The Lost Decade: The US Pivot to Asia. 384 pp. 2024:12 (Oxford U. Pr., US) <707-525>
ISBN 978-0-19-767794-0 hard ¥6,465.- (税込) US$ 29.99 *
Lost Decade is an essential guide for understanding the historic shift to Asia-centric geopolitics and its implications for America's present and future. Across the political spectrum, there is wide agreement that Asia should stand at the center of US foreign policy. But this worldview, first represented in the Obama Administration's 2011 "Pivot to Asia," marks a dramatic departure from the entire history of American grand strategy. More than a decade on, we now have the perspective to evaluate it in depth. In Lost Decade, Robert Blackwill and Richard Fontaine-two eminent figures in American foreign policy-take this long view. They conclude that while the Pivot's strategic logic is strong, there are few successes to speak of, and that we need a far more coherent approach to the Indo-Pacific region. They examine the Pivot through various lenses: situating it historically in the context of America's global foreign policy, revealing the inside story of how it came about, assessing the effort thus far, identifying the ramifications in other regions (namely Europe and the Middle East), and proposing a path forward. The authors stress that the US has far less margin for foreign policy error today than a decade ago. As the international order becomes more unstable, Blackwill and Fontaine argue that it is imperative that policymakers fully understand what the Pivot to Asia aimed to achieve-and where it fell short-in order to muster the resources, alliances, and resolve to preserve an open order in Asia and the world. Crafting an effective policy for the region, they contend, is crucial for preserving American security, prosperity, and democratic values.

In the context of the COVID-19 pandemic, this edited volume revisits the framework of human security and development. It examines the protection-empowerment nexus as applied to various vulnerable groups and populations affected by the pandemic. While the conventional human security literature has focused on top-down protection, this book offers new perspectives on human security by exploring bottom-up empowerment from both theoretical and practical perspectives. It also encourages readers to rethink the agency of vulnerable people in addressing the challenges posed by the pandemic. Through eight case studies from Southeast Asia and Japan, the contributors to this book demonstrate the importance of empowerment in achieving human security. They focus on the responses of vulnerable groups and communities to multiple threats to their lives, livelihoods, and dignity. The chapters discuss key human security concerns, such as poverty, the environment, food, forced migration, gender, health, aging, peace, and justice - all of which have been compounded and exacerbated by the COVID-19 pandemic. An essential resource for students and scholars of human security in the aftermath of COVID-19 and its wider impacts. The Open Access version of this book, available at www.taylorfrancis.com, has been made available under a Creative Commons Attribution-Non Commercial-No Derivatives (CC-BY-NC-ND) 4.0 license. Digital Platforms and the Global South: Reconfiguring Power Relations in the Cultural Industries. (Routledge Advances in Internationalizing Media Studies) 272 pp. 2023:12 (Routledge, UK) <707-616>
ISBN 978-1-03-248991-9 hard ¥38,461.- (税込) GB£ 135.00 *
This book addresses the issues raised by digital platforms in the Global South, with an emphasis on the cultural stakes involved. It brings together an interdisciplinary team of researchers - including political economists, socio-economists, geographers, media sociologists or anthropologists - who each explore these issues through an insightful case study at a local, national, regional or international scale. While studying the strategies of some of the main US-based Big Tech platforms or video streaming platforms towards the Global South, the chapters also consider the often-neglected active role local or regional actors play in the expansion of those Western digital players, and highlight the existence of a constellation of local or regional platforms that have emerged in Africa, Asia, Latin America or the Middle East. In addition to analysing the complex relationships of competition, collaboration or dependence between these diverse actors, this volume examines the ways in which the rise of these digital platforms has generated new forms of cultural entrepreneurship and participated in the reconfiguring of the conditions in which cultural contents are produced and circulated in the Global South. This volume will appeal to readers interested in the transnationalisation of cultural industries or in the social, political, economic, cultural and geopolitical dimensions of digital transformations and will be an important resource for students, teachers and researchers in media, communication, cultural studies, international relations and area studies programmes.

