An informed and practical road map for controlling disinformation, embracing free speech, saving American elections, and protecting democracy

"Hasen puts forth a number of solid recommendations on how to combat disinformation."-Richard Stengel, New York Times

"Hasen has written an extraordinary, thorough and fair examination of the impact of misinformation on democracy."-Jeff Kosseff, Lawfare

What can be done consistent with the First Amendment to ensure that American voters can make informed election decisions and hold free elections amid a flood of virally spread disinformation and the collapse of local news reporting? How should American society counter the actions of people like former President Donald J. Trump, who used social media to convince millions of his followers to doubt the integrity of U.S. elections and helped foment a violent insurrection? What can we do to minimize disinformation campaigns aimed at suppressing voter turnout?

With piercing insight into the current debates over free speech, censorship, and Big Tech's responsibilities, Richard L. Hasen proposes legal and social measures to restore Americans' access to reliable information on which democracy depends. In an era when quack COVID treatments and bizarre QAnon theories have entered mainstream, this book explains how to assure both freedom of ideas and a commitment to truth.

In Reliability and Alliance Interdependence, Iain D. Henry argues for a more sophisticated approach to alliance politics and ideas of interdependence.

It is often assumed that if the United States failed to defend an ally, then this disloyalty would instantly and irrevocably damage US alliances across the globe. Henry proposes that such damage is by no means inevitable and that predictions of disaster are dangerously simplistic. If other allies fear the risks of military escalation more than the consequences of the United States abandoning an ally, then they will welcome, encourage, and even praise such an instance of disloyalty. It is also often assumed that alliance interdependence only constrains US policy options, but Henry shows how the United States can manipulate interdependence to set an example of what constitutes acceptable allied behavior.

Using declassified documents, Henry explores five case studies involving US alliances with South Korea, Japan, the Republic of China, the Philippines, Australia, and New Zealand. Reliability and Alliance Interdependence makes a substantial contribution to our understanding of how America's alliances in Asia function as an interdependent system.

City Politics has received praise for the clarity of its writing, careful research, and distinctive theme - that urban politics in the United States has evolved as a dynamic interaction between governmental power, private actors, and a politics of identity.

The book's enduring appeal lies in its persuasive explanation, careful attention to historical detail, and accessible and elegant way of teaching the complexity and breadth of urban and regional politics which unfold at the intersection of spatial, cultural, economic, and policy dynamics. This 11th edition has been thoroughly updated while retaining the popular structure of past editions.

Key updates include:

* Individual chapters introducing students to pressing urban issues such as race and racism, gentrification, sustainability and the environment, urban crises, shrinking cities, immigration, and suburbanization, political polarization, and the COVID-19 pandemic's impact on cities

* The most recent census data integrated throughout to provide current figures for analysis, discussion, and a more nuanced understanding of current trends.

* The effects of the events of 2020 on cities - namely the Coronavirus pandemic; the murder of George Floyd and its aftermath, and the growth of the Black Lives Matter Movement; and the U.S. presidential election in November

* The new and present challenges of the climate crisis, and its growing significance for cities.

Taught on its own, or supplemented with the optional reader American Urban Politics in a Global Age for more advanced readers, City Politics remains the definitive text on urban politics - and how they have evolved in the United States over time. This is a comprehensive resource for a new generation of undergraduate and graduate students, as well as established researchers in the discipline.

The Downfall of the American Order? offers penetrating insight into the emerging global political economy at this moment of an increasingly chaotic world.

For seventy-five years, the basic patterns of world politics and the contours of international economic activity took place in the shadow of American leadership and the institutions it designed-an order designed to avoid the horrors of previous eras, including, most poignantly, two world wars and the Great Depression.

But all things must pass. The global financial crisis of 2008, the legacy of two long, losing wars, and the polarizing and tumultuous presidency of Donald Trump all suggest that global affairs have reached a turning point. The implications of this are profound.

