Navarro Yanez, Clemente J. et al. (eds.), EU Integrated Urban Initiatives: Policy Learning and Quality of Life Impacts in Spain. 170 pp. 2023:2 (Palgrave Macmillan, UK) <693-891>
ISBN 978-3-031-20884-3 hard ¥11,766.- (税込) EUR 49.99

This open access book presents a unique interdiscplinary analysis of urban projects promoted by the EU from a comparative perspective This book presents cross-sectional and cross-time analyses at the territorial level targeted by these initiatives focusing on the design, theory and impacts of urban projects developed under the framework of initiatives promoted by the European Union. The book includes a new methodology to analyse the design and theory of urban plans (the comparative urban portfolio analysis) and quasi-experimental strategies to perform impact assessment at the neighbourhood level (the territorial target of those initiatives). Although empirical analyses focus on examples in Spain, the resulting analytical and methodological outcomes of these studies can be applied in a broader context to analyse integral urban policies in other countries.

Rosen, Jovanna, Community Benefits: Developers, Negotiations, and Accountability. (The City in the Twenty-First Century) 280 pp. 2023:5 (U. Pennsylvania Pr., US) <693-847>
ISBN 978-1-5128-2413-1 hard ¥14,014.- (税込) US$ 65.00 *

In Community Benefits, Jovanna P. Rosen explores a new pattern in urban development: local residents and community representatives leveraging large-scale development projects for agreements that promise dedicated local benefits, such as parks and jobs. In general, such development projects have not produced impactful benefits for local residents, and often have contributed to significant community harm, including gentrification and displacement. In response, community activists have launched a fight to control development, using benefits-sharing agreements to ensure that projects produced better outcomes for local residents. While such agreements now exist across the nation, the process of negotiating and enforcing them remains challenging. This book dives deep into four case studies-in Los Angeles, Atlanta, Seattle, and Milwaukee-to answer the following questions: Who ultimately benefits from both the agreements and the projects in question? How do benefits get delivered, and who controls this process? What works for these agreements to successfully produce community outcomes? Rosen shows that, without agreements that promote accountability, developers and other project proponents can walk away from the negotiating table once the agreement is signed and the development moves forward. This disregard for community benefits and priorities can leave community residents solely responsible for benefits delivery during implementation, but with few viable avenues to ensure that outcomes materialize. The cases reveal specific elements that agreements require to achieve success during implementation: community participation, managerial connections, effective partnerships, responsiveness, and vigorous oversight with accountability mechanisms. Although creating these conditions is difficult, sometimes impossible, and contingent on fragile processes, Rosen concludes the book with recommendations for both the agreement negotiation and implementation phases to ensure success.

Zhong, Jun / Wu, Zhenggao / Liu, Xukuan et al. (eds.), Evaluation of Basic Government Service Capability in Chinese Cities. (Research Series on the Chinese Dream and China's Development Path) 180 pp. 2023:2 (Springer, GW) <693-850>
ISBN 978-981-19-9067-0 hard ¥28,244.- (税込) EUR 119.99

This book reports on the results of a survey of 38 major Chinese cities’ public service performances and provides an overview of the development of basic public services in the larger cities. The quality of urban public services is examined from 9 different perspectives: basic healthcare and public health, housing, public transportation, public security, employment and social security, compulsory education, urban environment, culture and sports, and government services. Moreover, a series of indices are applied to further study the degree of public satisfaction with basic public services in these cities. These indices include the index of GDP leveraging satisfaction with basic public services, the rising index of satisfaction with basic public services in cities, and the development index of satisfaction with the basic public service elements. On the basis of the survey results, this book also identifies the most important social issues among the surveyed public, including food and drinking water safety, information security, housing prices, pensions, and air and environment quality.

