Fu, Hualing / Chen, Weitseng (eds.), Regime Type and Beyond: The Transformation of Police in Asia. 2023:3 (Cambridge U. Pr., UK) <688-576>
ISBN 978-1-316-51741-3 hard ¥30,261.- (税込) GB£ 105.00 *

Policing is legitimized in different ways in authoritarian and democratic states. In East and Southeast Asia, different regime types to a greater or lesser extent determine the power of the police and their complex relationship with the rule of law. This volume examines the evolution of the police as a key political institution from a historical perspective and offers comparative insights into the potential of democratic policing and conversely the resilience of authoritarian policing in Asia. The case studies focus on eight jurisdictions: Singapore, Thailand, Hong Kong, Vietnam, China, Taiwan, Japan and South Korea. The theoretical chapters analyse and explain the links between policing and society, the politics of policing and recent police reforms. This volume fills a gap in the literature by exploring the nature of authoritarian policing and how it has transformed and developed the rule of law throughout East and Southeast Asia.

ISBN 978-90-04-51450-8 hard ¥37,194.- (税込) EUR 153.00

Contending Global Apartheid: Transversal Solidarities and Politics of Possibility spells out a plea for utopia in a crisis-ridden 21st century of unequal development, exclusionary citizenship, and forced migrations. The volume offers a collection of critical essays on human rights movements, sanctuary spaces, and the emplacement of antiracist conviviality in cities across North and South America, Europe, and Africa. They proceed from the idea that cities may accommodate both a humanistic sensibility and a radical potential for social transformation. The figure of the 'migrant' is pivotal. It expounds the prospect of transversal solidarity to capture a plurality of commonalities and to abjure dichotomies between in-group and out-group, the national and the international, or society and institutions. Contributors are: Aleksandra Alund, Ilker Atac, Martin Bak Jorgensen, Harald Bauder, Iriann Freemantle, Christophe Foultier, Oscar Garcia Agustin, Shannon Gleeson, Margaret Godoy, Els de Graauw, Ilhan Kellecioglu, Loren B. Landau, Jorge Morales Cardiel, Janet Munakamwe, Kim Rygiel, Ana Santamarina, Carl-Ulrik Schierup, Sarah Schilliger, and Maurice Stierl.

アジアと南アフリカにおける最初のオランダ植民地帝国の起源と元凶 1596~1811年
Knaap, Gerrit, Genesis and Nemesis of the First Dutch Colonial Empire in Asia and South Africa, 1596-1811. (Expansion in History 1) 540 pp. 2023 (Brill, NE) <688-799>
ISBN 978-90-04-52799-7 hard ¥35,249.- (税込) EUR 145.00 *

Based upon a sweeping command of Dutch East India Company (VOC) primary sources, Knaap's manuscript offers a thought-provoking thematic examination and chronological survey of the Dutch Republic's overseas and colonial expansion in Asia and South Africa, mainly through the VOC and its successors, the Batavian Republic, the Kingdom of Holland and Franco-Dutch Java, over a period of more than two centuries, 1596-1811. It elucidates and deals with several conceptual and theoretical issues that are intrinsically important and germane to a polity's definition of and how it chooses to execute the process of expansion overseas in the early modern period. One of this work's major arguments and contributions is its advocacy that the Dutch VOC's expansion in Asia was an imperial project and must be seen as an act of empire, or, at the very minimum, the attempt to construct one via the innovative utilization of a highly organized and dynamic commercial institution with significant political and diplomatic power and naval and military resources.