The contributors to this book cast their eyes back on the order that once was, and look ahead to what might follow. In dialogue with each other's appraisals and expectations, they differ in their assessments of the probable, ranging from a hollowed-out American primacy muddling through by default, to partial modifications of old institutions and practices at home and abroad, and to wholesale contestations and the search for new orders.

Contributors: Rawi Abdelal, Sheri Berman, Mark Blyth, Francis J. Gavin, Peter A. Gourevitch, Ilene Grabel, Peter J. Katzenstein, Jonathan Kirshner, and John Gerard Ruggie

In this insightful biography, Burton I. Kaufman explores how the political career of Barack Obama was marked by conservative tendencies that frustrated his progressive supporters and gave the lie to socialist fearmongering on the right. Obama's was a landmark presidency that paradoxically, Kaufman shows, resulted in few, if any, radical shifts in policy.

Following his election, President Obama's supporters and detractors anticipated radical reform. As the first African American to serve as president, he reached the White House on a campaign promise of change. But Kaufman finds in Obama clear patterns of classical conservativism of an ideological sort and basic policy-making pragmatism. His commitment to usher in a multiracial, multiethnic, and multicultural society was fundamentally connected to opening up, but not radically altering, the existing free enterprise system.

The Affordable Care Act, arguably President Obama's greatest policy achievement, was a distillation of his complex motivations for policy. More conservative than radical, the ACA fitted the expansion of health insurance into the existing system. Similarly, in foreign policy, Obama eschewed the use of force to affect regime change. Yet he kept boots on the ground in the Middle East and supported ballot-box revolts geared toward achieving in foreign countries the same principles of liberalism, free enterprise, and competition that existed in the United States.

In estimating the course and impact of Obama's full political life, Kaufman makes clear that both the desire for and fear of change in the American polity affected the popular perception but not the course of action of the forty-fourth US president.

The essential history of the Strategic Arms Limitation Talks (SALT) during the Nixon Administration

How did Richard Nixon, a president so determined to compete for strategic nuclear advantage over the Soviet Union, become one of the most successful arms controllers of the Cold War? Drawing on newly opened Cold War archives, John D. Maurer argues that a central purpose of arms control talks for American leaders was to channel nuclear competition toward areas of American advantage and not just international cooperation. While previous accounts of the Strategic Arms Limitation Talks (SALT) have emphasized American cooperative motives, Maurer highlights how Nixon, National Security Advisor Henry Kissinger, and Secretary of Defense Melvin Laird shaped negotiations, balancing their own competitive interests with proponents of cooperation while still providing a coherent rationale to Congress. Within the arms control agreements, American leaders intended to continue deploying new weapons, and the arms control restrictions, as negotiated, allowed the United States to sustain its global power, contain communism, and ultimately prevail in the Cold War.

Ideology drives American foreign policy in ways seen and unseen. Racialized notions of subjecthood and civilization underlay the political revolution of eighteenth-century white colonizers; neoconservatism, neoliberalism, and unilateralism propelled the post-Cold War United States to unleash catastrophe in the Middle East. Ideologies order and explain the world, project the illusion of controllable outcomes, and often explain success and failure. How does the history of U.S. foreign relations appear differently when viewed through the lens of ideology?

This book explores the ideological landscape of international relations from the colonial era to the present. Contributors examine ideologies developed to justify-or resist-white settler colonialism and free-trade imperialism, and they discuss the role of nationalism in immigration policy. The book reveals new insights on the role of ideas at the intersection of U.S. foreign and domestic policy and politics. It shows how the ideals coded as "civilization," "freedom," and "democracy" legitimized U.S. military interventions and enabled foreign leaders to turn American power to their benefit. The book traces the ideological struggle over competing visions of democracy and of American democracy's place in the world and in history. It highlights sources beyond the realm of traditional diplomatic history, including nonstate actors and historically marginalized voices. Featuring the foremost specialists as well as rising stars, this book offers a foundational statement on the intellectual history of U.S. foreign policy.