Hanson, Royce / Wolman, Harold, Nation's Metropolis: The Economy, Politics, and Development of the Washington Region. (The City in the Twenty-First Century) 384 pp. 2023:1 (U. Pennsylvania Pr., US) <693-365>
ISBN 978-1-5128-2291-5 hard ¥14,014.- (税込) US$ 65.00 *

Nation's Metropolis describes how the national capital region functions as a metropolitan political economy. Its authors distinguish aspects of the Washington region that reflect its characteristics as a national capital from those common to most other metropolitan regions and to other capitals. To do so, they employ an interdisciplinary approach that draws from economics, political science, sociology, geography, and history. Royce Hanson and Harold Wolman focus on four major themes: the federal government as the region's basic industry and its role in economic, physical, and political development; race as a core force in the development of the metropolis; the mismatch of the governance and economy of the national capital region; and the conundrum of achieving fully democratic governance for Washington, DC. Critical regional issues and policy problems are analyzed in the context of these themes, including poverty, inequality, education, housing, transportation, water supply, and governance. The authors conclude that the institutions and practices that accrued over the nineteenth and twentieth centuries are inadequate for dealing effectively with the issues confronting the city and the region in the twenty-first. The accumulation of problems arising from the unique role of the federal government and the persistent problem of racial inequality has been compounded by failure to resolve the conundrum of governance for the District of Columbia. They recommend rethinking the governance of the entire region. While many books are concerned with the city of Washington, DC, Nation's Metropolis is the only book focused on the development and political economy of the metropolitan region as a whole. It will engage readers interested in the national capital, metropolitan development more generally, and the growing comparative literature on national capitals.

関本義秀、川原靖弘編 日常生活における地理空間情報の利用
Sekimoto, Yoshihide / Kawahara, Yasuhiro (eds.), Utilization of Geospatial Information in Daily Life: Expression and Analysis of Dynamic Life Activity. (New Frontiers in Regional Science: Asian Perspectives 65) 198 pp. 2023:1 (Springer, GW) <693-367>
ISBN 978-981-19-6904-1 hard ¥40,014.- (税込) EUR 169.99

This book focuses on geospatial information in living spaces, providing many examples of its collection and use as well as discussing the problems of how it is used and its future prospects.Geospatial information science is in the process of evolving and being systematized, with the technical and usage aspects of the real world stimulating each other. This book systematizes the technical aspects of positioning; of geography, which manages and represents what is measured in units of earth coordinates; and of data science, which aims to efficiently express and process geographic information, all by introducing contemporary examples that are systematized with regard to their use in our living spaces. Examples of geospatial information used in almost all aspects of our lives, including urban areas, transportation, disaster prevention, health and medical care, agriculture, forestry and fisheries, culture, ecology, and topography, are presented, along with examples of their use in each area. One of the major features of this book is that it describes the use of data from earthquake disasters that is unique to Japan, as well as the use of open data and personal data in Japan, which is a trend that is gaining attention in many countries. In this way the book systematically describes events and circumstances in living spaces that are revealed by the expression and analysis of geospatial data, with case studies and discusses their use in the IoT era.

Sternberg, Carolina, Neoliberal Urban Governance: Spaces, Culture and Discourses in Buenos Aires and Chicago. 212 pp. 2023:2 (Palgrave Macmillan, UK) <693-368>
ISBN 978-3-031-21717-3 hard ¥30,598.- (税込) EUR 129.99

This book examines the dynamics of neoliberal urban governance through a comparative analysis of Buenos Aires and Chicago, with a special focus on gentrification processes in both cities from 2011 to 2021. This work argues that neoliberal principles, rationales and institutions, along with the elaborate rhetoric that has contributed to their success, are forever present in the US and Latin American region, particularly in global cities like Buenos Aires and Chicago. The year of 2011 marks the (almost) simultaneous election of new executive authorities in each city, and finalizes in 2021-a sufficient time span to observe key patterns, narratives and developments of each neoliberal urban governance. First, this book chronicles the evolving urban neoliberal policies implemented since 2011 in both cities, with special attention to the systematic reduction of affordable housing and privatization of public land that have paved the way for gentrification to advance at a fast pace. Second, it also exposes readers to the prominent rhetoric crafted by local boards, developers, architects, and real estate agents in both cities. Third, this study chronicles how these contemporary neoliberal urban governances currently operate, a critical aspect that remains vastly unexplored. Lastly, until now these governances have been scantly explored from a comparative perspective in Latin American and North American urban settings, and so this book offers a rich new approach.

