Scott L. Kastner offers a comprehensive analytical account of PRC-Taiwan relations that sheds new light on the prospects for cross-strait military conflict. He examines several key regional trends that have complex implications for stability, including deepening economic integration, the shifting balance of military power, uncertainty about the future of U.S. commitment, and domestic political changes in both the PRC and Taiwan. Kastner argues that the risks of conflict are real but should not be exaggerated. Several distinct pathways could lead to the breakout of hostilities, and the mechanisms that might allay one type of conflict do not necessarily apply to others?yet war is anything but inevitable. Although changes to the balance of power introduce risks, powerful mitigating factors remain in place and there are plausible steps to reduce the likelihood of military conflict.
Drawing on both international relations theory and close empirical analysis of regional trends, this book provides vital perspective on how a war in the Taiwan Strait could occur?and how one could be avoided.

In The Fragile Balance of Terror, the foremost experts on nuclear policy and strategy offer insight into an era rife with more nuclear powers. Some of these new powers suffer domestic instability, others are led by pathological personalist dictators, and many are situated in highly unstable regions of the world-a volatile mix of variables.
The increasing fragility of deterrence in the twenty-first century is created by a confluence of forces: military technologies that create vulnerable arsenals, a novel information ecosystem that rapidly transmits both information and misinformation, nuclear rivalries that include three or more nuclear powers, and dictatorial decision making that encourages rash choices. The nuclear threats posed by India, Pakistan, Iran, and North Korea are thus fraught with danger.
The Fragile Balance of Terror, edited by Vipin Narang and Scott D. Sagan, brings together a diverse collection of rigorous and creative scholars who analyze how the nuclear landscape is changing for the worse. Scholars, pundits, and policymakers who think that the spread of nuclear weapons can create stable forms of nuclear deterrence in the future will be forced to think again.

This book offers a multi-disciplinary and multi-national approach to defining key elements required to define power within the maritime domain.
The volume engages with the concept that the maritime domain is a multi-dimensional space embracing oceans, seas, waterways, including all elements of maritime power, related activities, infrastructure, resources and assets. It illustrates the complexity and interconnectivity of the factors that contribute to the appreciation, creation, and application of maritime power. In practical terms, the book highlights that the maritime domain is a continuum that interconnects countries, cultures, politics, economics, trade, environment, knowledge, and technological power globally. Perhaps most importantly, the maritime domain generates power of its own volition, as well as acting as a critical enabler for the creation of other types of nations power: economic, political, military, technological, intelligence and fiscal power, in particular. The book not only brings those various factors to the reader's attention but, in the synthesis, also clarifies the connections between the various elements in creating a greater maritime whole.
This book will be of great interest to students of maritime security, strategic studies and International Relations.

Managing the Military is a pioneering analysis of the power of the chairman of the JCS that sheds new light on civil-military relations in the United States. Using detailed case studies of debates over defense budgets since the end of the Cold War, Sharon K. Weiner examines when and how the JCS chairman opposes civilian defense policy preferences. She shows that, under the right conditions, the chairman can be a policy entrepreneur, challenging the goals of the White House and lobbying for the military’s interests. However, the extent of the chairman’s political clout is constrained by the preferences of the service chiefs who head the branches of the military. Weiner also explores the evolution of the institution of the JCS and illuminates the chairman’s interaction with the president and secretary of defense. Blending empirical detail and theoretical contributions, Managing the Military offers a compelling account of the circumstances under which the power of the JCS chairman is maximized.

Beyond the Lines explores the social underpinnings of rebel adaptation and resilience. How do rebel groups cope with crises such as repression, displacement, and fragmentation? What explains changes in militant organizations' structures and behaviors over time?
Drawing on nearly two years of ethnographic research, Sarah E. Parkinson traces shifts in Palestinian militant groups' internal structures and practices during the civil war of 1975 to 1990 and foreign occupations of Lebanon. She shows that most militants approach asymmetrical warfare as a series of challenges centered around information and logistics, characterized by problems such as supplying constantly mobile forces, identifying collaborators, disrupting rival belligerents' operations, and providing essential services like healthcare. Effective negotiation of these challenges contributes to militant organizations' resilience and survival. In this context, the foundation of rebel resilience lies with militants' ability to repurpose their everyday social networks to organizational ends.
In the Lebanese setting, Beyond the Lines demonstrates how regionalized differences in Israeli, Syrian, and Lebanese deployment of violence triggered distinct social network responses that led to divergent organizational outcomes for Palestinian militants.

