Did British, French and Russian gunboats pacify the notoriously corsair-infested waters of the Eastern Mediterranean? This book charts the changing rates and nature of piracy in the Eastern Mediterranean in the nineteenth century. Using Ottoman, Greek and other archival sources, it shows that far from ending with the introduction European powers to the region, piracy continued unabated. The book shows that political reforms and changes in the regional economy caused by the accelerated integration of the Mediterranean into the expanding global economy during the third quarter of the century played a large role in ongoing piracy. It also considers imperial power struggles, ecological phenomena, shifting maritime trade routes, revisions in international maritime law, and changes in the regional and world economy to explain the fluctuations in violence at sea.

The foreign policy agenda and behavior of the Islamic Republic of Iran is a critical challenge for the world. But where do the principal Iranian regime actors come from in terms of political background, experiences and interests? Which types of ambitions or policy conflicts have dominated and shaped foreign policy debates since 1979? This book explains the internal policy process in Tehran by following two regime personalities, Ali Khamenei, the Supreme Leader, and Akbar Hashemi Rafsanjani, who before his death in January 2017 amassed some of the most powerful political positions in Iran. No two men have been more influential in dictating the regime's decision-making processes since 1979. What is education for an unknowable future? In Educating for Durable Solutions, Christine Monaghan explores how refugees and policymakers have answered this question over time by reconstructing the contemporary history of education in Kenya's Dadaab and Kakuma refugee camps. Through oral histories and archival research, Monaghan shows how, since the founding of both camps in 1991, refugees and policymakers have conceptualized, developed, implemented and changed refugee education programs. She also shows why and how, despite these changes, real challenges persist in refugee education in Dadaab, Kakuma, and other camps throughout the world; these include high numbers of out-of-school children and youth, high student to teacher ratios, unpredictable funding, and persistent questions regarding what refugee education is for. The author shifts focus from debates over the impacts of specific policies and programs and explores instead how and why different policies and programs were implemented whether they led to meaningful changes in the long-standing challenges of refugee education. She finds that when and where real changes occurred, individuals or small groups of refugees and policymakers acted with tremendous agency and as tireless advocates.

Marking how historical policy changes on citizenship and contemporary public discourse on dual citizenship have impacted development policy and practice, she reveals that as Liberia transformed from a country of immigration to one of emigration, so too did the nature of citizenship, thus influencing claims for and against dual citizenship. In light of the discrepancy between Britain's and France's postcolonial security roles in Africa, which seemed already determined half a decade after independence, this book studies the making of the postcolonial security relationship during the transfer of power and the early years of independence (1958-1966). It focuses on West Africa, and more specificially the newly independent states of Nigeria and Cote d'Ivoire, which rapidly evolved into key players in the postcolonial struggle for Africa. Based on research in fourteen archives in Africa, Europe, and the United States, Postcolonial Security comparatively investigates the establishment of formal defence relations, the disintegration of the Anglo-Nigerian 'special relationship' and the Franco-Ivorian 'neo-colonial collusion', the provision of British and French military assistance to their former colonies and the competition they faced from West Germany and Israel respectively, and the Anglo-American partnership in Nigeria and the Franco-American rivalry in Cote d'Ivoire. It demonstrates that whereas Britain was rapidly and increasingly pushed out of and replaced in the Nigerian security sector by western competitors, France succeeded in retaining its military foothold and pre-eminence in Cote d'Ivoire. Informed by postcolonial approaches, Postcolonial Security argues that while London's Cold War blinkers and Paris's neo-imperial agenda were part of the equation, the postcolonial security relationship was ultimately determined by the Nigerian and Ivorian elites, which in turn responded to their local and regional circumstances against the background of the Cold War in Africa.

This original study examines a vital but neglected aspect of the 1952 National Revolution in Bolivia; the activism of urban inhabitants. Many of these activists were Aymara-speaking people of indigenous origin who transformed the urban environment, politics and place of "indigenas" and "neighbors" within the city of La Paz. Luis Sierra traces how these urban residents faced racial discrimination and marginalization despite their political support for the Movimiento Nacionalista Revolucionario (MNR). La Paz's Colonial Specters reassesses the contingent, relational nature of Bolivia's racial categories and the artificial division between urban and rural activists. Building on rich established historiography on the indigenous people of Bolivia, Luis Sierra breaks new ground in showing the role of the neighborhoods in the process of urbanization, and builds upon analysis of the ways in which race, gender and class discourse shaped migrants interactions with other urban residents. Questioning how and why this multiclass and multi-ethnic group continued to be labelled by elites and the state as "un-modern" indigena, the author uses La Paz to demonstrate the ways in which race, class, and gender intertwine in urbanization and in conceptions of the city and nation. In the wake of the devastating WWI, three Jews headed the most valuable territory in the British Empire in addition to a strategically important new addition. Edwin Montagu held the position of Secretary of State for India, Rufus Isaacs (Lord Reading) was the newly appointed Viceroy of India, and Herbert Samuel arrived in Jerusalem as the first High Commissioner of Palestine. Their appointments came at a time of great upheaval as Indian nationalists clamoured for independence, pan-Islamists fought to keep the defeated Ottoman Empire intact and the sultan in Constantinople, and Zionists sought to build on the wartime promise by the British government to create a Jewish homeland in Palestine in face of opposition by Palestinians and pan-Islamists. The task of tackling these issues was made all the more difficult by accusations that Jews were not loyal to the British Empire and its goals, a view promoted by the appearance of the antisemitic Protocols of the Elders of Zion in English translation. This book follows this web of divisive imperial politics, and nationalist and pan-Islamist aspirations in India and Palestine, through the lives and work of these three men whose efforts were coloured by the post-war fear of a declining empire that was being corroded from within.