Zhou, Long / Li, Bin / Li, Sihong et al., Urban and Regional Cooperation and Development: Challenges and Strategies for the Planning and Development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin Island. (SpringerBriefs in Geography) 94 pp. 2022:11 (Springer, GW) <693-369>
ISBN 978-981-19-8060-2 paper ¥7,058.- (税込) EUR 29.99

This is an open access book. This book, first of all, introduces the new unveiled Guangdong-Macao Intensive Cooperation Zone with details as a special mode of the regional collaborative development that is committed to be mutually beneficial to both sides with different political and economic systems. China's central authorities have recently issued a masterplan for constructing the Guangdong-Macao Intensive Cooperation Zone at Hengqin Island in September 2021. As China's first and last European colony and one of China's two special administrative regions (SARs), Macao has developed the gambling industry seven times larger than that of Las Vegas. However, the problem of the homogeneous industrial structure and the urgent need to promote sustainable economic growth by regional cooperation have been important theoretical and practical issues discussed by scholars and policy-makers. The Guangdong-Macao Intensive Cooperation Zone (ICZ) is managed under special customs supervision between two boarder lines and expected to diversify Macao's economy. Then, this book dissects the theory of regional synergistic development and its applications in a number of international comparative and cross-interdisciplinary case studies worldwide. Finally, from the perspective of land use, transportation connection, and social service, this book thoroughly explores the challenges and strategies to implement the new cooperation model within the framework of one country, two systems, two customs, and two currencies to achieve a win-win situation using updated first-hand data collected by literature review, case study, field survey, spatial analysis, and interview.

Chowdhury, Romit, City of Men: Masculinities and Everyday Morality on Public Transport. 218 pp. 2023:8 (Rutgers U. Pr., US) <693-370>

In South Asian urban landscapes, men are everywhere. And yet we do not seem to know very much about precisely what men do in the city as men. How do men experience gender in city spaces? What are the interactional dynamics between different groups of men on city streets? How do men adjudicate between good and bad conduct in urban spaces? Through ethnographic descriptions of copresence on public transport in Kolkata, India, this book brings into sight the gendered logics of cooperation and everyday morality through which masculinities take up space in cities. It follows the labor geographies of auto-rickshaw and taxi operators and their interactions with traffic police and commuters to argue that the gendered fabric of urban life needs to be understood as a product of situational forms of cooperation between different social groups. Such an orientation sheds light on the part played by everyday morality and provisional support in upholding male privilege in the city.

Stuerner-Siovitz, Janina, Curtain up: City Diplomacy in Global Migration Governance. (Studien zur Migrations- und Integrationspolitik) 233 pp. 2023:2 (Springer VS, GW) <693-1266>
ISBN 978-3-658-39601-5 paper ¥25,890.- (税込) EUR 109.99

Curtain up explores city diplomacy in global migration governance. The author lays out the paradox that cities, although increasingly de facto migration actors in an urbanizing world, lack channels to influence international policies that directly impact local realities. Drawing on ten case studies from around the world, the author shows that local governments strive to overcome this paradox through global-level interaction with national and international actors contributing to the emergence of a role of cities in global migration governance. Cities draw on this role to influence migration narratives, place local issues on global agendas and demand a seat at decision-making tables. Advancing the analysis of cities as global-level actors, the author introduces role theory to migration studies and presents a series of timely policy recommendations. These set out concrete steps towards a stronger institutionalization of city diplomacy in global migration governance. This book is written for scholars of migration studies, urban studies, and international relations as well as for practitioners focusing on multi-level migration governance, city diplomacy and multi-stakeholder partnerships.

