The Lower !Garib, or Orange River, flows through the historical Namaqualand and since 1990 has formed the international border between Namibia and South Africa. The contributors to this volume focus on this hardly discussed stretch of the Orange River to understand the region's social history, geography, and economy. This book brings together scholars from Namibia, South Africa, and overseas, as well as the knowledge and analysis from people living in the region. In concise chapters and short portraits, they discuss the region's past and present from a variety of perspectives.

From the global geopolitical arena to the smart city, control over knowledge-particularly over data and intellectual property-has become a key battleground for the exercise of economic and political power. For companies and governments alike, control over knowledge-what scholar Susan Strange calls the knowledge structure-has become a goal unto itself.

The rising dominance of the knowledge structure is leading to a massive redistribution of power, including from individuals to companies and states. Strong intellectual property rights have concentrated economic benefits in a smaller number of hands, while the "internet of things" is reshaping basic notions of property, ownership, and control. In the scramble to create and control data and intellectual property, governments and companies alike are engaging in ever-more surveillance.

This open access book is a guide to and analysis of these changes, and of the emerging phenomenon of the knowledge-driven society. It highlights how the pursuit of the control over knowledge has become its own ideology, with its own set of experts drawn from those with the ability to collect and manipulate digital data. Haggart and Tusikov propose a workable path forward-knowledge decommodification-to ensure that our new knowledge is not treated simply as a commodity to be bought and sold, but as a way to meet the needs of the individuals and communities that create this knowledge in the first place.

Cities are at once among humanity's crowning achievements and core drivers of the climate crisis. Their dependence on the outside world for vital resources is causing global temperatures to rise and wildlife habitats to shrink. But we have the opportunity to make cities more sustainable by transforming the built environment.

Dickson D. Despommier proposes a visionary yet achievable plan for creating a new, self-sustaining urban landscape. He argues that we can find solutions through the concept of biomimicry: emulating successful strategies found in nature. A better city is possible if we heed the lessons that forests and trees teach about how to store carbon, grow food, collect rainwater, and convert sunlight into energy. Touring established and leading-edge technologies, The New City provides a blueprint for tomorrow's urban environment. Cities built from wood will be more resilient and less destructive than concrete and steel construction; they will also encourage reforestation, boosting carbon sequestration. Vertical farms inside city limits will supply residents with a reliable, healthy food supply. Buildings will harvest moisture from the rain and air to secure a clean water supply. Renewable energy, including not only wind, solar, and geothermal but also clear photovoltaic window glass and nonpolluting hydrogen fuel cells, will power a cleaner city.

The New City delivers both a passionate call to action for halting climate change and a bold vision of the sustainable future within our grasp.

The digital has emerged as a driving force of change that is reshaping everyday life and affecting nearly every sphere of vital activity. Yet, its impact has been far from uniform. The multifaceted implications of these ongoing shifts differ markedly across the world, demanding a nuanced understanding of specific manifestations and local experiences of the digital. In The Digital Double Bind, Mohamed Zayani and Joe F. Khalil explore how the Middle East's digital turn intersects with complex political, economic, and socio-cultural dynamics. Drawing on local research and rich case studies, they show how the same forces that brought promises of change through digital transformation have also engendered tensions and contradictions. The authors contend that the ensuing disjunctures have ensnared the region in a double bind, which represents the salient feature of an unfolding digital turn. The same conditions that drive the state, market, and public immersion in the digital also inhibit the region's drive to change. The Digital Double Bind reconsiders the question of technology and change, moving beyond binary formulations and familiar trajectories of the network society. It offers a path-breaking analysis of change and stasis in the Middle East and provides a roadmap for a critical engagement with digitality in the Global South.

In Black Theology and The Black Panthers, Joshua S. Bartholomew deals with the relationship between economic justice and racial equality. By examining the economic philosophies and inter-communal survival programs of the Black Panther Party for Self-Defense from 1967-1971, Bartholomew utilizes a Womanist methodology to connect the praxis of The Panthers with priorities of Black Theological Ethics. In doing so, Bartholomew offers a basis for moving Christian ethicists away from normative models of economic justice that eschew experience and knowledge from marginalized communities. Ultimately, Bartholomew reveals how the power of racial politics for radical change can constructively and inclusively impact the struggle for freedom and social justice.