Most accounts of Nigeria's colonisation were written by British officials, presenting it as a noble civilising mission to rid Africans of barbaric superstition and corrupt tribal leadership. Thanks to this skewed writing of history, many Nigerians today still have Empire nostalgia and view the colonial period through rose-tinted glasses. Max Siollun offers a bold rethink: an unromanticised history, arguing compellingly that colonialism had few benevolent intentions, but many unjust outcomes. Nigeria has for long been regarded as the poster child for the 'curse' of oil wealth. Due to what is regarded as an African political culture of neopatrimonialism, irreconcilable ethno-religious divisions and predatory subversion of institutions, Nigeria is seen incapable of overcoming the economic deterioration of this 'resource curse'. Yet, Nigeria achieved strong economic growth for over a decade in the twenty first century driven largely by policy reforms in non-oil sectors. The book argues that Nigeria's major development challenge is not an 'oil curse', but one of achieving economic diversification beyond oil, subsistence agriculture, informal activities and across its subnational entities. Through analysis drawing on economic data, policy documents and interviews, the book argues that Nigeria's challenge of economic diversification is situated within a political setting of an unstable distribution of power among individual, group and institutional actors.


Nigeria's ruling elites have lurched from one political crisis to another throughout the country's history and especially in the last two decades of democratic rule. A perpetual state of crisis management orients economic policy to be episodic rather than the systematic and long-term focus necessary to drive the economic transformation Nigeria aspires for. Since the turn of the century, policymaking by successive Nigerian governments despite superficial partisan differences has been oriented towards short-term crisis management of macroeconomic stabilization, restoring growth and selective public sector reforms. To diversify Nigeria's economy, successive governments must reorient towards a consistent focus on: pro-productivity and pro-poor policies, alongside comprehensive civil service and security sector overhaul. These policy priorities, Nigeria's ruling elites are belatedly acknowledging, are crucial to achieving economic transformation. However, this policy shift requires tackling the roots of perpetual political crisis, especially stabilizing the balance of power towards equity and inclusion.

The city of Manila is uniquely significant to Philippine, Southeast Asian and world history. It played a key role in the rise of Western colonial mercantilism in Asia, the extinction of the Spanish Empire and the ascendancy of the USA to global imperial hegemony, amongst other events. This book examines British and American writing on the city, situating these representations within scholarship on empire, orientalism and US, Asian and European political history. Through analysis of novels, memoirs, travelogues and journalism written about Manila by Westerners since the early eighteenth century, Tom Sykes builds a picture of Western attitudes towards the city and the wider Philippines, and the mechanics by which these came to dominate the discourse. This study uncovers to what extent Western literary tropes and representational models have informed understandings of the Philippines, in the West and elsewhere, and the types of counter-narrative which have emerged in the Philippines in response to them.

This book is about the "losers" of the Meiji Restoration and the supporters who promoted their legacy. Although the violence of the Meiji Restoration is typically downplayed, the trauma was real, and those who felt marginalized from the mainstream throughout modern Japan looked to these losers as models of action.

Using a wide range of sources, from essays by former Tokugawa supporters like Fukuzawa Yukichi to postwar film and "lost decade" manga, Michael Wert traces the shifting portrayals of Restoration losers. By highlighting the overlooked sites of memory such as legends about buried gold, the awarding of posthumous court rank, or fighting over a disembodied head, Wert illustrates how the process of commemoration and rehabilitation allows individuals a voice in the formation of national history. He argues that the commingling of local memory activists and nationally-known politicians, academics, writers, and treasure hunters formed interconnecting memory landscapes that promoted local figures as potential heroes in modern Japan.

Asian Families and Intimacies comprises important and influential writings that form the academic and intellectual heritage of societies across Asia. In Asian societies, a special cultural and social value is attributed to 'the family', and there is deep public concern throughout the region with ongoing changes in the family and in intimate relations. However, a closer look reveals considerable diversity in Asian families and intimate relations, and in their different trajectories of change.

In these volumes, various facets of intimate relations and the interaction between the private and the public spheres assume special importance. The articles reflect on aspects of intimacy in historical and contemporary times, ideals and realities, and differences in family practices between different social strata. The writings discuss the varying and intersecting processes of 'Sinicization', 'Sanskritization', 'Islamization', 'Modernization' and 'Globalization' across the Asian region.

Most of the articles in the volumes have been newly translated from various Asian languages, though there are some texts that were originally written in English. Give and Take offers a new history of government in Tokugawa Japan (1600-1868), one that focuses on ordinary subjects: merchants, artisans, villagers, and people at the margins of society such as outcastes and itinerant entertainers. Most of these individuals are now forgotten and do not feature in general histories except as bystanders, protestors, or subjects of exploitation. Yet despite their subordinate status, they actively participated in the Tokugawa polity because the state was built on the principle of reciprocity between privilege-granting rulers and duty-performing status groups. All subjects were part of these local, self-governing associations whose members shared the same occupation. Tokugawa rulers imposed duties on each group and invested them with privileges, ranging from occupational monopolies and tax exemptions to external status markers. Such reciprocal exchanges created permanent ties between rulers and specific groups of subjects that could serve as conduits for future interactions.

This book is the first to explore how high and low people negotiated and collaborated with each other in the context of these relationships. It takes up the case of one domain-Ono in central Japan-to investigate the interactions between the collective bodies in domain society as they addressed the problem of poverty.
