IMOとICAOに向けたEU気候外交
Dikaios, George, EU Climate Diplomacy Towards the IMO and ICAO. (Palgrave Studies in European Union Politics) 243 pp. 2024:4 (Palgrave Macmillan, UK) <722-701>
ISBN 978-3-031-51122-6 hard ¥25,890.- (税込) EUR 109.99

This book delves into the topic of the European climate diplomacy and the ways it is performed, both internally in terms of constructing a negotiating position, and externally in regards to how the European Union (EU) as a whole exports this position at the international level. To do that, the analytical framework is built around two major pillars: first, the literature on European public policy, specifically regarding policymaking, and second, the Normative Power Europe approach. Aiming to test whether European climate diplomacy actually works, the book utilizes two examples/case studies, namely the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO). The selection of these examples is based on an array of rationales, but the main reason is that both international organizations (IOs) do not contribute (at least their fair share) in the global efforts of tackling climate change. The book thus showcases the strategically driven efforts of the EU as whole to export its climate norm to these two IOs. It argues that, if it weren't for the EU, these two organizations would not have been active in negotiating on climate change issues to such extent.

Slim, Hugo, Humanitarianism 2.0: New Ethics for the Climate Emergency. 288 pp. 2024:10 (Hurst, UK) <722-87>
ISBN 978-1-911723-70-7 hard ¥5,409.- (税込) GB£ 18.99

This book spells out a new framework for humanitarian aid in the long emergency of climate change. Looking ahead to the massive needs of the late 2020s and the 2030s, Hugo Slim shows how current ethics and action in the sector are necessary, but not sufficient, for the new moral and operational challenges of our planetary crisis. Humanitarianism 2.0 offers a series of practical ethical pathways for aid workers and organisations to reimagine and redesign their purpose in the increasing number of climate-related disasters around the world. Slim expands the fundamental principle of humanity to include the protection of nature in humanitarian ethics, and also faces up to the hard challenge of impartiality and prioritisation in a universal emergency. He then recognises anticipation, adaptation, mitigation and locally led aid as humanitarian obligations in climate-related disasters. Like everything else in the climate and nature crisis, humanitarian ethics need adaptation. Slim's bold, smart and much-needed proposals show the way.

Oba, Gufu, Pastoralist Resilience to Environmental Collapse in East Africa since 1500. 254 pp. 2024:2 (Palgrave Macmillan, UK) <722-873>
ISBN 978-3-031-48290-8 hard ¥28,244.- (税込) EUR 119.99

This book explores pastoralist/ farmers' approaches to environmental disaster management in East Africa, charting their responses and adaptations to famine, pandemics, natural disasters, and historical events. Using a dynamic adaptive cycle theoretical framework, it uses social memory to reconstruct an 'event history calendar', thus combining social memory and written historical records to reconstruct the adaptive strategies of pastoralists. It explores the climate history of the southern Ethiopian and northern Kenyan frontier, considering, in particular, the impact of the colonial period and independence thereafter, providing a significant contribution to debates in African environmental history.

Boiarsky, Carolyn R., Lead Babies and Poisoned Housing: Environmental Injustice, Systemic Racism, and Governmental Failure. 380 pp. 2024:9 (Purdue U. Pr., US) <722-899>
ISBN 978-1-61249-947-5 hard ¥7,112.- (税込) US$ 32.99

Drawing on historic sources as well as present-day interviews, Lead Babies and Poisoned Housing is a story about systemic racism, environmental injustice, and the failure of government. In 2016, 1,100 mainly minority residents of a low-income housing complex in East Chicago, Indiana, received a letter from the city forcibly evicting them from their homes because a high level of lead was found in the soil under their houses. The residents were given two months to move. Many could not find safe housing nearby. The site was designated by the Environmental Protection Agency as a Superfund site because of the large amount of toxic material on it. More than 1,300 similar sites are located throughout the United States. Over 70 million people live within three miles of one of these sites.Five years later, the U.S. Department of Housing and Urban Development Office of Inspector General charged three federal agencies-EPA, HUD, CDC-with causing the lead poisoning of children living in the complex. The EPA, responsible for the cleanup, had been aware of the situation for 35 years. The director of the local housing authority admitted to building the complex over a demolished lead smelter. When health issues arose, the housing authority blamed the residents' sanitary habits rather than its own failure to maintain the structures. The Center for Disease Control's testing of blood lead levels was revealed to be faulty. In short, the very agencies that were supposed to protect these people instead neglected, ignored, and blamed them. But this isn't just a story of victimization; it is also about empowerment and community members insisting their voices be heard. Lead Babies and Poisoned Housing records the human side of what happens when the industries responsible for polluting leave, but the residents remain. Those residents tell their stories in their own words-not just what happened to them, but how they acted in response. We should listen, not only for justice, but as a cautionary tale against repeated history.