This textbook is an introductory guide to applying behavioral sciences and systemic thinking into public policy design and implementation. It presents an innovative public management toolkit to handle 'wicked' social problems - those not very responsive to traditional public policy instruments - by incorporating insights from the behavioral sciences and systemic design in the diagnostics of public problems, based on the motivations and constraints of the 'real citizen' - beyond the ideal citizen's perfectly rational intentions and plans devoid of social context or self-control problems.

This volume aims to motivate the inclusion of broader and deeper insights from the behavioral sciences - especially behavioral economics, cognitive psychology, and social psychology - to the repertoire of public managers by introducing new methodologies for diagnosing the root causes behind public problems and for designing effective policies to address them. The new diagnosis tool - theMSI framework (an acronym for Motivation, Self-control, and Inattention problems) -, will help identify new mechanisms underlying social problems or reinterpret known problems based on behavioral insights. The new methodology for policy design - the PRIx framework (an acronym for Pricing policies, Regulatory policies, and Information policies) -, will enrich existing policy tools with such behavioral insights.

Behavioral Insights for Policy Design: A New Framework for Understanding Wicked Social Problems and Designing Policies for Real Citizens will be a useful and practical guide to public managers and students of graduate and advanced undergraduate courses in public management interested in learning how to apply innovative tools and methodologies inspired by the behavioral sciences into public policy design in a simple and practical way, even when dealing with complex social problems.

Social media platforms are often denounced as "bubbles" or "echo chambers." In this view, what we see tends to reinforce what we already believe, and what we already believe shapes what we see. Yet social movements such as Black Lives Matter rely heavily on the widespread dissemination of digital photographs and videos through social media. In at least some cases, visual images can challenge normative and normalized ways of grasping the world and prompt their viewers to see differently-and even bring people together.

Seeing and Believing marshals religious resources to recast the significance of digital images in the struggle for social justice. Ellen T. Armour examines what distinguishes digital photography from its analogue predecessor and places the circulation of digital images in the broader context of virtual visual cultures. She explores the challenges and opportunities that visually saturated social media landscapes present for users and organizers. Despite the power of digital platforms and algorithms, possibilities for disruption and resistance emerge from how people engage with these systems. Armour offers ways of seeing drawn from Christianity and found in other religious traditions to help us break with entrenched habits and rethink how we engage with the images that grab our attention. Developing theological perspectives on the power and peril of photography and technology, Seeing and Believing provides suggestions for navigating the new media landscape that can spark what Armour calls "photographic insurrection."

The first detailed account in English of an unprecedented moment in Sri Lanka's history, Debt Crisis and Popular Social Protest in Sri Lanka chronicles the 2022 popular uprising where mass protests forced the country's autocratic president to flee.

Exploring how the uprising, triggered by a debt crisis, relates to deeper problems of democracy, civil war and development, Janaka Biyanwila challenges numerous misunderstandings about the protests and uncovers how global financial markets and platform economies contributed to the upheaval. Locating the crisis within Global North-South dynamics, Biyanwila outlines how market-driven economic growth strategies restrain public involvement in decision making while asserting ethno-centric collective identities and hypermasculine cultures. Framing citizenship as well as justice in terms of cultural recognition, economic redistribution and political representation, chapters foreground the role of democratic social movements that encourage artistic engagement and collective learning as central for renewing citizenship as well as democracy. Reimagining development that embeds Global Production Networks within local communities and rethinking democracy across multiple tiers of governance, Biyanwila concludes by shifting his narrative to a broader focus on the Global South, and South Asia specifically.

Fusing the regional with the global, Debt Crisis and Popular Social Protest in Sri Lanka widens its perspective from a distinct, national moment to an international interdependency with the power to ripple across every corner of the globe.