Vincent, Amanda Shoaf, Constructing Gardens, Cultivating the City: Paris's New Parks, 1977-1995. (Penn Studies in Landscape Architecture) 304 pp. 2023:5 (U. Pennsylvania Pr., US) <693-1270>
ISBN 978-1-5128-2385-1 hard ¥15,081.- (税込) US$ 69.95 *

Constructing Gardens, Cultivating the City is the first cultural history of major new parks developed in Paris in the late twentieth century, as part of the city's program of adaptive reuse of industrial spaces. Thanks to laws that gave the city more political autonomy, Paris's local government launched a campaign of park creation in the late 1970s that continued to the turn of the millennium. The parks in this book represent this campaign and illustrate different facets of their cultural and historical context. Archival research, interviews, and analyses of the parks reveal how postmodern debates about urban planning, the historic city, public space, and nature's presence in an urban setting influenced their designs. In sum, the city adopted the garden as a model for public parks, investing in complex, richly symbolic and representational spaces. These parks were intended to represent contemporary twists on traditional designs and serve local residents as much as they would contribute to Paris's role as a world city. The parks' development process often included points of conflict, pointing to differing views on what Parisian space should represent and fundamental contradictions between the characteristics of public space and the garden as it is traditionally defined. These parks demonstrate the ongoing cultivation of the city over time, in which transformed sites not only fulfil new functions but also engage with history and their surroundings to create new meaning. They stand for landscape as a form of signifying cultural production that directly engages with other art forms and ways of knowing. Just as the Luxembourg Gardens, the Tuileries, and the Buttes-Chaumont parks exemplify their eras' cultural dynamics, such parks as the Jardin Atlantique, Parc Andre-Citroen, and the Jardin des Halles express contemporary French culture within the archetypal space of their era, the city. Finally, they point the way to current trends in landscape architecture, such as citizen gardening and ecological initiatives.

ISBN 978-1-4875-4551-2 hard ¥17,894.- (税込) US$ 83.00 *

New urban forms characterizing contemporary metropolises reflect a certain continuity with the patterns of the past. They also include unexpected forms of settlement and design that have emerged in response to social and economic needs and as a way of leveraging new technologies. Politics of the Periphery sets out to explore sub/urban governance in diverse contexts in order to better understand how materiality and space are shaped by the possibilities and constraints of confronting actors. This collection, edited by Pierre Hamel, examines the empirical aspects of collective action and planning in eight urban regions around the world - across North America, Europe, Asia, and Africa - and reveals the impacts and consequences of various structures of suburban governance. The case studies feature a diverse range of local actors facing both the specificity of their respective milieus and the broader context of extended urbanization as metropolitan regions cope with new territorial challenges. The book focuses on suburbanization processes that characterize most of these post-metropolitan regions and questions whether it is possible to improve suburban governance in the face of growing uncertainties arising from structural and subjective transformations. Paying close attention to the relationship between the local and the global, Politics of the Periphery challenges the planning processes of evolving metropolitan regions.

Koegst, Lara / Kuehne, Olaf, Land Loss in Louisiana: A Neopragmatic Redescription. (RaumFragen: Stadt - Region - Landschaft) 88 pp. 2023:3 (Springer VS, GW) <693-1254>
ISBN 978-3-658-39888-0 paper ¥21,182.- (税込) EUR 89.99

This book is oriented on testing and developing the neopragmatic approach of horizontal geographies, in which we follow approaches of natural sciences, social sciences, and cultural studies. Regional focus is thereby put on a rapidly changing elemental space and its social representations, characterized by unstable and not well-defined hybridities: coastal Louisiana. This region is highly dynamic: the Mississippi River in particular, with its extensive sediments, has shifted the coastal fringe of present-day Louisiana into the Gulf of Mexico. This land gain is contrasted by natural processes, but also by processes resultant of human intervention which cause marine encroachment. A complex interplay of different aspects is directly and indirectly leading to coastal land loss which makes the question of how to describe emerging hybrid spaces virulent and highlights the limits of a positivist understanding of boundaries that is also physically geographical. In the neopragmatic tradition, positivist research findings will be framed in social constructivist terms and supplemented by phenomenological approaches to Louisiana's coastal space, thus suggesting the need for and potentials of horizontal geographic integration of different theoretical and methodological approaches as well as researcher perspectives and data bases.