Kresse, Kai / Sounaye, Abdoulaye (eds.), Thinking the Re-Thinking of the World: Decolonial Challenges to the Humanities and Social Sciences from Africa, Asia and the Middle East. (ZMO-Studien 43) 300 S. 2022:12 (de Gruyter, GW) <688-801>
ISBN 978-3-11-073809-4 hard ¥21,865.- (税込) EUR 89.95 *

As far too many intellectual histories and theoretical contributions from the ‘global South’ remain under-explored, this volume works towards redressing such imbalance. Experienced authors, from the regions concerned, along different disciplinary lines, and with a focus on different historical timeframes, sketch out their perspectives of envisaged transformations. This includes specific case studies and reflexive accounts from African, South Asian, and Middle Eastern contexts. Taking a critical stance on the ongoing dominance of Eurocentrism in academia, the authors present their contributions in relation to current decolonial challenges. Hereby, they consider intellectual, practical and structural aspects and dimensions, to mark and build their respective positions. From their particular vantage points of (trans)disciplinary and transregional engagement, they sketch out potential pathways for addressing the unfinished business of conceptual decolonization. The specific individual positionalities of the contributors, which are shaped by location and regional perspective as much as in disciplinary, biographical, linguistic, religious, and other terms, are hereby kept in view. Drawing on their significant experiences and insights gained in both the global north and global south, the contributors offer original and innovative models of engagement and theorizing frames that seek to restore and critically engage with intellectual practices from particular regions and transregional contexts in Africa, South Asia, and the Middle East. This volume builds on a lecture series held at ZMO in the winter 2019-2020

枢軸国の征服への欧州とアジアの反応 1937~45年
Roshwald, Aviel, Occupied: European and Asian Responses to Axis Conquest, 1937-1945. 481 pp. 2023:5 (Cambridge U. Pr., UK) <688-804>

ISBN 978-1-108-79082-6 paper ¥8,642.- (税込) GB£ 29.99 *

For most of the population of Europe and East and Southeast Asia, the most persistent and significant aspect of their experience of the Second World War was that of occupation by one or more of the Axis powers. In this ambitious and wide-ranging study, Aviel Roshwald brings us the first single-authored, comparative treatment of European and Asian responses to German and Japanese occupation during the war. He illustrates how patriotic, ethno-national, and internationalist identities were manipulated, exploited, reconstructed and reinvented as a result of the wholesale dismantling of states and redrawing of borders. Using eleven case studies from across the two continents, he examines how behavioral choices around collaboration and resistance were conditioned by existing identities or loyalties as well as by short-term cost-benefit calculations, opportunism, or coercion.

発展途上国におけるグローバル・パワーとローカルな闘争-E.R.ウルフの「Europe and the People without History」刊行から40年-
Stacey, Paul (ed.), Global Power and Local Struggles in Developing Countries: Contemporary Perspectives On: Europe and the People without History, by Eric R. Wolf @ 40. (Studies in Global Social History 47 / Studies in the Social History of the Global South 2) 290 pp. 2022:12 (Brill, NE) <688-805>
ISBN 978-90-04-52548-1 hard ¥25,525.- (税込) EUR 105.00

The volume challenges dominant narratives of progress with a rich range of investigations of local struggles from the Global south which are based on original ethnographic research. The chapters take a point of departure in ideas and concepts developed by the pioneering anthropologist Eric R. Wolf in 'Europe and the People Without History', and emphasize the relevance and usefulness of applying Wolf to contemporary contexts. As such, the collection contributes to knowledge of dynamic relationships between local agency in the Global south, and broader political and economic processes that make 'people without history.' This shows global power as both excluding local groups at the same time as conditioning local struggles and the forms that social organization takes. Contributors are: Paul Stacey, Joshua Steckley, Nixon Boumba, Marylynn Steckley, Ismael Garcia Colon, Inge-Merete Hougaard, Gustavo S. Azenha, Ioannis Kyriakakis, Raquel Rodrigues Machaqueiro, Tirza van Bruggen, and Masami Tsujita.