Brewer, Cam / Hammond, Herb / Markey, Sean, Nature-First Cities: Restoring Relationships with Ecosystems and with Each Other. 224 pp. 2024:8 (U. British Columbia Pr., CN) <722-901>
ISBN 978-0-7748-6864-8 paper ¥8,613.- (税込) US$ 39.95 *

Nature belongs in cities, but how do we put nature first without pushing people aside? Nature-First Cities reveals the false dichotomy of that question by recognizing that people and nature are indivisible. Western urbanization has meant the ongoing expulsion of nature, which is engendering biodiversity loss and inequality, thwarting economic potential, and affecting health. This volume instead applies the science and practice of nature-directed stewardship to cities. Tested through case studies, this methodology for urban ecosystem restoration is uniquely effective at revitalizing our strained cities. Nature is woven into networks, distributed equitably across neighbourhoods, and partnered with the urban density that is essential for addressing the climate crisis. Nature-First Cities offers a practical framework for urban planning that reinforces our place in nature both physically, by ensuring that cities are replete with biodiversity and intact ecosystems, and conceptually, by rebalancing our relationships with the planet and with one another

Despite centuries of colonialism, Indigenous peoples still occupy parts of their ancestral homelands in what is now Eastern North Carolina-a patchwork quilt of forested swamps, sandy plains, and blackwater streams that spreads across the Coastal Plain between the Fall Line and the Atlantic Ocean. In these backwaters, Lumbees and other American Indians have adapted to a radically transformed world while maintaining vibrant cultures and powerful connections to land and water. This reality is paralleled in Indigenous communities worldwide as Indigenous people continue to assert their rights to self-determination by resisting legacies of colonialism and the continued transformation of their homelands through pollution, unsustainable development, and climate change. Environmental scientist Ryan Emanuel, a member of the Lumbee tribe, shares stories from North Carolina about Indigenous survival and resilience in the face of radical environmental changes. Addressing issues from the loss of wetlands to the arrival of gas pipelines, these stories connect the dots between historic patterns of Indigenous oppression and present-day efforts to promote environmental justice and Indigenous rights on the swamp. Emanuel's scientific insight and deeply personal connections to his home blend together in a book that is both a heartfelt and an analytical call to acknowledge and protect sacred places.

ISBN 978-1-64769-167-7 paper ¥5,379.- (税込) US$ 24.95 *

Opening with the extraordinary story of a young French priest working in 1968 amongst impoverished villages of northeast Brazil, struggling to bring sustenance, sustainability, and hope to these disregarded and willfully ignored communities, this book asks a broad and far-reaching question that challenges the contemporary sustainability movement: What about sustainability for the forgotten? Sustainability for the Forgotten is an incendiary book that confronts the history, policies, and practices of sustainability. It interrogates the usefulness of current sustainability approaches for the poorest of the poor, the chronic underclass, victims of natural disasters, refugees, the oppressed, and asks, how can we do better? With examples that range from the coffeelands of El Salvador to the coal country of American Appalachia, from the streets of Detroit to refugee camps in Greece and the upscale metro centers of the affluent, sustainability is examined with a critical eye and with an emphasis on insuring that the forgotten are heard. At once well-researched and passionate, wide-ranging and sharply focused, Sustainability for the Forgotten is unlike any other book on the sustainability movement. Written with a distinctive voice that is reasoned, unflinching, and often poetic, the book challenges the sustainability movement to follow "a just and necessary path." The result is a provocative statement on the future of sustainability and a call to action that is ultimately hopeful.