One of the most challenging questions of today concerns how human activities threaten the conditions for our very own existence. With one crisis leading into the next, the need for socio-political change is necessary and desirable, yet so hard to imagine in practice. At the heart of the matter is a deeper crisis of the socio-political imagination.
To understand how a society produces and changes itself, Ingerid S. Straume points to historical and contemporary institutions and the imaginaries they embody, and argues that the key to social creativity is found in the reflexive potential of institutions, especially politics and education. Neoliberal rationality, on its part, has become dominant in many parts of the world, precisely by occulting the socio-political capacity for self-reflection. This occultation takes place in academic theories, policy reforms, technologies, and in individuals' self-understanding. In response to the planetary eco-crises and the weakening of democratic ideals, a new approach is needed where collectives, not individuals in isolation, become the mode for living well within existing, natural limits.
Inspired by important political thinkers such as Cornelius Castoriadis and Hannah Arendt, How Does a Society Change? develops a theoretical framework to elucidate how politics and education are two interrelated domains wherein a society may openly reflect upon itself. In short, a society that recognizes its capacity to change itself also recognizes the transformative, instituting potential of politics and education.

Is America in the midst of an electoral transformation? What were the sources of Joseph Biden's victory in 2020, and how do they differ from Republican and Democratic coalitions of the past? Does the Democratic victory signal a long-term decline for Republicans' chances in presidential elections?
Change and Continuity in the 2020 and 2022 Elections explores those questions by analyzing and explaining the voting behavior in the most recent presidential and midterm elections, as well as setting the results in the context of larger trends and patterns in elections studies. The authors present the latest National Election Studies data to help students see how social forces, party loyalties, and prominent issues affect voting behavior, turnout, and ultimately the results of presidential and congressional elections. Readers will come away with a better understanding of what the most recent elections mean for the future of American politics.

The shock of Donald Trump's election caused many observers to ask whether the liberal international order-the system of institutions and norms established after World War II-was coming to an end. The victory of Joe Biden, a committed institutionalist, suggested that the liberal order would endure. Even so, important questions remained: Was Trump an aberration? Is Biden struggling in vain against irreparable changes in international politics? What does the future hold for the international order?

The essays in Chaos Reconsidered answer those questions. Leading scholars assess the domestic and global effects of the Trump and Biden presidencies. The historians put the Trump years and Biden's victory in historical context. Regional specialists evaluate U.S. diplomacy in Asia, Europe, Africa, the Middle East, and Latin America. Others foreground topics such as global right-wing populism, the COVID-19 pandemic, racial inequality, and environmental degradation. International relations theorists reconsider the nature of international politics, pointing to deficiencies in traditional IR methods for explaining world events and Trump's presidency in particular. Together, these experts provide a comprehensive analysis of the state of U.S. alliances and partnerships, the durability of the liberal international order, the standing and reputation of the United States as a global leader, the implications of China's assertiveness and Russia's aggression, and the prospects for the Biden administration and its successors.

A sweeping narrative of America's imperial history and its long entanglement with China.

In Terminus, Stuart Rollo examines the origins and trajectory of American empire in the Asia-Pacific region, focusing on its westward expansion and historic entanglement with China. American foreign and strategic policy in this region, Rollo argues, has always been shaped by broader economic and political concerns centered on China. China's current rise, and the economic and strategic systems that China is developing, represents the most serious challenge to the structure of American empire to date.

Rollo paints a sweeping historical narrative of American imperial history and its relationship with China from 1776 to the present. Grounded in archival research, official and personal correspondence, policy documents, declassified intelligence material, and congressional records, Terminus traces the development of American empire building from the pre-independence period to the eve of World War I, arguing that this new empire was primarily driven by commercial interests in China. Rollo explores shifts in global power, resource politics, and international economic structures that led the United States to transition from one of several imperial powers to the world's sole superpower by the last decade of the twentieth century. Finally, he examines the decline of American empire since its brief period of unipolarity in the 1990s, explaining the new pressures and challenges posed by the rise of China.

Rollo proposes three scenarios for how the United States might manage its inevitable imperial decline: a vain attempt to shore up and extend the empire, an exploitative hegemony, or a post-imperial foreign policy. This last option would work to repair the damaged fabric of American social and political life, providing a long-term, stable foundation for national security, prosperity, and the well-being of its citizens. All empires eventually end, but with the benefit of hindsight, Rollo urges us to consider how to engineer a softer landing.