Elgar Research Agendas outline the future of research in a given area. Leading scholars are given the space to explore their subject in provocative ways, and map out the potential directions of travel. They are relevant but also visionary.Since the turn of the millennium, significant social, economic, political and technological transformations have brought policy issues to prominence in East Asian societies. This topical Research Agenda finds East Asian social policy at a critical juncture. It analyses the driving forces that are shifting contemporary research and diverse policy responses in the region.Providing a comprehensive overview of the critical socio-economic changes and events over the last two decades, the volume identifies both converging and diverging social policy developments and reforms across East Asian societies. Chapters explore the influences of globalisation, post-industrialisation, labour market transformations, demographic changes, and cultural shifts on social policy in East Asia. Taking regional, international and comparative approaches to social policy analysis, the volume also questions the sustainability, vulnerability and equity of current East Asian social policy and welfare systems.Contributing new empirical knowledge to the theorisation of social policy and practice in East Asia in the post-crisis landscape, this volume will be invaluable to students and scholars of social policy, sociology, and politics. Highlighting areas for urgent policy initiatives, it will also prove vital to policymakers and practitioners in the field.

Hammer, Anita / Ness, I. (eds.), Global Rupture: Neoliberal Capitalism and the Rise of Informal Labour in the Global South. (Studies in Political Economy of Global Labor and Work 1) 364 pp. 2022:12 (Brill, NE) <688-249>

Global Rupture makes a key intervention in debates on informal and precarious labour. Increasing recognition that informal and precarious labour is an enduring reality under neo-liberal capitalism, and the norm globally, rather than the exception has ignited debates around analytical frames, activist strategies and development interventions. This pathbreaking volume provides a corrective through drawing upon theoretically informed rich case studies from the world outside of North America, Europe, and Australasia. Each contribution converges on the enduring and expanding significance of informal and precarious work within the Global South-the most significant factor in preventing a worldwide decent work agenda.

J.James著 グローバル・サウスにおけるジェンダー、インターネットの利用、Covid-19
James, Jeffrey, Gender, Internet Use, and Covid-19 in the Global South: Multiple Causalities and Policy Options. (SpringerBriefs in Economics) 62 pp. 2022:10 (Springer, GW) <688-251>
ISBN 978-3-031-15575-8 paper ¥10,936.- (税込) EUR 44.99 *

This book analyzes the use of the mobile Internet against the background of gender bias and Covid-19, currently two of the most important and pressing problems of the Global South. The book argues that the degree of benefits from this new technology depends heavily on the way it is actually used and that most new technologies are developed for the conditions prevailing in rich countries, where they tend to be quite easily adopted and used. In the Global South, by contrast, a paucity of digital skills and other factors make the potentially valuable benefits from the Internet much more difficult to derive. Using empirical data recently provided by the Groupe Speciale Mobile Association (GSMA), the book examines the existence and extent of the digital divide between males and females in mobile Internet use, which constitutes a new form of divide. It sheds light on the acute difficulty for first-time mobile Internet users in the Global South, and especially Sub-Saharan Africa, to learn the digital skills that are needed to use the said technology effectively, with a special focus on how these users acquire the required knowledge, without having undergone the process of learning by doing. The book further discusses the determinants of digital skills in the Global South, as well as major factors underlying the extent to which different users actually benefit from the mobile Internet, such as gender, location, age, and education. Finally, it investigates how womens' use of the Internet has been altered by the pandemic in the Global South. This book will appeal to students, researchers, and scholars of development economics and development studies, as well as policy-makers interested in a better understanding of the impact of gender bias and Covid-19 on mobile internet use in the Global South.

Murrey, Amber / Daley, Patricia, Decolonizing Development Studies: Learning Disobedience. 160 pp. 2023:8 (Pluto Pr., UK) <688-253>
ISBN 978-0-7453-4714-1 paper ¥6,625.- (税込) GB£ 22.99 *

This is a book about teaching 'disobedient pedagogies' from the heart of empire. The authors show how educators, activists and students are cultivating anti-racist decolonial practices, leading with a radical call to eradicate development studies, and counterbalancing this with new projects to decolonize development, particularly in African geographies. Being intentionally disobedient in the classroom is central to decolonizing development studies. The authors ask: What does it mean to study international development today? Whose knowledge and perspectives inform international development policy and programming? Building on the works of other decolonial trailblazers, the authors show how colonial legacies continue to shape the ways in which land, wellbeing, progress and development are conceived of and practiced. How do we, through our classroom and activist practices, work collaboratively to create the radical imaginaries and practical scaffolding we need for decolonizing development?
