21世紀の行政-グローバル・サウスの視点 第2版
Basu, Rumki, Public Administration in the 21st Century: A Global South Perspective. 2nd ed. 184 pp. 2023:5 (Routledge, UK) <694-682>

Public Administration has experienced a fundamental rethinking of its basic objectives, concepts and theories during the 21st century. This book examines the transformations happening in global societies, the economy and in politics, to trace the trajectory of public administration as an academic discipline as well as being a focus of social science research. It presents a reassessment of governance in heterogenous developing countries that goes beyond the traditional Weberian bureaucratic model, toward new models of organization and management, informed by their legal, constitutional, economic and political needs, aspirations and ground realities. This is especially important in relation to the marginalized sections of society that primarily rely on citizen entitlements through public service delivery systems. The author looks at widening the range and scope of public administrative agencies with the gradual cooperation of multiple actors, such as the civil society, people at large and even the private sector, in a partnering role. The author revisits the discipline to tackle intellectual dilemmas that current governance theories and practices are confronting, or will have to confront in future administrative situations. In the second edition, the volume brings into focus lessons on policy and governance learnt from the Global South in building administrative capacities in post-Covid-19 times. An essential read on the mandates and challenges for the state regarding the rising South, this book will be indispensable to scholars and researchers of politics, especially governance and public policy, sociology and development studies. It will also be of interest to bureaucrats, NGOs and government officials.

Hardt, Michael, The Subversive Seventies. 256 pp. 2023:9 (Oxford U. Pr., US) <694-694>
ISBN 978-0-19-767465-9 hard ¥6,271.- (税込) US$ 27.95 *

A thought-provoking reconsideration of how the revolutionary movements of the 1970s set the mold for today's activism. The 1970s was a decade of "subversives". Faced with various progressive and revolutionary social movements, the forces of order--politicians, law enforcement, journalists, and conservative intellectuals--saw subversives everywhere. From indigenous peasant armies and gay liberation organizations, to anti-nuclear activists and Black liberation militants, subversives challenged authority, laid siege to the established order, and undermined time-honored ways of life. Every corner of the left was fertile ground for subversive elements, which the forces of order had to root out and destroy--a project they pursued with zeal and brutality. In The Subversive Seventies, Michael Hardt sets out to show that popular understandings of the political movements of the seventies--often seen as fractious, violent, and largely unsuccessful--are not just inaccurate, but foreclose valuable lessons for the political struggles of today. While many accounts of the 1970s have been written about the regimes of domination that emerged throughout the decade, Hardt approaches the subversive from the perspectives of those who sought to undermine the base of established authority and transform the fundamental structures of society. In so doing, he provides a novel account of the theoretical and practical projects of liberation that still speak to us today, too many of which have been all but forgotten. Departing from popular and scholarly accounts that focus on the social movements of the 1960s, Hardt argues that the 1970s offers an inspiring and useful guide for contemporary radical political thought and action. Although we can still learn much from the movements of the sixties, that decade's struggles for peace, justice, and freedom fundamentally marked the end of an era. The movements of the seventies, in contrast, responded directly to emerging neoliberal frameworks and other structures of power that continue to rule over us today. They identified and confronted political problems that remain central for us. The 1970s, in this sense, marks the beginning of our time. Looking at a wide range of movements around the globe, from the United States, to Guinea Bissau, South Korea, Chile, Turkey, and Italy, The Subversive Seventies provides a reassessment of the political action of the 1970s that sheds new light not only on our revolutionary past but also on what liberation can be and do today.

グローバル・サウスにおける極右の台頭
Pinheiro-Machado, Rosana / Vargas-Maia, Tatiana (eds.), The Rise of the Radical Right in the Global South. (Routledge Studies in Fascism and the Far Right) 248 pp. 2023:5 (Routledge, UK) <694-696>
ISBN 978-1-03-204033-2 hard ¥38,907.- (税込) GB£ 135.00 *
ISBN 978-1-03-204035-6 paper ¥10,660.- (税込) GB£ 36.99 *

The Rise of the Radical Right in the Global South is the first academic study-adopting an interdisciplinary and international perspective-to offer a comprehensive and groundbreaking framework for understanding the emergence and consolidation of different radical-right movements in Global South countries in the twenty-first century. From deforestation and the anti-vaccine movement in Bolsonaro's Brazil to the massacre of religious minorities in Modi's India, the rise of the radical right in the Global South is in the news every day. Not long ago, some of these countries were globally celebrated as emerging economies that consolidated vibrant democracies. Nonetheless, they never overcame structural problems including economic inequality, social violence, cultural conservatism, and political authoritarianism. Featuring case studies from Brazil, India, the Philippines, and South Africa, and more generally from Africa and Latin America, this book analyses future scenarios and current alternatives to this political movement to the radical right. It proposes a shift of focus in examining such a trend, adopting a view from the Global South; conventional theoretical tools developed around the experience in Global North countries are not enough. The authors show that the radical right in the Global South should be analysed through specific lenses, considering national historical patterns of political and economic development and instability. They also warn that researching these countries may differ from contexts where democratic institutions are more reliable. This does not mean abandoning a transnational understanding of the radical right; rather, it calls for the opposite: the chapters examine how the radical right is invented, adapted, modified, and resisted in specific regions of the globe. This volume will be of interest to all those researching the radical right and the politics of development and the Global South.