The decision to mount an armed foreign intervention is one of the most consequential that a US president can take. This book sets out to explain why and when presidents choose to use force.

The book examines decisions to use force throughout the post-Cold War period, via flashpoints including the Balkans, the 'War on Terror' and the Middle East. It develops new explanations for variation in the use of force in US foreign policy by theorizing and demonstrating the effects of the displacement and repression of ideas within and across different US presidential administrations, from George H.W. Bush to Donald Trump.

For students, scholars and anyone with an interest in international relations and global security, this book is an original perspective on a defining issue of recent decades.

Tensions between the US and China have escalated as both powers seek to draw countries into their respective political and economic orbits by financing and constructing infrastructure.

Wide-ranging and even-handed, this book offers a fresh interpretation of the territorial logic of US-China rivalry, and explores what it means for countries across Eurasia, Africa, and Latin America. The chapters demonstrate that many countries navigate the global infrastructure boom by articulating novel spatial objectives and implementing political and economic reforms.

By focusing on people and places worldwide, this book broadens perspectives on the US-China rivalry beyond bipolarity. It is an essential guide to 21st century politics.

In two previous highly regarded books on the U.S. Senate, Ira Shapiro chronicled the institution from its apogee in the 1970s through its decline in the decades since. Now, Shapiro turns his gaze to how the Senate responded to the challenges posed by the Trump administration and its prospects under President Biden. The Founding Fathers gave the US Senate many functions, but it had one fundamental responsibility-its raison d'etre: to provide the check against a dangerous president who threatened our democracy. Two hundred and thirty years later, when Donald Trump, a potential authoritarian, finally reached the White House, the Senate should have served as both America's first and last lines of defense. Instead, we had the nightmare scenario: today's Senate, reduced through a long period of decline to a hyper-partisan, gridlocked shadow of its former self, was unable to meet its fundamental responsibility. Shapiro documents the pivotal challenges facing the Senate during the Trump administration, arguing that the body's failure to provide leadership represents the most catastrophic failure of government in American history. The last section covers the Senate's performance during President Biden's first year in office and looks forward to the 2022 Senate elections and beyond.

It has become axiomatic to contend that U.S. foreign policy must adapt to an era of renewed "great-power competition." The United States went on a quarter-century strategic detour after the Cold War, the argument goes, basking in triumphalism and getting bogged down in the Middle East. Now China and Russia are increasingly challenging its influence and undercutting the order it has led since 1945. How should it respond to these two formidable authoritarian powers?

In this timely intervention, Ali Wyne offers the first detailed critique of great-power competition as a foreign policy framework, warning that it could render the United States defensive and reactive. He exhorts Washington to find a middle ground between complacence and consternation, selectively contesting Beijing and Moscow but not allowing their decisions to determine its own course. Analyzing a resurgent China, a disruptive Russia, and a deepening Sino-Russian entente, Wyne explains how the United States can seize the "great-power opportunity" at hand: to manage all three of those phenomena confidently while renewing itself at home and abroad.

A new understanding of the slow drift to extremes in American politics that shows how the anti-abortion movement remade the Republican Party

"A timely and expert guide to one of today's most hot-button political issues."-Publishers Weekly (starred review)

"A sober, knowledgeable scholarly analysis of a timely issue."-Kirkus Reviews

"[Ziegler's] argument [is] that, over the course of decades, the anti-abortion movement laid the groundwork for an insurgent candidate like Trump."-Jennifer Szalai, New York Times

The modern Republican Party is the party of conservative Christianity and big business-two things so closely identified with the contemporary GOP that we hardly notice the strangeness of the pairing. Legal historian Mary Ziegler traces how the anti-abortion movement helped to forge and later upend this alliance. Beginning with the Supreme Court's landmark decision in Buckley v. Valeo, right-to-lifers fought to gain power in the GOP by changing how campaign spending-and the First Amendment-work. The anti-abortion movement helped to revolutionize the rules of money in U.S. politics and persuaded conservative voters to fixate on the federal courts. Ultimately, the campaign finance landscape that abortion foes created fueled the GOP's embrace of populism and the rise of Donald Trump. Ziegler offers a surprising new view of the slow drift to extremes in American politics-and explains how it had everything to do with the strange intersection of right-to-life politics and campaign spending.