Mueller, Johannes / Kirleis, Wiebke / Taylor, Nicole (eds.), Perspectives on Socio-environmental Transformations in Ancient Europe. (Quantitative Archaeology and Archaeological Modelling) 367 pp. 2024:2 (Springer, GW) <722-910>
ISBN 978-3-031-53313-6 hard ¥11,766.- (税込) EUR 49.99

This open access book brings together key issues from transformative processes and events across Europe (and in some cases beyond) from 15,000 to 1 BCE. This volume covers the research output produced by the Collaborative Research Centre (CRC) 1266 "Scales of Transformation" - the first interdisciplinary centre to diachronically investigate transformations in past societies with a summary of their individual aspects from the Late Palaeolithic to the Roman Period. Following the introduction, the book is divided into three main sections: In "Identification of anatomies of socio-environmental transformation", the concept of scales of transformations is first explained, and the various parameters of transformational change are identified. This is followed by "Expressions of socio-environmental transformations: from climate preconditions to decision making", in which transformation processes are illustrated with individual examples. The third major part of the book deals with"Perspectives on decision making processes in socio-environmental transformations". In conclusion, the results are framed in a broad temporal framework, and patterns of socio-environmental change are presented across common time frames from the Eastern Mediterranean to Scandinavia. This book is of interest to researchers in archaeology and palaeoecology.

Plate, Yvonne, Social Identity Motivators in Environmental Collective Action: Patterns in Deciding to Participate in Extinction Rebellion. (BestMasters) 102 pp. 2024:2 (Springer VS, GW) <722-913>
ISBN 978-3-658-44046-6 paper ¥17,651.- (税込) EUR 74.99

Social Identity research has found prominence in the realm of collective action but lacks an environmental activism focus. This study gathers individuals' experiences to explore the influences on decision-making processes to join an environmental activist group - the local Extinction Rebellion (XR) group in Stuttgart, Germany. This case study is used to identify patterns in this process, to test the applicability of existing models and to explore the significance of social identity. Activists and past activists were interviewed. The results make it apparent that the existing models are not sufficient to represent social identity processes in environmental activism. The findings are visualized in a suggested adjusted model of collective action, which suggests norms and morals and (politicized) social identity as a twin core influencing collective action. Social identity retains its significance at the center of the model. Furthermore, it is suggested that collective efficacy beliefs anda sense of agency are interchangeable factors influencing the twin core and collective action directly. Injustice perceptions remain essential. Social connections, group identification, group dynamics, participatory efficacy, self-identity, and image are found to play a role occasionally but require further investigation. The convergence of collective efficacy beliefs and a sense of agency and the valuation of factors present especially relevant future research topics.

Capitalism has been linked to climate change, racism and slavery, wealth inequality, and the decline of democracy. At the same time, capitalism may have been instrumental in lifting hundreds of millions of people out of poverty, facilitating vast technological innovations, and improving standards of living across the globe. As climate change accelerates and the world is threatened with existential crises, we must ask: Is capitalism incompatible with sustainability? While this question is as complex and urgent as it is resistant to simple answers, the contributors to this volume make the case that a more sustainable capitalism is within our reach.Sustainable Capitalism takes on the challenge of sustainability from a uniquely interdisciplinary and diverse perspective, offering both theory and tools for action. Topics range from an analysis of the foundations and definition of capitalism to the specific regulatory mechanisms that may be necessary to rein in its current, unsustainable trajectory. Readers will find nuanced and important analyses of options and potential outcomes that are not available in any other work. This book is essential reading for anyone concerned about the path we are on and how we might improve the lives of people around the globe.

ISBN 978-0-7748-6904-1 paper ¥10,564.- (税込) US$ 49.00 *

As climate change, resource overexploitation, and pollution leave ever more visible marks, ocean ecosystems, economies, and people are all affected. With coasts on the Atlantic, Pacific, and Arctic, Canada faces a formidable challenge in building resilient, sustainable oceans and supporting the communities that rely on them. Sea Change reports on the OceanCanada Partnership, a multidisciplinary project to take stock of what we know about Canada's oceans, construct possible scenarios for coastal regions, and create a national dialogue and vision. Three themes emerge from this impressive synthesis of social, cultural, economic, and environmental research: ocean change, access to ocean resources, and ocean governance. Indigenous and non-Indigenous scholars and practitioners focus on finding solutions to rapid environmental and social transformation, outlining the implications for legislation and offering policy recommendations. Increasingly, civil society will have to advocate for oceans, and Sea Change will empower the voices of those who take up that task.

