, and Syria). Case studies are selectively deployed to observe the influence of unfavorable circumstances that have increased since 2015, such as domestic turmoil, wars, economic crisis, ideological bias, and international constraints. Conceptually, the book enhances the theoretical framework for understanding Southern countries' foreign policies, through fomenting dialogue with Latin American and Caribbean regional literature on foreign policy. Authors inquire about how decision-making processes occur, and uncover how influential actors help to test the main hypotheses of Foreign Policy Analysis (FPA).Forging essential new paths of inquiry, this book is a must read for researchers of International Relations, Foreign Policy, South-South Relations, Latin American Politics, and Middle Eastern Politics.