中国、既成事実、東アジアのための争い
Hastey, Joshua, China, Faits Accomplis and the Contest for East Asia: The Shadow of Shifting Power. (Asian Security Studies) 192 pp. 2023:3 (Routledge, UK) <694-774>
ISBN 978-1-03-232941-3 hard ¥36,025.- (税込) GB£ 125.00 *

This book explores China's use of faits accomplis in its periphery, and offers the first formal model for the use of faits accomplis by rising powers. With growing attention to great power competition and conflict in the gray zone between war and peace, this book explains China's use of faits accomplis to revise the maritime status quo in the South and East China Seas. Using formal modelling and case study analysis, the book argues that while power shifts provide rising states with opportunities to impose faits accomplis to revise the status quo, the use of faits accomplis also increase the likelihood of war with the dominant state(s). The book surveys existing understandings of how power shifts incentivize interstate competition in general and in the case of Sino-American competition in particular, and brings existing theory and novel modelling to explain China's differing strategies in the South and East China Seas in the first two decades of the 21st century. The book concludes by using the lessons from these cases to assess the strategic options available to both states and conditions that make a peaceful resolution more likely. This book will be of much interest to students of Chinese politics, Asian security studies and International Relations.

The first theme, repatriation as historiography and discourse, examines how repatriation has been studied, debated and represented in Japan since the end of the Second World War. The third theme, government policy, explores the changing Japanese government policy from the 1950s to the 1970s. The fourth theme, integration after repatriation, reveals how Japanese former colonial residents integrated into Japanese society following repatriation.Presenting the collective research of 14 international authors, this book will be of interest for researchers of East Asian history, modern Japanese history, migration studies, postcolonial studies, Japanese studies, Korean studies, post-war international relations and Cold War history.

Sechen, Sagang, The Precious Summary: A History of the Mongols from Chinggis Khan to the Qing Dynasty. Tr. by J. Elverskog. 376 pp. 2023:3 (Columbia U. Pr., US) <694-811>

The Mongols, their khans, and the empire they built and ruled in the thirteenth and fourteenth centuries exert an enduring fascination. Caricatured as a marauding horde that ravaged surrounding peoples, in reality the Mongols created institutions, trading networks, economic systems, and intellectual and technological exchanges that shaped the early modern world. However, the centuries after the waning of Mongol power remain overlooked in comparison to the days of Chinggis Khan. The Precious Summary is the most important work of Mongolian history on the three-hundred-year period before the rise of the Manchu Qing dynasty. Written by Sagang Sechen in 1662, shortly after the Mongols' submission to the Qing, it chronicles the fall of the Yuan dynasty in China, the Mongol-Oirat wars, and the revival of Mongol power during the reign of Dayan Khan in the sixteenth century. Sagang Sechen's masterful account spans Buddhist cosmology, Chinggis Khan, the post-Yuan Mongols, Chinese history, and the Mongols' conversion to Buddhism-and throughout, it attempts to come to terms with the new Manchu state. Featuring extensive and accessible annotations and explanations of historical context, Johan Elverskog's translation of the Precious Summary offers invaluable perspective on Inner Asian and Chinese history, Mongolian historiography, and the history of Buddhism in Asia.

This book shows how bringing together experts from the Global South and the Global North can help us to understand and combat global economic, political, and social inequalities. For too long, the world's problems have been viewed through the narrow conceptual lenses of the Global North. This book lays the groundwork for a new approach - a truly global approach to political economy. We are currently facing multiple and overlapping international crises. The current economic crisis, characterized by deepening inequalities, is closely intertwined with intensifying geopolitical rivalries and the environmental crisis. The dialogues in this book aim to move beyond the Eurocentric tradition and bring voices from the Global South to the forefront of the debate. Covering 11 key themes drawn from the United Nations' Agenda 2030, the book conceptualizes democracy, development, and sustainability not only as strategies, but also as values that are integrated into the same - and continuously changing - analytical process. This book will be of great interest to students, researchers, and experts in international relations, global development, and international political economy, and to anyone looking for new perspectives on pernicious problems.