Young Children in Humanitarian and COVID-19 Crises: Innovations and Lessons from the Global South. (Routledge Humanitarian Studies) 216 pp. 2023:12 (Routledge, UK) <707-624>
ISBN 978-1-03-254110-5 hard ¥38,461.- (税込) GB£ 135.00 *
The long-term consequences of COVID-19 have been tough for children around the world, but even more so for young children already in humanitarian crisis, whether due to conflict, natural disasters, or economic and political upheaval. This book investigates how organizations around the world responded to these dual challenges, identifying solutions, and learning opportunities to help to support young children in ongoing and future crises. Drawing on research and voices from the Global South, this book showcases innovations to mobilize new funds and re-allocate existing resources to protect children during the pandemic. It provides important evidence on understudied and overlooked vulnerable populations, recognizing that researchers from the Global South are best positioned to fill these research gaps, contextualize findings, and support the uptake and adoption of recommendations by local decision-makers and practitioners in those same contexts. The findings in this book will be important for practitioners, policy makers and donors working in or interested in humanitarian contexts, on early childhood development, or early childhood education. The book will also be useful to students and researchers working in these fields. The Open Access version of this book, available at http://www.taylorfrancis.com, has been made available under a Creative Commons Attribution-Non Commercial-No Derivatives (CC-BY-NC-ND) 4.0 license.

COVID-19 and informal workers in Asian cities: Impact, response, and implications for urban recovery. (Regional Studies Policy Impact Books) 138 pp. 2023:8 (Routledge, UK) <707-238>
ISBN 978-1-03-257155-3 paper ¥10,253.- (税込) GB£ 35.99 *
As COVID-19 took hold across local and international borders in 2020 and 2021, over 1.6 billion informal workers were estimated to have been adversely impacted by mobility restrictions and other 'lockdown' measures to tackle the coronavirus crisis. In the Global South, the pandemic has severely affected the sprawling megacities in Southeast and South Asia that have been driving urbanisation, and where there is a very high concentration of informal workers. This volume examines how informal workers were affected by the responses to the pandemic in five Asian megacities: Dhaka (Bangladesh), Hyderabad (India), Karachi (Pakistan), Jakarta (Indonesia), and Manila (Philippines).Gathering voices and experiences from across these subregions, this book engages with issues surrounding state measures to manage the COVID-19 pandemic. The chapters present the gaps and lessons learned in addressing the needs of informal workers. They also shed light on grassroots solidarity initiatives, civic practices, and social networks that have cushioned the devastating effects of the crisis. The book ends with a discussion on the implications of identified state measures and citizen-led responses for (post) pandemic planning and urban governance in Asian cities in an age of recovery.

Green, Duncan,
How Change Happens. 2nd ed. 320 pp. 2024:4 (Oxford U. Pr., UK) <707-178>
ISBN 978-0-19-889995-2 paper ¥2,845.- (税込) GB£ 9.99 *
Human society is full of would-be 'change agents', a restless mix of campaigners, lobbyists and officials, both individuals and organizations, set on transforming the world. They want to improve public services, reform laws and regulations, guarantee human rights, get a fairer deal for those on the sharp end, and achieve greater recognition for any number of issues or simply be treated with respect. It is striking then, that universities have no Department of Change Studies, to which social activists can turn for advice and inspiration. Instead, scholarly discussions of change are fragmented with few conversations crossing disciplinary boundaries, or making it onto the radars of those actively seeking change. How Change Happens bridges the gap between academia and practice, bringing together the best research from a range of academic disciplines and the evolving practical understanding of activists to explore the topic of social and political change. Drawing on many first-hand examples from the global experience of Oxfam, one of the world's largest social justice NGOs, as well as the author's 40 years of studying and working on international development, it tests ideas and sets out the latest thinking on what works to achieve progressive change. This second edition adds a chapter by the LSE's Dr Tom Kirk on the rising importance of digital technology in activism, and analyses the implications of some of the darker currents of populism and shrinking civic space for those trying to bring about positive change. This is an open access title available under the terms of a [CC BY-NC-ND 4.0 International] licence. It is free to read at Oxford Scholarship Online and offered as a free PDF download from OUP and selected open access locations.

