Examines the struggle of Jewish women to join defense and military activities during the decades leading up to the Israeli War of Independence.

The Jewish women's revolution was one of the quietest and most angst-stricken of the revolutionary processes experienced by Zionism and the Yishuv (the Jewish community pre-1948) in Palestine during the first half of the twentieth century but at the same time one of the most profound and lasting among them. Jewish Women and the Defense of Palestine addresses women's struggle to join defense and military activities during the period between the establishment of the Hashomer organization in 1909 and the outbreak of the War of Independence in late 1947. It describes the battles women fought as they sought to challenge the male assumption that members of the "weaker sex" should not be integrated into defense activities. Moreover, the book analyzes the explicit and self-conscious aspiration of women, especially in the Labor settlement movement, to actively participate in defending and guarding their settlements as part of their broader view of women having an equal right to share the burden of building the Jewish national home in Palestine.

As with all general history, Islamic history is conventionally approached in terms of evolutionary trends and continuities. This study in historical sociology of the millennial or Mahdist movements and their long-term impact, in contrast, focuses on abrupt discontinuities in the form of revolutions as apocalyptic breaks, and on the reaction of the ruling authorities as counter-revolution aiming at routinizing these charismatic irruptions into history by absorbing their impact within the prevalent structure of authorities, and thereby re-establishing the continuity that is taken for granted by future historians. How has the participation of women in Hindu nationalist politics in India changed over time? More broadly, what has their changing participation meant for women, Hindu nationalism, and Indian democracy? In Marginalized, Mobilized, Incorporated, Rina Verma Williams places women's participation in religious politics in India into historical and comparative perspective through a focus on the most important Hindu nationalist political parties in modern Indian history: the All-India Hindu Mahasabha (HMS) and the Bharatiya Janata Party (BJP). She compares three critical periods to show the increasing involvement of women in Hindu nationalist politics over time. In its formative years in the early 1900s, the HMS marginalized women; in the 1980s, the BJP began to mobilize them; and in the contemporary period, as the BJP returned to power in 2014, it has incorporated women into its structures and activities. Williams contends that the incorporation of women into Hindu nationalist politics has significantly advanced the BJP's electoral success compared to prior periods when women were either marginalized or mobilized in more limited ways. For the BJP, women's incorporation works to normalize religious nationalism in Indian democracy; however, incorporation has not been emancipatory for women, whose participation in BJP politics is still predicated on traditional gender ideologies that tether women to their social roles in the home and family. Drawing on significant new data sources, Williams includes interviews with key BJP leaders, visual campaign materials, and an examination of major campaign events to construct an unmatched before-and-after view of India's watershed 2014 elections. Given that the BJP is one of the most dynamic religious/ethno-nationalist parties in the world at present, Williams' account of how it incorporated masses of women into its coalition is essential reading for scholars and students interested not just in India, but in the relationship between gender and right-wing populist politics globally.

A major history of Afghanistan and its changing political culture

Afghanistan traces the historic struggles and the changing nature of political authority in this volatile region of the world, from the Mughal Empire in the sixteenth century to the Taliban resurgence today. Thomas Barfield introduces readers to the bewildering diversity of tribal and ethnic groups in Afghanistan, explaining what unites them as Afghans despite the regional, cultural, and political differences that divide them. He shows how governing these peoples was relatively easy when power was concentrated in a small dynastic elite, but how this delicate political order broke down in the nineteenth and twentieth centuries when Afghanistan's rulers mobilized rural militias to expel first the British and later the Soviets. Armed insurgency proved remarkably successful against the foreign occupiers, but it also undermined the Afghan government's authority and rendered the country ever more difficult to govern as time passed. Barfield vividly describes how Afghanistan's armed factions plunged the country into a civil war, giving rise to clerical rule by the Taliban and Afghanistan's isolation from the world. He examines why the American invasion in the wake of September 11 toppled the Taliban so quickly, and how this easy victory lulled the United States into falsely believing that a viable state could be built just as easily.

Afghanistan is essential reading for anyone who wants to understand how a land conquered and ruled by foreign dynasties for more than a thousand years became the "graveyard of empires" for the British and Soviets, and why the United States failed to avoid the same fate.

How poor migrants shape city politics during urbanization

As the Global South rapidly urbanizes, millions of people have migrated from the countryside to urban slums, which now house one billion people worldwide. The transformative potential of urbanization hinges on whether and how poor migrants are integrated into city politics. Popular and scholarly accounts paint migrant slums as exhausted by dispossession, subdued by local dons, bought off by wily politicians, or polarized by ethnic appeals. Migrants and Machine Politics shows how slum residents in India routinely defy such portrayals, actively constructing and wielding political machine networks to demand important, albeit imperfect, representation and responsiveness within the country's expanding cities.

