The Muhajir Qaumi Movement (MQM), propelled by ethnic violence and led by university students with lower-middle-class backgrounds, transformed the cities of the southern Pakistani province of Sindh into an ethnic majoritarian stronghold at the unlikely height of a military dictatorship. The more novelaspect of the MQM's platform was it demand for the recognition of Muhajirs as a separate, 'oppressed nationality' within Pakistan. Questioning Migrants is a granular historical and ethographic study of the MQM's capacity to think beyond the exlusivism of Muhajir nationalism toward its contingency and toward a more plural and subaltern framing of the universal. It speaks to significant themes in Pakistan Studies: the legacies of Partition, the rise of the martial state, and the dynamics of urbanization and democracy.

The long-lasting political instability in Afghanistan since the Soviet Union invasion in 1979 has displaced millions of Afghans, both internally and internationally. Despite their growing numbers, the challenges that Afghan refugees encounter in public institutions and everyday interaction with members of their host countries have remained largely uninvestigated. This research thus explores perceived institutional violence against Afghan refugees in Germany, the Netherlands, and Sweden. The semi-structured interviews provide evidence on the occurrence of perceived verbal violence, and differential and poor treatment in institutions. The quantitative analysis lends empirical evidence to the extent, factors, grounds, and consequences of institutional verbal violence, institutional failure, everyday discrimination, and sense of belonging. Permanent residence, school education, age, having children, country of residence, citizenship, and employment were identified as factors significantly affecting the experiences and perceptions of respondents. Respondents reported negative experiences mostly in institutions that often deal with migration and asylum matters. Legal status, ethnic origin, religion, unemployment, appearance, and lower language proficiency seem to be the main grounds for institutional violence.

This open access book provides a state-of-the-field of the interactions between emerging national asylum governance systems and the 2018 United Nations Global Compact for Refugees (UN GCR). It provides a detailed examination of the relationship and compatibility between asylum governance and refugee protection and human rights, and the responsibilities for states and other implementing actors in cases of human rights violations. This book analyses the characteristics and impacts of existing and emerging asylum governance instruments and their practical implementation in selected countries hosting large communities of refugees around the world. Particular focus is given to the cases of Bangladesh, Brazil, Canada, Jordan, Niger, Serbia, South Africa and Turkey. Attention is put into regional and country-specific asylum instruments and actors from the perspective of their effectiveness, fairness and consistency with refugee protection and human rights standards as well as the UN GCR commitments. By doing so, the book identifies key lessons learned and offers a critical view on policies framed as `promising practices' so as to inform future steps in the UN GCR implementation and asylum governance more generally. 'Free speech' has become central to discussions about racism, and is increasingly weaponised against anti-racist movements. This book argues that the weaponization of 'free speech' across the political spectrum, particularly by the far-right/alt-right, has been central to the resurgence, rehabilitation and normalisation of racism within the mainstream politics of western liberal democracies in the last decade. The dilemma then, for anti-racist movements, is how to respond to such a challenge - for if 'free speech' allows racism, then it follows that the elimination of racism is not possible. Anshuman A. Mondal argues that liberalism has made it look as if there is something called 'free speech' when, in fact, speech is enabled by the structures of power within which we are all embedded. These structures determine who gets to say what, and whose voices are heard. They create and sustain racism, and anti-racism should look beyond the mythology of 'free speech' and focus instead on creating expressive regimes that foster racial and social justice by reshaping social discourse and transforming racialized structures of power.

This is an open access book. What is the history and current state of play of EU law and policy covering irregularised human mobility? What has been the role and contributions of the 2019-2024 European Commission as regards EU migration policy? This book investigates how migration policies have been problematised at the EU institutional level, in particular by the European Commission. It critically assesses the assumptions lying behind the Commission's political priorities, agendas and policy outputs. Through the concept of irregularity assemblages, the book examines how EU policy professionals and bureaucracies in the relevant Commission services problematise their respective mandates/portfolios; how they interact with each other and even compete; and how they frame certain forms of human mobility as being an 'irregular migration problem' or not. After retracing key historical developments in the framing of irregularised human mobilities at the EU level, the book identifies six policy approaches in the work and structures of the 2019-2024 European Commission. It finds that a home affairs and criminalisation approach that prioritises a law enforcement understanding of cross-border and intra-EU mobility, and pursuing a Ministry of Interior-like agenda, has prevailed. This approach stands at odds with human dignity and other legitimate public policy approaches, such as those giving priority to employment and social inclusion, non-discrimination, and fundamental rights, where the administrative migration status of the individual is not the entry point. The overriding priority driving EU migration policy has been the expulsion, policing and criminalisation of people framed or categorised as 'irregular migrants'. The analysis shows how Commission has failed to effectively perform its role as guardian of the Treaties and unequivocally enforce and comply with EU Treaty constitutive values, EU law and Better Regulation commitments in migration policies.