Changes in Jihadi Discourse in the Wake of the "Islamic State" explores how the transnational jihadi discourse changed with the development of the "Islamic State" terrorist group and resulted in the fragmentation of the jihadi movement.
From the Middle East, through Africa to South East Asia, today's jihadi movement is more fragmented than ever. Al-Qaida and the "Islamic State" compete not only with each other but also with local jihadi groups. Despite the fact that, in the wake of the "Islamic State", international jihadi groups are in fierce competition for supporters, little has been said on how the process of competition as well as external events changed the ideology of these groups and the topics relevant to them. Countering dominant research focusing on the differences between jihadi strains, this book explores how the appearance and temporary strength of the "Islamic State" changed the topics and talking points of other jihadi actors, such as al-Qaida. By analyzing primary sources in Arabic and English, the author sheds light on the inner- and inter-jihadi discourse and its development over the years. The book does not simply describe changes in topics; it traces these changes quantitatively and relates them to external events.
This book is aimed at academics, researchers, and postgraduate students interested in political science, security studies, jihadism, jihadi discourse, al-Qaida, "Islamic State", and Salafism, as well as practitioners and decision-makers in government agencies who wish to understand how transnational jihadi discourse has developed over the previous two decades.

The End of Victory recounts the costs of failure in nuclear war through the work of the most secret deliberative body of the National Security Council, the Net Evaluation Subcommittee (NESC). From 1953 onward, US leaders wanted to know as precisely as possible what would happen if they failed in a nuclear war-how many Americans would die and how much of the country would remain. The NESC told Presidents Dwight Eisenhower and John F. Kennedy what would be the result of the worst failure of American strategy-a maximum-effort surprise Soviet nuclear assault on the United States.
Edward Kaplan details how NESC studies provided key information for presidential decisions on the objectives of a war with the USSR and on the size and shape of the US military. The subcommittee delivered its annual reports in a decade marked by crises in Berlin, Quemoy and Matsu, Laos, and Cuba, among others. During these critical moments and day-to-day containment of the USSR, the NESC's reports offered the best estimates of the butcher's bill of conflict and of how to reduce the cost in American lives.
Taken with the intelligence community's assessment of the probability of a surprise attack, the NESC's work framed the risks of US strategy in the chilliest years of the Cold War. The End of Victory reveals how all policy decisions run risks-and ones involving military force run grave ones-though they can rarely be known with precision.

This book addresses the issues raised by Chinese and North Korean maritime 'gray zone' activities in the Indo-Asia-Pacific region.
For years, China has been harassing its neighbors in South China Sea and East China Sea, employing both coast guard and maritime militia forces, in the name of safeguarding Chinese sovereignty. This behavior is frequently characterized as constituting 'gray zone' activity. As the term suggests, this refers to a state of conflict that falls between peace and war. Interestingly, the Yellow Sea, which is geographically much closer to China than South China Sea or East China Sea, has been comparatively quiet. However, there is a danger that the PRC has the capability to replicate its gray zone activities in this area. Worse, North Korea has also been engaging in carefully-calibrated provocations there. This book addresses pressing questions about these activities and offers: (1) a conceptual framework to understand maritime gray zone operations and Beijing and Pyongyang's approach, with an unprecedented focus on the Yellow Sea; (2) a comprehensive, fully updated fleet force structure for the PRC's Coast Guard, together with projections regarding how the Coast Guard is likely to develop in the future; (3) an extensive organizational analysis of the PRC's Maritime Militia that surveys the many units relevant to Yellow Sea operations, some revealed publicly for the first time; and (4) a detailed assessment of North Korean maritime 'gray zone' activities.
This book will be of great interest to students of naval strategy, maritime security, Asian politics, and international security.

Digital space offers new avenues, opportunities, and platforms in the fight for gender equality, and for the social, economic, and political participation of women and marginalised communities. However, the very same space plays host to gender inequalities and security threats with gendered implications.
This edited volume ventures into complexities at the intersection of gender, security, and digital space, with a particular focus on the persistent problems of access, harassment, and disinformation. Scholars and practitioners in this volume tackle various facets of the issue, presenting an array of research, experiences, and case studies that span the globe. This knowledge lends itself to potential policy considerations in tackling inequalities and threats with gendered implications in cyber space towards digital spaces that are safe and equal.
This book is a must-read for students, scholars, and practitioners seeking to expand their knowledge on the gendered threats in digital space and potential remedies against them.

Everyday War provides an accessible lens through which to understand what noncombatant civilians go through in a country at war. What goes through the mind of a mother who must send her child to school across a minefield or the men who belong to groups of volunteer body collectors? In Ukraine, such questions have been part of the daily calculus of life. Greta Uehling engages with the lives of ordinary people living in and around the armed conflict over Donbas that began in 2014 and shows how conventional understandings of war are incomplete.
In Ukraine, landscapes filled with death and destruction prompted attentiveness to human vulnerabilities and the cultivation of everyday, interpersonal peace. Uehling explores a constellation of social practices where ethics of care were in operation. People were also drawn into the conflict in an everyday form of war that included provisioning fighters with military equipment they purchased themselves, smuggling insulin, and cutting ties to former friends. Each chapter considers a different site where care can produce interpersonal peace or its antipode, everyday war.
Bridging the fields of political geography, international relations, peace and conflict studies, and anthropology, Everyday War considers where peace can be cultivated at an everyday level.