Resettlement with People First: Counterfactual Pathways. (Routledge Studies in Development, Displacement and Resettlement) 264 pp. 2023:12 (Routledge, UK) <707-181>
ISBN 978-1-03-255866-0 hard ¥38,461.- (税込) GB£ 135.00 *
Should people in the way lose out as new reservoirs, mines, plantations, or superhighways displace them from their homes and livelihoods? What if the process of resettlement were made accountable to those impacted, empowering them to achieve just outcomes and to share in the benefits of development projects? This book seeks to answer these questions, putting forward powerful counterfactual case studies to assess what problems real-world development projects would likely have avoided if the project had included the affected people in decision making about whether and how they should resettle.Drawing on contributions from leading and emerging scholars from around the world, this book considers cases involving dams, mines, roads, and housing, amongst others, from Asia, Africa, and South America. In each case, the counterfactual approach invites us to reconsider how the dynamics of accountability play out through resettlement hazards and the asymmetries of power relations in the negotiation of displacement benefits and redress. Considering a range of theoretical and ethical perspectives, the book concludes with practical, alternative policy suggestions for displacement arising both from development and from slow onset climate change. This book's novel approach focussing on the people's agency in the dynamics of governance, accountability, and (dis)empowerment in development projects with displacement and resettlement will appeal to academic researchers, development practitioners, and policymakers.

Decolonizing Development: Liberatory Epistemologies from India and Latin America. 60 pp. 2023:9 (Routledge, UK) <707-182>
ISBN 978-1-03-215935-5 hard ¥14,241.- (税込) GB£ 49.99 *
This book turns to the intellectual discourses that have emerged from India and Latin America, two outposts of the Global South, on the themes of imperialism, sovereignty, development, and socio-economic, racial and caste inequalities. It recovers the elided reflective traditions of thinkers, writers and activists from these peripheries and highlights the distinctive ideas, alliances and parallelisms in their works, as well as the manner in which they articulate liberatory paradigms which continue to have contemporary relevance. The book maps the innovative epistemic engagements of thinkers from India and Latin America, highlighting the manner in which they have disrupted and challenged the hierarchies of global knowledge production. It argues that political, spatial and historical distinctions notwithstanding, the experiences of peripheralization, their common traditions of resistance to oppression and their deeply entangled histories have forged a shared intellectual identity and a rich alternative set of emancipatory epistemologies grounded in the realities and histories of Southern nations. The book recovers this body of work as mass movements the world over seek civilizational alternatives to capitalist modernity. The book will be of interest to students and researchers of development studies, history, political science, sociology, political economy, South Asian studies, Latin American studies and Global South studies.

Nuclear Power in Asia Post Fukushima. 228 pp. 2023:11 (Routledge, UK) <707-210>
ISBN 978-1-032-61742-8 hard ¥38,461.- (税込) GB£ 135.00 *
The 2011 Fukushima nuclear disaster led many to believe that the nuclear era was coming to an end. More than ten years since, Asia is leading the global nuclear sector. Contributing to two-thirds of the global construction of reactors and exhibiting its technical prowess in the nuclear research and development arena, the future of nuclear power in Asia appears to be on a positive trajectory. This development is driven by a mix of urgent necessity, aided by the realisation that benefits offered by nuclear power are not just environmental in character but also economic and strategic. In this context, the book examines the energy trends and the current state of nuclear power in the Asian continent and endeavours to answer the much-deliberated question of whether Asia is witnessing a nuclear renaissance again. To address this question, the book explores the policy responses by Asian countries to the Fukushima disaster. It attempts to map the future trajectory of nuclear power in Asia and tries to identify the factors that may accelerate or limit its growth.Print edition not for sale in South Asia (India, Sri Lanka, Nepal, Bangladesh, Pakistan and Bhutan)