?This book examines the experiences of refugees who populated the Displaced Persons (DP) camps in the British Zone of Allied-occupied Germany after the Second World War. Drawing on the records of the International Tracing Service, refugee memoirs, DP publications distributed in the camps themselves, and personal petitions and correspondences, the author sheds light on the experiences of displaced persons and illustrates the difficulty of making clear-cut distinctions between forced and voluntary migration. Today, as in the post-war period, refugees' access to social rights and welfare, settlement rights, and the possibility of family reunification, can all be determined by the same labels that were so fiercely contested after 1945. A dichotomy between so-called 'economic' and 'political' migration endures, and many claims to asylum are today rejected on the grounds of applicants not being formally recognized as 'genuine' refugees and recipients of aid. This book therefore adds to our growing understanding of the plight of refugees and the need to ensure access to justice for all through the ongoing building of an effective, accountable, and inclusive refugee regime.

In this book, we argue that authoritarian forces are working harder than ever to maintain, reinstate, and pass laws and policies that are antithetical to a kind, equitable, and socially just society that meets all of its citizens' needs. American cultural hegemony-the dissemination process by which people are persuaded through laws and policies, institutional and cultural ideologies, norms, values, and practices to privilege the interests of powerful, disproportionately white, highstatus, and wealthy individuals and families-is ubiquitous. We learn to take for granted that the capitalist, social caste system in which we live, in largely segregated, racial, ethnic, and social class communities, is the best and fairest of all possible systems and just 'the way things are.' For example, large numbers of media and educational programs sell white supremacy, racism, social caste, sexism, and other forms of discrimination, as normal, natural, and common sense. Few schools teach children to become critically conscious of the hegemonic process by which social hierarchy in the United States has been handed down over more than four hundred years. Our research in this book names some of the above-mentioned laws, policies, and ways of framing reality that maintain the inequitable system in which we live, and silence and traumatize students, faculty, staff , and social justice activists in education and beyond. It also includes some alternative narratives being enacted by extraordinary educators, supporting collective action, critical consciousness, accountability, hope, equity, and social justice. Despite some social change, social caste continues to de- ne our lives. So, those of us who value democracy, equity, and social justice need to contribute, collectively and individually, to help our students and communities see through the gaslighting that conceals the lack of historical and current equity in our society-in other words, to recognize how cultural hegemony works to reproduce inequities.

The figure of the supplicant negro-a figure famously represented in Josiah Wedgewood's eighteenth-century anti-slavery medallion-continues to sideline histories of radical Black anti-colonialist struggle. The End of the Supplication contends that Black freedom struggles are anti-colonial movements against anti-Blackness and the permutations of slavery, and as such they are ill-served by a dominant Civil Rights discourse that escapes neither the paternalism of white abolitionism nor the caricatures of minstrelsy. The book traces the roots of the white supremacist ideology behind the disarmed, supplicant-negro figure, and it shows how this ideology continues to inform present liberal presentations of Black people as passive subjects at the mercy of white power, which only reinforces the relatively light consequences white people generally incur for harming Black people. These discussions lead to the conclusion that in our contemporary context of rising, openly white-supremacist politics, the figure of the supplicant negro must be definitively destroyed in order to make way for more effective resistance to anti-Black racism. This book is a must-read for students and researchers interested in colonialism and decolonization, diaspora studies, critical race and whiteness studies, African American studies, Black studies, and indigenous studies. It is also of keen interest for anyone frustrated with the still-recurring admonition to "go slow" when it comes to eradicating structural racism.