This illuminating book incisively surveys the complex legal regime of access and benefit-sharing in key aquaculture countries. With an international focus spanning countries across Africa, Asia, Europe and South America, the authors explore the application of international legal standards and how these translate into domestic measures.Presenting key critical perspectives, the book examines the ways in which access and benefit-sharing laws facilitate access to aquaculture resources and how they could, in return, deliver a fair and equitable share of the benefits, promoting conservation and longer term food security. The authors' in-depth analysis of various case studies reveals that these legal standards rarely accommodate the distinctive features of aquatic genetic resources, digital sequence information and traditional knowledge. They argue that the access and benefit-sharing concept is not fit for purpose and suggest how the concept could be re-imagined to achieve more efficient outcomes for conservation, sustainability, fairness and equity.Access and Benefit-sharing in Global Aquaculture is a fundamental resource for academics, researchers and students of environmental law and governance, environmental politics and policy, management, and regulation. Policymakers working with the aquaculture industry will similarly benefit from the authors' practical recommendations.

ISBN 978-1-66692-252-3 hard ¥22,638.- (税込) US$ 105.00 *

In Noir Materialism: Freedom and Obligation in Political Ecology, Michael Uhall reengineers the conceptual relationship between nature and politics by crafting the terms of a new philosophy of nature and exploring its consequences for political theory. These consequences include major theoretical reformulations of indispensable political ideas, including freedom, obligation, and the subject. These ideas need to be retooled because the ecological crisis devastating our planet is, at root, a political crisis, deeply inflected by the concepts used to help navigate decisional and material environments. Noir Materialism stages pivotal encounters with Hannah Arendt, Roberto Esposito, and F. W. J. Schelling, as well as engaging critically with biopolitics, environmental political thought, new materialism, the ontological turn in anthropology, and, surprisingly, film noir. Ultimately, Noir Materialism argues that only a return to the nightside of nature can address the conceptual gridlock impeding attempts to register and respond to the ecological crisis.

Renwick, Douglas W. S., Work, Politics and the Green Industrial Revolution: A Reflective Analysis of the UK Green Jobs Taskforce. (Palgrave Pivot) 167 pp. 2024 (Palgrave Macmillan, UK) <722-255>
ISBN 978-3-031-53066-1 hard ¥9,412.- (税込) EUR 39.99 *

In 2020, UK Prime Minister Boris Johnson launched The Green Jobs Taskforce, which extended and articulated the green jobs policy of his government and its position within conservative political ideology. This book critically highlights gaps in the political and business decision-making of his Taskforce, most notably on: the limited role of employers and HRM associations in skills building for staff in non-polluter industries (solar and wind); issues of a fair and just transition for workers losing jobs in the polluter industries (fossil fuels); and the lack of employee voice in both work arenas. The overtly pro-conservative and political nature of this UK Taskforce is also analyzed, which occurs and operates in opposition to British trade unions and the wider labor movement, by not prioritizing the just transition, alongside the extensive skills, training and passporting requirements that British workers need to gain decent, green jobs. This book is distinctive in offering the first in-depth analysis and critique of the UK Green Jobs Taskforce, in examining this Taskforce using conservative political ideas, and by critiquing it too. Little academic literature is available globally on the business impact and analysis of UK governmental sustainability policy, and this study can provide wider learning points, lessons and implications for other green job plans being formed and enacted in the EU, USA and other countries. It will be of great interest to academics and students of sustainability, HRM, organizational behavior, organization studies and employment relations.

This engaging book contributes to the contemporary environmental and natural sciences by offering a comparative intellectual framework. S. Niggol Seo provides an exposition of four pressing modern problems through the Buddhist perspective which he calls the environmental philosophy of the old age.Illustrating an insightful contrast between modern scientific and economic approaches, and the Buddhist viewpoint, this book examines key environmental issues such as species protection, pollution, natural resource use and global climate change. Through a comprehensive explanation of the pertinent Buddhist philosophy and eleven Buddhist instruments, it unpacks the rich intellectual resources relating to modern environmental and nature studies that have been treasured in the Buddhist Canons and commentaries for thousands of years. This book provides a rare opportunity to reflect on the ongoing climate crisis using a time-tested thought system.Environmentalists and scholars studying development economics, environmental economics, radical economics and climate change will find this book's combined outlook thought-provoking and illuminating. Policymakers will also find the chapters on how to tackle global challenges including climate change and environmental pollution to be an excellent resource.
