In Community Benefits, Jovanna P. Rosen explores a new pattern in urban development: local residents and community representatives leveraging large-scale development projects for agreements that promise dedicated local benefits, such as parks and jobs. In general, such development projects have not produced impactful benefits for local residents, and often have contributed to significant community harm, including gentrification and displacement. In response, community activists have launched a fight to control development, using benefits-sharing agreements to ensure that projects produced better outcomes for local residents. While such agreements now exist across the nation, the process of negotiating and enforcing them remains challenging. This book dives deep into four case studies-in Los Angeles, Atlanta, Seattle, and Milwaukee-to answer the following questions: Who ultimately benefits from both the agreements and the projects in question? How do benefits get delivered, and who controls this process? What works for these agreements to successfully produce community outcomes? Rosen shows that, without agreements that promote accountability, developers and other project proponents can walk away from the negotiating table once the agreement is signed and the development moves forward. This disregard for community benefits and priorities can leave community residents solely responsible for benefits delivery during implementation, but with few viable avenues to ensure that outcomes materialize. The cases reveal specific elements that agreements require to achieve success during implementation: community participation, managerial connections, effective partnerships, responsiveness, and vigorous oversight with accountability mechanisms. Although creating these conditions is difficult, sometimes impossible, and contingent on fragile processes, Rosen concludes the book with recommendations for both the agreement negotiation and implementation phases to ensure success.

Constructing Gardens, Cultivating the City is the first cultural history of major new parks developed in Paris in the late twentieth century, as part of the city's program of adaptive reuse of industrial spaces. Thanks to laws that gave the city more political autonomy, Paris's local government launched a campaign of park creation in the late 1970s that continued to the turn of the millennium. The parks in this book represent this campaign and illustrate different facets of their cultural and historical context. Archival research, interviews, and analyses of the parks reveal how postmodern debates about urban planning, the historic city, public space, and nature's presence in an urban setting influenced their designs. In sum, the city adopted the garden as a model for public parks, investing in complex, richly symbolic and representational spaces. These parks were intended to represent contemporary twists on traditional designs and serve local residents as much as they would contribute to Paris's role as a world city. The parks' development process often included points of conflict, pointing to differing views on what Parisian space should represent and fundamental contradictions between the characteristics of public space and the garden as it is traditionally defined. These parks demonstrate the ongoing cultivation of the city over time, in which transformed sites not only fulfil new functions but also engage with history and their surroundings to create new meaning. They stand for landscape as a form of signifying cultural production that directly engages with other art forms and ways of knowing. Just as the Luxembourg Gardens, the Tuileries, and the Buttes-Chaumont parks exemplify their eras' cultural dynamics, such parks as the Jardin Atlantique, Parc Andre-Citroen, and the Jardin des Halles express contemporary French culture within the archetypal space of their era, the city. Finally, they point the way to current trends in landscape architecture, such as citizen gardening and ecological initiatives.

This book is oriented on testing and developing the neopragmatic approach of horizontal geographies, in which we follow approaches of natural sciences, social sciences, and cultural studies. Regional focus is thereby put on a rapidly changing elemental space and its social representations, characterized by unstable and not well-defined hybridities: coastal Louisiana. This region is highly dynamic: the Mississippi River in particular, with its extensive sediments, has shifted the coastal fringe of present-day Louisiana into the Gulf of Mexico. This land gain is contrasted by natural processes, but also by processes resultant of human intervention which cause marine encroachment. A complex interplay of different aspects is directly and indirectly leading to coastal land loss which makes the question of how to describe emerging hybrid spaces virulent and highlights the limits of a positivist understanding of boundaries that is also physically geographical. In the neopragmatic tradition, positivist research findings will be framed in social constructivist terms and supplemented by phenomenological approaches to Louisiana's coastal space, thus suggesting the need for and potentials of horizontal geographic integration of different theoretical and methodological approaches as well as researcher perspectives and data bases.

Through the history of this housing complex, this book illuminates Salvador Allende's dedication to the imperative of the right to the city for Chile's marginalized people. Built in affluent Las Condes in Santiago, on what is arguably the most expensive parcel of land in Chile, the Villa San Luis was one of Salvador Allende's most visible and dramatic social projects. Allende's six-year term was ended in the middle by a military coup d'etat on 11th September 1973. Yet, material culture from Villa San Luis remains to convey the legacy of his commitment to providing disadvantaged families with dignified housing. It is a national lieu de memoire and an iconic space, a reminder of a truly remarkable innovation in social housing and of Allende's personal and political commitment to making Santiago a just city. Postcoup, the remains of the complex also relate the wider injustice of the Pinochet regime. Many of its families were violently evicted during the dictatorship. Some were dispossessed, taken away from Las Condes in garbage trucks, and dumped in poor communities around Santiago. The land was usurped by Pinochet on behalf of the army and later sold to developers to construct high-rise symbols of a new, neoliberal Chile. Over the decades, however, former residents fought back and, in 2020, they succeeded in making its one remaining structure, remnants of Block 14, a memorialized place of justice and reconciliation. It now a national monument and museum.

Ecological States critically examines ecological policies in the People's Republic of China to show how campaigns of scientifically based environmental protection transform nature and society. While many point to China's ecological civilization programs as a new paradigm for global environmental governance, Jesse Rodenbiker argues that ecological redlining extends the reach of the authoritarian state. Although Chinese urban sustainability initiatives have driven millions of citizens from their land and housing, Rodenbiker shows that these migrants are not passive subjects of state policy. Instead, they creatively navigate resettlement processes in pursuit of their own benefit. However, their resistance is limited by varied forms of state-backed infrastructural violence. Governing Neighborhoods in Urban China examines the key mechanisms operating at the grassroots level in China that contribute to urban development and increased public support for the legitimacy and authority of the Chinese state. Beibei Tang uncovers new trends and dynamics of urban neighborhood governance since the 2000s to reveal the significant factors that contribute to regime survival. Tang introduces the concept of hybrid authoritarianism, a governance mechanism an authoritarian state employs to produce governance legitimacy, public support, and regime sustainability. Hybrid authoritarianism is situated in an intermediary governance space between state and society. It accommodates both state and non-state actors, deals with a wide range of governance issues, employs flexible governance strategies, and in this context, ultimately strengthens CCP leadership.
