Drawing on current debates at the frontiers of economics, psychology, and political philosophy, this book explores the challenges that arise for liberal democracies from a confrontation between modern technologies and the bounds of human rationality.
With the ongoing transition of democracy's underlying information economy into the digital space, threats of disinformation and runaway political polarization have been gaining prominence. Employing the economic approach informed by behavioral sciences' findings, the book's chief concern is how these challenges can be addressed while preserving a commitment to democratic values and maximizing the epistemic benefits of democratic decision-making. The book has two key strands: it provides a systematic argument for building a behaviorally informed theory of democracy; and it examines how scientific knowledge on quirks and bounds of human rationality can inform the design of resilient democratic institutions. How did America's white evangelicals, from often progressive history, come to right-wing populism? Addressing populism requires understanding how its historico-cultural roots ground present politics. How have the very qualities that contributed much to American vibrancy-an anti-authoritarian government-wariness and energetic community-building-turned, under conditions of distress, to defensive, us-them worldviews?
Readers will gain an understanding of populism and of the socio-political and religious history from which populism draws its us-them policies and worldview. This book examines the United States neoconservative movement, arguing that its support for the 2003 invasion of Iraq was rooted in an intelligence theory shaped by the policy struggles of the Cold War.
The origins of neoconservative engagement with intelligence theory are traced to a tradition of labour anti-communism that emerged in the early 20th century and subsequently provided the Central Intelligence Agency with key allies in the state-private networks of the Cold War era. Reflecting on the break-up of Cold War liberalism and the challenge to state-private networks in the 1970s, the book maps the neoconservative response that influenced developments in United States intelligence policy, counterintelligence and covert action. With the labour roots of neoconservatism widely acknowledged but rarely systematically pursued, this new approach deploys the neoconservative literature of intelligence as evidence of a tradition rooted in the labour anti-communist self-image as allies rather than agents of the American state.

David C. Rapoport, a preeminent scholar of political violence, identifies and analyzes four distinct waves of global terrorism. He examines the dynamics of each wave, contrasting their tactics, targets, and goals and placing them in the context of the much longer history of terrorism. Global terror emerged in the 1880s after technological changes transformed communication and transportation and dynamite enabled individuals or small groups to carry out bombings. Emanating from Russia, a first wave of anarchists assassinated prominent figures in what they called “propaganda of the deed.” This was followed by a second wave of anticolonial terrorism that arose in the British Empire in the 1920s. Beginning in the 1960s, a third wave of New Left movements took hostages and hijacked airplanes. Most recently, religious movements?mostly but not entirely in the Islamic world?have constituted a fourth wave, pioneering self-martyrdom or suicide bombing. Rapoport also considers whether a fifth wave of anti-immigrant or white supremacist terror is emerging today. In Police, Provocation, Politics, Deniz Yonucu presents a counterintuitive analysis of contemporary policing practices, focusing particular attention on the incitement of counterviolence, perpetual conflict, and ethnosectarian discord by the state security apparatus. Situating Turkish policing within a global context and combining archival work and oral history narratives with ethnographic research, Yonucu demonstrates how counterinsurgency strategies from the Cold War and decolonial eras continue to inform contemporary urban policing in Istanbul. Shedding light on counterinsurgency's affect-and-emotion-generating divisive techniques and urban dimensions, Yonucu shows how counterinsurgent policing strategies work to intervene in the organization of political dissent in a way that both counters existing alignments among dissident populations and prevents emergent ones.
Yonucu suggests that in the places where racialized and dissident populations live, provocations of counterviolence and conflict by state security agents as well as their containment of both cannot be considered disruptions of social order. Instead, they can only be conceptualized as forms of governance and policing designed to manage actual or potential rebellious populations.

India's nuclear program is often misunderstood as an inward-looking endeavor of secretive technocrats. In Ploughshares and Swords, Jayita Sarkar challenges this received wisdom, narrating a global story of India's nuclear program during its first forty years. The book foregrounds the program's civilian and military features by probing its close relationship with the space program. Through nuclear and space technologies, India's leaders served the technopolitical aims of economic modernity and the geopolitical goals of deterring adversaries.
The politically savvy, transnationally connected scientists and engineers who steered the program obtained technologies, materials, and information through a variety of state and nonstate actors from Europe and North America, including both superpowers. They thus maneuvered around Cold War politics and the choke points of the nonproliferation regime. Hyperdiversification increased choices for the leaders of the nuclear program but reduced democratic accountability at home. The nuclear program became a consensus-enforcing device in the name of the nation.

At the dawn of the Atomic Age, Americans encountered troubling new questions brought about by the nuclear revolution: In a representative democracy, who is responsible for national public safety? How do citizens imagine themselves as members of the national collective when faced with the priority of individual survival? What do nuclear weapons mean for transparency and accountability in government? What role should scientific experts occupy within a democratic government? Nuclear weapons created a new arena for debating individual and collective rights. In turn, they threatened to destabilize the very basis of American citizenship.
As Sarah E. Robey shows in Atomic Americans, people negotiated the contours of nuclear citizenship through overlapping public discussions about survival. Policymakers and citizens disagreed about the scale of civil defense programs and other public safety measures. As the public learned more about the dangers of nuclear fallout, critics articulated concerns about whether the federal government was operating in its citizens' best interests. By the early 1960s, a significant antinuclear movement had emerged, which ultimately contributed to the 1963 nuclear testing ban. Atomic Americans tells the story of a thoughtful body politic engaged in rewriting the rubric of rights and responsibilities that made up American citizenship in the Atomic Age.

Does torture "work?" Can controversial techniques such as waterboarding extract crucial and reliable intelligence? Since 9/11, this question has been angrily debated in the halls of power and the court of public opinion. In Anatomy of Torture, Ron E. Hassner mines the archives of the Spanish Inquisition to propose an answer that will frustrate and infuriate both sides of the divide.
The Inquisition's scribes recorded every torment, every scream, and every confession in the torture chamber. Their transcripts reveal that Inquisitors used torture deliberately and meticulously, unlike the rash, improvised methods used by the United States after 9/11. In their relentless pursuit of underground Jewish communities in Spain and Mexico, the Inquisition tortured in cold blood. But they treated any information extracted with caution: torture was used to test information provided through other means, not to uncover startling new evidence.
Hassner's findings in Anatomy of Torture have important implications for ongoing torture debates. Rather than insist that torture is ineffective, torture critics should focus their attention on the morality of torture. If torture is evil, its efficacy is irrelevant. At the same time, torture defenders cannot advocate for torture as a counterterrorist "quick fix": torture has never located, nor will ever locate, the hypothetical "ticking bomb" that is frequently invoked to justify brutality in the name of security.