Liberal democracies are under increasing pressure. Growing discontent about inequality, lack of political participation and identity have rekindled populism and a shift away from liberal values.

This book argues that liberalism's reliance on a utilitarian policy framework has resulted in increased concentrations of power, restricting freedom and equality. It examines five key areas of public policy: monetary policy, private property and liability, the structure of the state, product markets and labour markets.

Drawing on the German ordoliberal tradition and its founding principle of the dispersal of power, the book proposes an alternative public policy framework. In doing so, it offers a practical pathway to realign policy making with liberal ideas.

On the Southern border of the United States in 2018, the decision was made to implement a separation policy among refugees and migrant families arriving at the border - and so a group of government employees left their homes, bidding farewell to their families as they went to work, and began to separate hundreds of children from their families, forcefully taking them to holding centres. Developing Hannah Arendt's analysis of the banality of evil, The Path to Mass Evil demonstrates how the most educated, sophisticated and advanced societies in human history have the potential to descend into profound inhumanity and in the extreme can turn into enormous killing machines, implementing mass murder on a vast scale.

Suitable for undergraduates and graduates in philosophy, sociology, psychology and religion, Michael Hardiman reveals how traditional understandings of morality fail to grasp how ordinary citizens become collaborators and engage in a range of levels of evildoing. He also highlights the necessity of confronting this evil in the increasingly divided and antagonistic world in which we find ourselves today.

The gloomy prospect of climate change and ecosystems' collapse calls for an urgent rethinking of all aspects of our life: how we work, produce, eat, spend, take care of each other, relate to nature, and organize our societies.

Prefigurative initiatives are attracting a growing amount of attention from scholars and activists precisely because they are envisioning alternative futures by embodying radically different ways of living in the present.

Thanks to the contribution of leading researchers, 'The Future is Now' represents the go-to book for anyone seeking a comprehensive, state-of-the-art, and thought-provoking introduction to the thriving field of prefigurative politics.

The world can be better run. Democracy is the most effective way to take back control over decisions that impact people's lives. But democracy must evolve following a global technological revolution that has increased fears that global trade and immigration threaten our identity, that we face environmental ruin and that cybercriminals and 'big tech' can do as they please, unchecked - all made worse by COVID-19. This book presents a roadmap for more accountable democracy locally, nationally and internationally. Marcial Bragadini Boo proposes updating rules so that politicians are better held to account, public services improve and people can contribute to their communities. New rules of democracy may help find solutions to global problems and ensure everyone is fairly represented at the decision-making table.

A vigorous and timely defense of the state as a force for good

For decades now wealth and power have been shifting from states to markets. This experiment has been a failure for all but a privileged few. But this trend is beginning to reverse, accelerated by the COVID-19 pandemic, which has seen the state play the most direct and positive role in citizens’ everyday lives in living memory.

Graeme Garrard makes a powerful case for the state as our only realistic hope of countering the rising power of multinational corporations, organized crime, and international organizations that will always put their own interests first. Today the state is essential to the health and welfare of everyone except the rich and powerful. Yet it is being rolled back and whittled away, leaving the well-being of most of us at the mercy of unaccountable private powers that are increasingly free from external control. As Garrard shows, the state is the only realistic way of promoting the public good in our time.

Neuroscience research has raised a troubling possibility: Could the tendency to stigmatize others be innate? Some evidence suggests that the brain is prone to in-group and out-group classifications, with consequences from ordinary blind spots to full-scale dehumanization. Many are inclined to reject the argument that racism and discrimination could have a cognitive basis. Yet if we are all vulnerable to thinking in exclusionary ways?if everyone, from the most ardent social-justice advocates to bigots and xenophobes, has mental patterns and structures in common?could this shared flaw open new prospects for political rapprochement?