State capacity is often equated with coercion. However, history has shown that it is extremely difficult for states with weak capacity to ensure compliance with their laws. In Capacity beyond Coercion, Susan L. Ostermann examines the largely unexplored capacities that allow coercively weak states to promote law-following behavior. Utilizing extensive data collected in adjacent districts in India and Nepal, she demonstrates how coercively weak states can significantly increase compliance by behaving pragmatically and designing implementation strategies around known barriers to compliance. In particular, she examines variation in compliance with conservation, education, and child labor regulations, investigating the mechanisms by which the Indian and Nepali states have, despite limited enforcement capacity, secured compliance with regulations that run counter to customary norms and to the self-interest of target populations. She argues that one such barrier is imperfect legal knowledge and shows how states that have engaged in what she terms "regulatory pragmatism" may circumvent this compliance barrier. They do so by designing implementation strategies for on-the-ground realities. Exploring two such efforts--delegated enforcement and information dissemination through local leaders, Ostermann demonstrates that states that suffer from limited coercive capacity but behave pragmatically can still bring about large-scale compliance. Given that many states have weak enforcement capacity, the findings in Capacity beyond Coercion point a way forward for more effective and responsive governance throughout the developing world.

New Zealand's deceptively simple but effective program to improve public services
New Zealand has long been considered at the forefront of public administration, experimenting with new ways of organizing and delivering public services. Even so, successive New Zealand governments had mixed results from using traditional public management tools to lift the performance of the public service and address persistent problems that required multi-agency action.
In 2012 the government decided to try something different. As part of a reform package called Better Public Services, the government challenged the public service to organize itself around achieving just ten results that had proven resistant to previous interventions. The plan was deceptively simple: set ambitious targets and publicly report on progress every six months; hold small groups of public managers collectively responsible; use lead indicators; and learn from both success and failure.
This book explores how and why the New Zealand government made progress and how the program was able to create and sustain the commitment of public servants and unleash the creativity of public entrepreneurs.
The authors combine case studies based on the experience of people involved in the change, together with public management research. They explain how ambitious targets and public accountability were used as levers to overcome the bureaucratic barriers that impeded public service delivery, and how data, evidence, and innovation were used to change practice. New Zealand experimented, failed, succeeded, and learned from the experience over five years. This New Zealand experience demonstrates that interagency performance targets are a potentially powerful tool for fostering better public services and thus improving social outcomes.

In Changing the Subject Srila Roy maps the rapidly transforming terrain of gender and sexual politics in India under the conditions of global neoliberalism. The consequences of India's liberalization were paradoxical: the influx of global funds for social development and NGOs signaled the co-optation and depoliticization of struggles for women's rights, even as they amplified the visibility and vitalization of queer activism. Roy reveals the specificity of activist and NGO work around issues of gender and sexuality through a decade-long ethnography of two West Bengal organizations, one working on lesbian, bisexual, and transgender issues and the other on rural women's empowerment. Tracing changes in feminist governmentality that were entangled in transnational neoliberalism, Roy shows how historical and highly local feminist currents shaped contemporary queer and nonqueer neoliberal feminisms. The interplay between historic techniques of activist governance and queer feminist governmentality's focus on changing the self offers a new way of knowing feminism-both as always already co-opted and as a transformative force in the world.

In this timely volume, leading experts from Southeast Asia, Australia, and the United States assess these great power dynamics by examining the strategic landscape, domestic governance trends, and economic challenges in Southeast Asia, with the latter focusing especially on infrastructure. How social networks shaped the imperial Chinese state

China was the world's leading superpower for almost two millennia, falling behind only in the last two centuries and now rising to dominance again. What factors led to imperial China's decline? The Rise and Fall of Imperial China offers a systematic look at the Chinese state from the seventh century through to the twentieth. Focusing on how short-lived emperors often ruled a strong state while long-lasting emperors governed a weak one, Yuhua Wang shows why lessons from China's history can help us better understand state building.

Wang argues that Chinese rulers faced a fundamental trade-off that he calls the sovereign's dilemma: a coherent elite that could collectively strengthen the state could also overthrow the ruler. This dilemma emerged because strengthening state capacity and keeping rulers in power for longer required different social networks in which central elites were embedded. Wang examines how these social networks shaped the Chinese state, and vice versa, and he looks at how the ruler's pursuit of power by fragmenting the elites became the final culprit for China's fall.

Drawing on more than a thousand years of Chinese history, The Rise and Fall of Imperial China highlights the role of elite social relations in influencing the trajectories of state development.

It would be hard to overstate the impact of Sun Tzu's The Art of War on military thought. Beyond its impact in Asia, the work has been required reading in translation for US military personnel since the Cold War. Sun Tzu has been interpreted as arguing for 'Indirect Strategy' in contrast to 'Direct Strategy,' the latter idea stemming from Ancient Greece. This is a product of twentieth-century Western thinking, specifically that of Liddell Hart, who influenced Samuel B. Griffith's 1963 translation of Sun Tzu. The credibility of Griffith's translation was enhanced by his combat experience in the Pacific during World War II, and his translation of Mao Zedong's On Guerrilla War. This reading of Sun Tzu is, however, very different from Chinese interpretations. Western strategic thinkers have used Sun Tzu as a foil or facilitator for their own thinking, inadvertently engaging the Western military tradition and propagating misleading generalizations about Chinese warfare.
