IR theory's engagement with environmental politics, however, has largely focused on interstate cooperation in the late twentieth century, with less attention paid to how the eighteenth- and nineteenth-century quest to tame nature came to shape the modern international order.The ideal river examines nineteenth-century efforts to establish international commissions on three transboundary rivers - the Rhine, the Danube, and the Congo. It charts how the Enlightenment ambition to tame the natural world, and human nature itself, became an international standard for rational and civilized authority and informed our geographical imagination of the international. This relationship of domination over nature shaped three core IR concepts central to the emergence of early international order: the territorial sovereign state; imperial hierarchies; and international organizations. The book contributes to environmental politics and international relations by highlighting how the relationship between society and nature is not a peripheral concern, but one at the heart of international politics.

According to the Global Burden of Disease 2019 study, air pollution from fine particulate matter caused 6.4 million premature deaths and 93 billion days lived with illness in 2019. Over the past decade, the toll of ambient air pollution has continued to rise. Air pollution's significant health, social, and economic effects compel the World Bank to support client countries in addressing air pollution as a core development challenge. This publication estimates that the global cost of health damages associated with exposure to air pollution is $8.1 trillion, equivalent to 6.1 percent of global GDP. People in low- and middle-income countries are most affected by mortality and morbidity from air pollution. The death rate associated with air pollution is significantly higher in low-and lower-middle income countries than in high-income countries. This publication further develops the evidence base for air-quality management through up-to-date estimates of air pollution's global economic costs. The analyses presented here build on previous cost estimates by the Bank and its partners, as well as on more comprehensive air-quality data from monitoring stations in many cities across the world. By providing monetary estimates of air pollution's health damages, this publication aims to support policy makers and decision-makers in client countries in prioritizing air pollution amid competing development challenges. Its findings build a robust economic case to invest scarce budgetary resources in the design and implementation of policies and interventions for improving air quality. Such investments will deliver benefits for societies at large, and particularly for vulnerable groups. This publication builds a strong case for scaling up investments for air pollution control in low-and middle-income countries.

The global population is projected to increase by 3.3 billion from 6.7 billion in 2008 to 10 billion in 2100. As a result, soil degradation and desertification are growing due to the increasing demand for food, feed, fiber, and fuel on finite soil resources. The problem of global food insecurity may be further worsened by the threat of global warming. Climate change is showing its impacts in terms of increasing temperatures, variable rainfall, and an increase in climate-related extremes such as floods, droughts, cyclones, sea-level rise, salinity, and soil erosion. The agriculture sector is the most sensitive to climate change because the climate of a region/country determines the nature and characteristics of vegetation and crops. Increase in the mean seasonal temperature and decrease in effective precipitation can reduce the duration of many crops, may lead to outbreaks of pests and diseases, and hence reduce final yield ultimately affecting the food security of the country. Despite the positive impact of CO2 fertilization, the net productivity may decrease because of an increase in respiration rate, drought stress, and nutrient deficiency. For example, for every 75 ppm increase in CO2 concentration, rice yields will increase by 0.5 t/ha, but the yield will decrease by 0.6 t/ha for every 1 degreesC increase in temperature. The global agricultural productivity is expected to decrease from 3% to 16% by 2080. The estimated decrease in agricultural productivity in the developing countries is 10%-25% in the 2080s, where average air temperature is already near or above crop tolerance levels.