Liya Yu develops a novel political framework that builds on neuroscientific discoveries to rethink the social contract. She argues that our political selves should be understood in terms of our shared social capacities, especially our everyday exclusionary tendencies. Yu contends that cognitive dehumanization is the most crucial disruptor of cooperation and solidarity, and liberal values-based discourse is inadequate against it. She advances a new neuropolitical language of persuasion that refrains from moralizing or shaming and instead appeals to shared neurobiological vulnerabilities. Offering practical strategies to address those we disagree with most strongly, Vulnerable Minds provides timely guidance on meeting the challenge of including and humanizing others.

In the century since women were first eligible to stand and vote in British general elections, they have relied on news media to represent their political perspectives in the public realm.

This book provides a systematic analysis of electoral coverage by charting how women candidates, voters, politicians' spouses, and party leaders have been portrayed in newspapers since 1918.

The result is a fascinating account of both continuity and change in the position of women in British politics. The book demonstrates that for women to be effectively represented in the political domain, they must also be effectively represented in the public discussion of politics that takes place in the media.

More people today get news via Facebook and Google than from any news organization in history, and smaller platforms like Twitter serve news to more users than all but the biggest media companies. In The Power of Platforms, Rasmus Kleis Nielsen and Sarah Anne Ganter draw on original interviews and other qualitative evidence to analyze the "platform power" that a few technology companies have come to exercise in public life, the reservations publishers have about platforms, as well as the reasons why publishers often embrace them nonetheless. Nielsen and Ganter trace how relations between publishers and platforms have evolved across the United States, France, Germany, and the United Kingdom. They identify the new, distinct relational and generative forms of power that platforms exercise as people increasingly rely on them to find and access news. Most of the news content we rely on is still produced by journalists working for news organizations, but Nielsen and Ganter chronicle rapid change in the ways in which we discover news, how it is distributed, where decisions are made on what to display (and what not), and in who profits from these flows of information. By examining the different ways publishers have responded to these changes and how various platform companies have in turn handled the increasingly important and controversial role they play in society, The Power of Platforms draws out the implications of a fundamental feature of the contemporary world that we all need to understand: previously powerful and relatively independent institutions like the news media are increasingly in a position similar to that of ordinary individual users, simultaneously empowered by and dependent upon a small number of centrally placed and powerful platforms.

"Power" is the central organizing concept for politics. However, despite decades of debate across political science, sociology, and philosophy, scholars have not yet settled on a proper definition of power. Existing definitions fail because they are either circular or so far removed from the ordinary, quotidien meaning of power that they cannot credibly claim to be about the same concept. Political science has looked at how power works, but according to Guido Parietti, fails to define what power means. In On the Concept of Power, Parietti proposes a more proper definition of power--as the condition of having available possibilities and representing them as such--and examines its implications for the study of politics, both empirical and normative. By neglecting the category of possibility, significant portions of political science and philosophy become incapable of conceptualizing power, and therefore politics. Specifically, Parietti asserts that the main failure of political science is in obscuring power's correspondence to the category of possibility in favor of causality and probability; political philosophy, on the other hand, tends to prioritize various forms of a teleologically oriented normativity. All these approaches end up discarding possibility in favor of oriented potentialities, ultimately anchored to various forms of necessity, and are therefore incapable of properly conceptualizing power in accordance with its meaning in ordinary language. Bringing together different disciplinary discourses, On the Concept of Power concludes by examining the conditions for power to have an actual referent; in other words, for politics to appear in our world. In this original and ambitious critique of the prevailing approaches to political theory and political science, Parietti examines what it means to have power and what may endanger our access to and exercise of it.

