The second half of the book explores the tensions between indigenous and U.S. federal government environmental goals and ecology programs. Whether creating the largest National Marine Sanctuary under U.S. jurisdiction or collecting basic data on local fishing, initiatives that balanced western-based and native expectations for respectful community relationships and appropriate government programs fared better than those that did not acknowledge the positionality of all groups involved. Despite being under the direct authority of the United States, American Samoans have maintained a degree of local autonomy due to the Deeds of Cession signed with the U.S. Navy at the turn of the twentieth century that created shared indigenous and federal governance in the region.
Balancing the Tides demonstrates how western-style economics, policy-making, and knowledge building imposed by the U.S. federal government have been infused into the daily lives of American Samoans. American colonial efforts to protect natural resources based on western approaches intersect with indigenous insistence on adhering to customary principles of respect, reciprocity, and native rights in complicated ways. Experiences and lessons learned from these case studies provide insight into other tensions between colonial governments and indigenous peoples engaging in environmental and marine-based policy-making across the Pacific and the globe. This study connects the U.S.-American Samoa colonial relationship to global overfishing, world consumption patterns, the for-profit fishing industry, international environmental movements and studies, as well as native experiences and indigenous rights.

Explores the unsettling phenomenon of indigenous self-blame for climate change
Swidden agriculture has long been considered the primary cause of deforestation throughout Southeast Asia, and the Philippine government has used this belief to exclude the indigenous people of Palawan Island from their ancestral lands and to force them to abandon traditional modes of land use. After adopting ostensibly modern and ecologically sustainable livelihoods, the Pala'wan people have experienced drought and uncertain weather patterns, which they have blamed on their own failure to observe traditional social norms that are believed to regulate climate-norms that, like swidden agriculture, have been outlawed by the state.
In this ethnographic case study, Will Smith asks how those who have contributed least to greenhouse gas emissions and environmental degradation have come to position themselves as culpable for the devastating impacts of climate change, examining their statements about changing weather, processes of dispossession, and experiences of climate-driven hunger. By engaging both forest policy and local realities, he suggests that reckoning with these complexities requires reevaluating and questioning key wisdoms in global climate-change policy: What is indigenous knowledge, and who should it serve? Who is to blame for the vulnerability of the rural poor? What, and who, belongs in tropical forests?

The growth of municipal waste is a common challenge found in the urbanised cities of Greater China, but the question of how to manage municipal waste is controversial.
Wong examines the politics of managing municipal waste in three cities of Greater China: Guangzhou, Taipei, and Hong Kong. How Japanese coastal residents and transnational conservationists collaborated to foster relationships between humans and sea life
Drawing the Sea Near opens a new window to our understanding of transnational conservation by investigating projects in Okinawa shaped by a "conservation-near" approach-which draws on the senses, the body, and memory to collapse the distance between people and their surroundings and to foster collaboration and equity between coastal residents and transnational conservation organizations. This approach contrasts with the traditional Western "conservation-far" model premised on the separation of humans from the environment.
Based on twenty months of participant observation and interviews, this richly detailed, engagingly written ethnography focuses on Okinawa's coral reefs to explore an unusually inclusive, experiential, and socially just approach to conservation. In doing so, C. Anne Claus challenges orthodox assumptions about nature, wilderness, and the future of environmentalism within transnational organizations. She provides a compelling look at how transnational conservation organizations-in this case a field office of the World Wide Fund for Nature in Okinawa-negotiate institutional expectations for conservation with localized approaches to caring for ocean life.
In pursuing how particular projects off the coast of Japan unfolded, Drawing the Sea Near illuminates the real challenges and possibilities of work within the multifaceted transnational structures of global conservation organizations. Uniquely, it focuses on the conservationists themselves: why and how has their approach to project work changed, and how have they themselves been transformed in the process?

Of the world's seven continents, Asia is the largest. Its physical landscapes, political units, and ethnic groups are both wide-ranging and many. This book focuses on the linking of the European Union Emissions Trading System (EU ETS) with other independent regional ETS.
While rich practical and academic research has evolved on the economic and technical side of ETS linking, political drivers and barriers have so far been underrepresented in this debate. Filling this lacuna and based on international relations theory, existing research and qualitative fieldwork, this book introduces the range of political conditions that influence linking, such as political leadership and stakeholder activity. Specifically, it analyzes which of these aspects have played a role in three different linking activities of the EU: (1) a failed linking attempt: EU ETS-California Cap-and-Trade Program; (2) a successful linking treaty: EU ETS-Switzerland Emissions Trading System; and (3) an agreed-upon but not realized link: EU ETS-Australia Carbon Pricing Mechanism. Through an interrogation of these examples, Dr. Unger concludes that it is not only the technical challenges or the overall economic benefit but rather domestic interests, structural aspects, and external international political developments that have jointly dominated linking activities, especially those in which the EU takes part.

This book explores violence against the environment within the broad scope of transnational environmental crime (TEC): its extent, perpetrators, and responses. TEC has become one of the greatest threats to environmental and human security today, as well as a lucrative enterprise and a mode of life in many regions of the world. Transnational Spheres of Ecoviolence argues that we cannot seriously consider stopping TEC without also promoting environmental (and climate) justice. The spheres covered range from wildlife and plant crime to illegal fisheries to toxic waste and climate crime. These acts of violence against the environment are both localized in terms of event and impact, and globalized in terms of market drivers and internationalized responses. Because it is so often intimately linked to political violence, coerced labor, economic and physical displacement, and development opportunity costs, ecoviolence must be viewed primarily as a human security issue; the fight against it must derive legitimacy from impacts on local communities, and be twinned wth the protection of environmental activists. Reliance on the generosity of distant corporations or the effectiveness of legal structures will not be adequate; and militarized responses may do more harm to human security than good to nature. A transformative approach to transnational ecoviolence is a very complex task affected by the geopolitics of neoliberalism, authoritarian states, rebel factions and extremists, socio-economic patterns, and many other factors. In this challenging text, the authors capture this complexity in digestible form and offer a wide-ranging discussion of commensurate policy recommendations for governments and the general public.