The Changing American Neighborhood argues that the physical and social spaces created by neighborhoods matter more than ever for the health and well-being of twenty-first-century Americans and their communities. Taking a long historical view, this book explores the many dimensions of today's neighborhoods, the forms they take, the forces and factors influencing them, and the people and organizations trying to change them. Challenging conventional interpretations of neighborhoods and neighborhood change, Alan Mallach and Todd Swanstrom adopt a broad, inter-disciplinary perspective that shows how neighborhoods are messy, complex systems, in which change is driven by constant feedback loops that link social, economic and physical conditions, each within distinct spatial and political contexts. The Changing American Neighborhood seeks to understand neighborhoods and neighborhood change not only for their own importance, but for the insights they offer to help guide peoples' efforts sustaining good neighborhoods and rebuilding struggling ones.

現代のスラム・ハンドブック
Mayne, Alan (ed.), The Oxford Handbook of the Modern Slum. (Oxford Handbooks) 560 pp. 2023:5 (Oxford U. Pr., US) <693-1256>
ISBN 978-0-19-087945-7 hard ¥35,574.- (税込) US$ 165.00 *

The modern slum is as prevalent as its stereotypes. Today, a slum is often understood to be a place of extreme poverty in the developing world-a place disordered, lacking the basic amenities of life, traumatized by violence, and perpetuated by dysfunctional families and disaffected extremists. Yet the word "slum" was not coined in the twenty-first century's developing world or its recent past. The word emerged in early nineteenth-century London, and its use expanded as modernization created what is now the developed world and its client territories. The Oxford Handbook of the Modern Slum explores the history of the modern slum, connecting nineteenth-century iterations through multiple pathways to its contemporary existence. With chapters by more than twenty scholars, this Handbook brings an array of important and original perspectives and methodologies to bear on slums, real and imagined. Its analysis ranges across Europe, North America, Latin America, South Asia, Southeast Asia, Australia, and sub-Saharan Africa. The Handbook probes the impact of gender and race on urban social disadvantage and traces the development of private and state-sponsored intervention-as well as tourist interest-in urban poverty. It suggests that characterizations of slumland disequilibrium, dysfunctionality, and unsustainability should be offset by evidence of make-do enterprise, strategic determination, resilience, homeliness, and neighborliness. Drawing upon anthropology, archaeology, architecture, geography, history, politics, sociology and urban planning, the Handbook delves into households and communities whose existence has been hidden by stereotypes.

Plotch, Philip Mark / Nelles, Jen, Mobilizing the Metropolis: How the Port Authority Built New York. 360 pp. 2023:5 (U. Michigan Pr., US) <693-1258>

ISBN 978-0-472-05613-2 paper ¥7,535.- (税込) US$ 34.95 *

The Port Authority of New York and New Jersey has morphed in ways that would be unrecognizable to its founders. Its mission evolved from improving rail freight to building motor vehicle crossings, airports, office towers, and industrial parks and taking control of a failing commuter rail line. In its early years, the agency was often viewed with admiration; however as it drew up plans, negotiated to take control of airfields and marine terminals, and constructed large bridges and tunnels, the Port Authority became the object of less favorable attention. It was attacked as a "super-government" that must be reined in, while the mayors of New York and Newark argued that it should be broken up with its pieces given to local governments for their own use.Despite its criticisms and travails, for over half a century the Port Authority overcame hurdles that had frustrated other public and private efforts, built the world's longest suspension bridge, and took a leading role in creating an organization to reduce traffic delays in the New York-New Jersey region. How did the Port Authority achieve these successes? And what lessons does its history offer to other cities and regions in the United States and beyond? In a time when public agencies are often condemned as inefficient and corrupt, this history should provide some positive lessons for governmental officials and social reformers. In 2021, the Port Authority marked its 100th birthday. Its history reveals a struggle between the public and private sectors, the challenges of balancing democratic accountability and efficiency, and the tension between regional and local needs. From selected Port Authority successes and failures, Philip Mark Plotch and Jen Nelles produce a significant and engaging account of a powerful governmental entity that offers durable lessons on collaboration, leadership, and the challenge of overcoming complex political challenges in modern America.