A timely and provocative essay about the parallel lives of Rosa Luxemburg and Hannah Arendt and their mission for a more humane society

"[A] short but moving book . . . Even better, the volume's advice is not only pragmatically political-necessary during a time of threats to democracy and mounting failures to deal with the climate crisis-but modestly uplifting."-Bill Marx, Arts Fuse

"An intimate and timely meditation on dark times, Hermsen's illuminating essay offers readers a way to think with Hannah Arendt and Rosa Luxemburg about how to build a more humane world in common."-Samantha Rose Hill, author of Hannah Arendt

Rosa Luxemburg (1871-1919) and Hannah Arendt (1906-1975) were critical Jewish mavericks who both su?ered under violent political regimes and sought to reform systems of power. Although temporally separated by the Second World War and the rise of totalitarianism, they held in common strikingly similar convictions about freedom, human dignity, capitalism, democracy, and political commitment.

In this powerful book, Joke J. Hermsen explores the lives and works of these two remarkable thinkers and the essential hope that emboldened them in the political struggle. Luxemburg and Arendt were spurred on by a restless love for the world and an unwavering belief in the possibility of new beginnings; for them, hope was an absolute prerequisite of resistance and a counterpoint to melancholy-a defense against despair that kept them attuned to what could be.

Exploring the intertwined nature of philosophy and the active pursuit of justice, this is an urgent, courageous reminder to remain alert to the glimmers of hope in dark times.

This incisive study reveals the fundamental, paradoxical weakness of colonialism and the enduring power of anticolonial resistance.

Resistance is everywhere, but everywhere a surprise, especially when the agents of struggle are the colonized, the enslaved, the wretched of the earth. Anticolonial revolts and slave rebellions have often been described by those in power as "eruptions"-volcanic shocks to a system that does not, cannot, see them coming. In Anticolonial Eruptions, Geo Maher diagnoses a paradoxical weakness built right into the foundations of white supremacist power, a colonial blind spot that grows as domination seems more complete.
Anticolonial Eruptions argues that the colonizer's weakness is rooted in dehumanization. When the oppressed and excluded rise up in explosive rebellion, with the very human demands for life and liberation, the powerful are ill-prepared. This colonial blind spot is, ironically, self-imposed: the more oppressive and expansive the colonial power, the lesser-than-human the colonized are believed to be, the greater the opportunity for resistance. Maher calls this paradox the cunning of decolonization, an unwitting reversal of the balance of power between the oppressor and the oppressed. Where colonial power asserts itself as unshakable, total, and perpetual, a blind spot provides strategic cover for revolutionary possibility; where race or gender make the colonized invisible, they organize, unseen. Anticolonial Eruptions shows that this fundamental weakness of colonialism is not a bug, but a permanent feature of the system, providing grounds for optimism in a contemporary moment roiled by global struggles for liberation.

Winner, Gourmand World Cookbook Awards - Food - Food Heritage - USA

Nominee, Book Award in Food Issues and Advocacy, James Beard Foundation

The Italian political right is outraged by halal tortellini and a pork-free lasagna served at the Vatican. In India, Hindu fundamentalists organize attacks on Muslims who sell beef. European anti-immigrant politicians denounce couscous and kebabs. In an era of nationalist and exclusionary movements, food has become a potent symbol of identity. Why has eating become so politically charged?and can the emotions surrounding food be redirected in a healthier direction?

Fabio Parasecoli identifies and defines the phenomenon of “gastronativism,” the ideological use of food to advance ideas about who belongs to a community and who does not. As globalization and neoliberalism have transformed food systems, people have responded by seeking to return to their roots. Many have embraced local ingredients and notions of cultural heritage, but this impulse can play into the hands of nationalist and xenophobic political projects. Such movements draw on the strong emotions connected with eating to stoke resentment and contempt for other people and cultures.

Parasecoli emphasizes that gastronativism is a worldwide phenomenon, even as it often purports to oppose local aspects and consequences of globalization. He also explores how to channel pride in culinary traditions toward resisting transnational corporations, uplifting marginalized and oppressed groups, and assisting people left behind by globalization. Featuring a wide array of examples from all over the world, Gastronativism is a timely, incisive, and lively analysis of how and why food has become a powerful political tool.
