英国福祉政策の変遷
O'Grady, Tom, The Transformation of British Welfare Policy: Politics, Discourse, and Public Opinion. 336 pp. 2022:3 (Oxford U. Pr., UK) <665-472>
ISBN 978-0-19-289889-0 hard ¥29,201.- (税込) GB£ 102.50 *

Since 2010 the UK has enacted radical welfare reforms that have led to greater poverty, homelessness, indebtedness, and foodbank use. It has diverged from other European countries experiencing similar economic and social trends, who have not enacted such dramatic cuts and reforms. Until recently, however, the changes proved very popular with the public, who increasingly hated the welfare system and viewed its users as lazy, undeserving, and likely to be cheating. In this book, Tom O'Grady focuses on policies that provide relief from unemployment, poverty, and disability to uncover why Britain's welfare system has been reformed so radically and why, until recently, the public enthusiastically endorsed this programme. Using a comparative and historical perspective, he traces the evolution of British welfare policy, politics, discourse, and public opinion since the 1980s, and argues that from the 1990s a long-term change in discourse from both politicians and the media caused the British public to turn against welfare by 2010. That, combined with the financial crisis, left the system uniquely vulnerable to cuts. This book explores the roots of public opinion on the welfare system, the motives of politicians who have revolutionized it, and the ways in which the system and its users have been spoken about. It is an account of how the public came to consider deserving recipients of help as scroungers; of when and why politicians and the media vilified them; of political parties whose discourse and policies were transformed, almost overnight; and of Britain's journey from providing welfare as generously as the average European country in the 1970s to becoming an outlier today.

Roos, Mechthild, The Parliamentary Roots of European Social Policy: Turning Talk into Power. (Palgrave Studies in European Union Politics) 312 pp. 2021:9 (Palgrave Macmillan, UK) <665-473>
ISBN 978-3-030-78232-0 hard ¥32,952.- (税込) EUR 139.99 *

The European Parliament (EP) - a powerful actor in today's European Union - was not intended to be more than a consultative assembly at first. Yet this book shows that the EP was much more influential in shaping Community policy in the early years of the integration process than either the founding Treaties or most existing scholarship would allow. It studies the EP's institutional evolution through the lens of Community social policy, a policy area with a particularly strong ideational dimension. By promoting a European social dimension, Members of the EP (MEPs) presented the Parliament as the true representative of European citizens by channelling their interests and needs. MEPs thus emphasised the EP's role as a provider of democratic legitimacy for Community politics, whilst at the same time trying to convince European citizens that the Communities could have a real and positive impact on their everyday lives.

保険経済学 第2版
Zweifel, Peter / Eisen, Roland / Eckles, David L., Insurance Economics. 2nd ed. (Classroom Companion: Economics) 531 pp. 2021:12 (Springer, GW) * paper 2021 <665-385>
ISBN 978-3-030-80389-6 hard ¥21,182.- (税込) EUR 89.99 *
ISBN 978-3-030-80392-6 paper ¥15,297.- (税込) EUR 64.99 *

Insurance Economics brings together the economic analysis of decision making under risk, risk management and demand for insurance among individuals and corporations, objectives pursued and management tools used by insurance companies, the regulation of insurance, and the division of labor between private and social insurance.Appropriate both for advanced undergraduate and graduate students of economics, management, and finance, this text provides the background required to understand current research. Predictions derived from theoretical arguments are not merely stated, but also related to empirical evidence. Throughout the book, conclusions summarize key results, helping readers to check their knowledge and comprehension. Issues discussed include paradoxes in decision making under risk and attempts at their resolution, moral hazard and adverse selection including the possibility of a "death spiral", and future challenges to both private and social insurance such as globalization and the availability of genetic information. This second edition has been extensively revised. Most importantly, substantial content has been added to represent the evolution of risk-related research. A new chapter, Insurance Demand II: Nontraditional Approaches, provides a timely addition in view of recent developments in risk theory and insurance. Previous discussions of Enterprise Risk Management, long-term care insurance, adverse selection, and moral hazard have all been updated. In an effort to expand the global reach of the text, evidence and research from the U.S. and China have also been added.