Corruption Plots illuminates how corruption is fundamental to global storytelling about how states and elites abuse entrusted power in late capitalism. The millennial city of the global South is a charged setting for allegations of corruption, with skyscrapers, land grabs, and slum evictions invoking outrage at deepening economic polarization. Drawing on ethnography in Bengaluru and Mumbai and a cross-section of literary and cinematic stories from cities around the world, Malini Ranganathan, David L. Pike, and Sapana Doshi pay close attention to the racial, caste, class, and gender locations of the narrators, spaces, and publics imagined to be harmed by corruption. Corruption Plots demonstrates how corruption talk is leveraged to make sense of unequal spatial change and used opportunistically by those who are themselves implicated in wrongdoing. Offering a wide-ranging analysis of urban worlds, the authors reveal the ethical, spatial, and political stakes of storytelling and how vital it is to examine the corruption plot in all its contradictions.

Arguing that climate injustice is one of our most pressing urban problems, this volume explores the possibilities and challenges for more just urban futures under climate change. Whether the situation be displacement within cities through carbon gentrification or the increasing securitization of elite spaces for climate protection, climate justice and urban justice are intimately connected.Contributors to the volume build theoretical tools for interrogating the root causes of climate change, as well as policy failures. They also highlight knowledge produced within communities already seeking transformative change and demonstrate meaningful learning from activist groups working to address the socionatural injustices caused by the impact of climate change. The editors' introduction situates our current climate emergency within historical processes of colonization, racial capitalism, and heteropatriarchy, while the editors' conclusion offers pathways forward through abolition, care, and reparations. Where other books focus on the project of critique, this collection advances real-world politics to help academics, practitioners, and social justice groups imagine, create, and enact more just urban futures under climate change.

Vilches, Patricia, Salvador Allende and the Villa San Luis: Icons of the Just City. (Palgrave Pivot) 149 pp. 2023:1 (Palgrave Macmillan, UK) <693-1202>
ISBN 978-3-031-18937-1 hard ¥9,412.- (税込) EUR 39.99

Through the history of this housing complex, this book illuminates Salvador Allende's dedication to the imperative of the right to the city for Chile's marginalized people. Built in affluent Las Condes in Santiago, on what is arguably the most expensive parcel of land in Chile, the Villa San Luis was one of Salvador Allende's most visible and dramatic social projects. Allende's six-year term was ended in the middle by a military coup d'etat on 11th September 1973. Yet, material culture from Villa San Luis remains to convey the legacy of his commitment to providing disadvantaged families with dignified housing. It is a national lieu de memoire and an iconic space, a reminder of a truly remarkable innovation in social housing and of Allende's personal and political commitment to making Santiago a just city. Postcoup, the remains of the complex also relate the wider injustice of the Pinochet regime. Many of its families were violently evicted during the dictatorship. Some were dispossessed, taken away from Las Condes in garbage trucks, and dumped in poor communities around Santiago. The land was usurped by Pinochet on behalf of the army and later sold to developers to construct high-rise symbols of a new, neoliberal Chile. Over the decades, however, former residents fought back and, in 2020, they succeeded in making its one remaining structure, remnants of Block 14, a memorialized place of justice and reconciliation. It now a national monument and museum.