In Euromissiles, Susan Colbourn tells the story of the height of nuclear crisis and the remarkable waning of the fear that gripped the globe.
In the Cold War conflict that pitted nuclear superpowers against one another, Europe was the principal battleground. Washington and Moscow had troops on the ground and missiles in the fields of their respective allies, the NATO nations and the states of the Warsaw Pact. Euromissiles-intermediate-range nuclear weapons to be used exclusively in the regional theater of war-highlighted how the peoples of Europe were dangerously placed between hammer and anvil. That made European leaders uncomfortable and pushed fearful masses into the streets demanding peace in their time.
At the center of the story is NATO. Colbourn highlights the weakness of the alliance seen by many as the most effective bulwark against Soviet aggression. Divided among themselves and uncertain about the depth of US support, the member states were riven by the missile issue. This strategic crisis was, as much as any summit meeting between US president Ronald Reagan and Soviet general secretary Mikhail Gorbachev, the hinge on which the Cold War turned.
Euromissiles is a history of diplomacy and alliances, social movements and strategy, nuclear weapons and nagging fears, and politics. To tell that history, Colbourn takes a long view of the strategic crisis-from the emerging dilemmas of allied defense in the early 1950s through the aftermath of the INF Treaty thirty-five years later. The result is a dramatic and sweeping tale that changes the way we think about the Cold War and its culmination.

Encirclement, Andrea Bartoletti argues, is an essential strategic possibility of the international system and a key trigger of major war. Using historical case studies, Escaping the Deadly Embrace examines how great powers try to escape the two-front war problem and seek to preserve their security.
Encirclement is a geographic variable that occurs in the presence of one or two great powers on two different borders of the surrounded great power. The surrounding great powers may not have the capacity to initiate a joint invasion. Yet their threatening presence triggers a double security dilemma for the encircled great power, which has to disperse its army to secure its borders. When the surrounding great powers become capable of launching a two-front attack, the encircled great power initiates war. This situation, disastrous in itself, can also lead to war contagion when other great powers intervene in the new conflict owing to the rival-based network of alliances.
Combining archival work and historiographical analysis, Escaping the Deadly Embrace demonstrates the efficacy of this by assessing three major wars: the Italian Wars, the Thirty Years' War, and World War I. These findings, Bartoletti shows, have important implications for future major wars. Challenging the current focus on the US-China rivalry, he argues that the most concerning strategic scenario is the encirclement of China by India and Russia.

In this book, Cati Connell identifies the homonormative bargain that underwrites these uneven patterns of reception-a bargain that comes with significant concessions, upholding and even exacerbating race, class, and gender inequality in the pursuit of sexual equality. In this handshake deal, even the widespread support for open LGB service is highly conditional, revocable upon violation of the bargain. Despite the promise of inclusivity, in practice, the military has made room only for a "few good gays," to the exclusion of all others.
But should equal access be the goal? How did we get from there to here? And where do we go next? In analyzing inclusion as a social movement aspiration, Connell shows that its steep price is exacted through the continued abjection of queered Others, both at home and abroad.

BRICS is conceivably the most formidable organisation to have emerged in the post-Cold War period in the non-Western world. This book highlights the significance of BRICS in a wider global context and foregrounds the long-pending demand for the reform of global governance institutions.
The volume:
* Traces how the organisation came into being and looks at the distinct norms and principles espoused by it
* Discusses the glaring limitations of the existing institutions of global governance
* Explores the economic growth and the rising political influence of BRICS states
* Analyses the internal threats to the survival of the organisation and assesses its prospects in the foreseeable future.
A significant intervention in situating BRICS as one of the major players in global governance, the book will be of great interest to students and scholars of international political economy, international business and finance, international relations, politics, and Global South Studies.

At War with Women reveals how post-9/11 politics of gender and development have transformed US military power. In the mid-2000s, the US military used development as a weapon as it revived counterinsurgency in Iraq and Afghanistan. The military assembled all-female teams to reach households and wage war through development projects in the battle for "hearts and minds." Despite women technically being banned from ground combat units, the all-female teams were drawn into combat nonetheless. Based on ethnographic fieldwork observing military trainings, this book challenges liberal feminist narratives that justified the Afghanistan War in the name of women's rights and celebrated women's integration into combat as a victory for gender equality.
Jennifer Greenburg critically interrogates a new imperial feminism and its central role in securing US hegemony. Women's incorporation into combat through emotional labor has reinforced gender stereotypes, with counterinsurgency framing female soldiers as global ambassadors for women's rights. This book provides an analysis of US imperialism that keeps the present in tension with the past, clarifying where colonial ideologies of race, gender, and sexuality have resurfaced and how they are changing today.