Ecological States critically examines ecological policies in the People's Republic of China to show how campaigns of scientifically based environmental protection transform nature and society. While many point to China's ecological civilization programs as a new paradigm for global environmental governance, Jesse Rodenbiker argues that ecological redlining extends the reach of the authoritarian state. Although Chinese urban sustainability initiatives have driven millions of citizens from their land and housing, Rodenbiker shows that these migrants are not passive subjects of state policy. Instead, they creatively navigate resettlement processes in pursuit of their own benefit. However, their resistance is limited by varied forms of state-backed infrastructural violence. Through extensive fieldwork with scientists, urban planners, and everyday citizens in southwestern China, Ecological States exposes the ways in which the scientific logics and practices fundamental to China's green urbanization have solidified state power and contributed to dispossession and social inequality With support from the Henry Luce Foundation, our goal is to produce all titles in this series both in Open Access, for reasons of global accessibility and equity, as well as in print editions.

Cheshmehzangi, Ali / Tang, Tian, China's City Cluster Development in the Race to Carbon Neutrality. (Urban Sustainability) 205 pp. 2022:12 (Springer, GW) <693-1012>
ISBN 978-981-19-7672-8 hard ¥35,306.- (税込) EUR 149.99

The scope of this book is to map China's city clusters and their individual directions for the national-level strategies in line with the 2060 carbon neutrality plan. Since China announced the carbon neutrality plan in autumn 2020, no study has looked at the role of city clusters in achieving this long-term plan. Hence, this study is believed to be the first attempt to explore this important topic from the city cluster perspective. It explores the challenges, opportunities, and directions of all 19 city clusters, allowing readers to have a clear picture of China's historical and ongoing progress, as well as the challenges and opportunities that lie ahead. In a short time, China's city clusters have helped boost regional economic development, infrastructure development, trade and business, and better urban-rural integration. With enhanced coordination of connection and transport networks in and between the city clusters, we see a growing number of initiatives beyond just the initial economic strategies. The dual approach of top-down policies and infrastructure systems and bottom-up governance and investments has helped China consider urban-rural development strategies and regional sustainable development. These factors are essential to be explored from the city cluster perspective and in line with China's sustainable development and carbon neutrality directions. Hence, the book covers these points holistically, ensuring that regional planning and development are favored in the face of uneven urbanization trends. We anticipate this book to be a valuable resource for local governments and authorities, urban planners and practitioners, developers, and urban researchers. While the focus is on China's city clusters, we believe there are similar examples elsewhere. Hence, lessons learnt from this book could apply to other countries, regions, and subregions. Lastly, the book aims to put regional sustainable development at the heart of longer-term strategies and plans, such as the case of China's carbon neutrality plan.

Tang, Beibei, Governing Neighborhoods in Urban China: Changing State-Society Relations. 186 pp. 2023:5 (Cornell U. Pr., US) <693-1037>
ISBN 978-1-5017-6926-9 hard ¥10,769.- (税込) US$ 49.95 *

Governing Neighborhoods in Urban China examines the key mechanisms operating at the grassroots level in China that contribute to urban development and increased public support for the legitimacy and authority of the Chinese state. Beibei Tang uncovers new trends and dynamics of urban neighborhood governance since the 2000s to reveal the significant factors that contribute to regime survival. Tang introduces the concept of hybrid authoritarianism, a governance mechanism an authoritarian state employs to produce governance legitimacy, public support, and regime sustainability. Hybrid authoritarianism is situated in an intermediary governance space between state and society. It accommodates both state and non-state actors, deals with a wide range of governance issues, employs flexible governance strategies, and in this context, ultimately strengthens CCP leadership. Tang documents processes of hybrid authoritarianism through her focus on various types of urban neighborhoods, including new urban middle-class neighborhoods, and the increasing urbanization of the countryside. Governing Neighborhoods in Urban China provides a conceptual framework that avoids scholarly approaches that tend to reify either one-party autocracy or Western-centric notions of democracy.