This book explores the history of the Jeju massacre (1947-1954), the deadest recognized civilian massacre in modern South Korean history, through the lens of state building in South Korea. Jeju-based sociologist Gwisook Gwon examines the massacre on Jeju Island in relation to the birth of anti-communist South Korea in the early Cold War, while also focusing on the reintegration of Jeju Islanders into the state through the history of Jeju soldiers in the Korean War (1950-1953) and the history of Jeju women in the economic recovery and modernization between the 1950s and the 1970s. The study of these post-massacre legacies is novel to South Korean history. The book also discusses the on-going reconciliation of the 4.3 historical conflicts and the transformation of Jeju into an "Island of World Peace." This fresh and original study offers an empirical example of state-building processes at the local level in South Korea from the origin of the state to its democratization. In doing so, it contributes to several fields, including, the Korean War, state violence, conflict resolution studies, gender studies, and Asian and Korean studies.

The central purpose of this book is to examine answers to questions regarding the kind of political system that Myanmar urgently needs to develop. Myanmar has suffered the endless civil war for decades since regaining its sovereignty in 1948. Therefore, the lead research question is: What kind of federal democratic model is the most suitable for Myanmar and what kind of political arrangements should be in place?
To examine answers for this question, the author employed a descriptive-qualitative approach and triangulation research method including interviews with politicians and activists in Myanmar, field observation and analysis of historical documents. The author examines the contemporary political issues of Myanmar in term of federalism to ensure that analysis of this book does not omit the actual political process performed by the government. As a result of the study, Myanmar needs a tailored federal model which is the best to accommodate the ethnically divided country that would enhance solutions to ethnic conflicts and end the civil war.

This work articulates the challenges that confront the young nation including, security, economic viability, delivery of services, and control of political corruption. While these are matters internal to the functionality of the nation state, the author argues that matters have changed dramatically with China's growing influence in the region and the ensuing competition between the United States and China. With this increasing geopolitical importance there is the promise of financial benefit, but there are also new challenges as there is the ever-present danger of becoming enmeshed in superpower competition. David Lea argues that lack of economic development and continuing aid dependency may well render island nations such as Papua New Guinea susceptible to political manipulation and further loss of sovereignty, including even a risk of military involvement.

In Inequality and Governance in an Uncertain World: Perspectives on Democratic & Autocratic Governments, the authors address structural and systemic inequalities in democratic and autocratic governments from a multidimensional perspective in nine world regions (Sub-Saharan Africa, the Middle East and North Africa, South Asia, East Asia, Eurasia, Eastern Europe, Western Europe, North America, and Latin America). Their focus is on issues of race, caste, class, gender, religion, culture, and ethnicity which has intensified during the COVID-19 pandemic. The fragility of democracies is only enhanced by the sobering reality of the climate crisis and the deleterious nature of disinformation through social media. However, just as the world has been witnessing a shift toward autocracy, a commitment to democracy can be also possible through a renewal of the social contract, calling for more equitable social, economic, and health policies, obliterating the intersections of inequality, and trudging toward a more sustainable future for all.

Raymond Aron and His Dialogues in an Age of Ideologies examines the thought and rhetoric of the most interesting thinker of the twentieth century of whom no one has heard. This book investigates Raymond Aron’s conversations on politics during the Cold War with several of his more well-known interlocutors including Jean-Paul Sartre, Friedrich Hayek, and Charles de Gaulle. Through exploring these dialogues on the subjects of Marxism, freedom, and nationalism, we see the prudence of Aron’s politics of understanding as well as the emphasis he places on and virtue he demonstrates in public discourse. Through his dialogues, Aron shows us not only how to think politically but also how to engage in constructive public debate. He stands as a model for us to emulate in our own age of ideologies.

An engaging look at how American politics and media reinforce partisan identity and threaten democracy.

Why are so many of us wrong about so much? From COVID-19 to climate change to the results of elections, millions of Americans believe things that are simply not true-and act based on these misperceptions. In Wrong: How Media, Politics, and Identity Drive Our Appetite for Misinformation, expert in media and politics Dannagal Goldthwaite Young offers a comprehensive model that illustrates how political leaders and media organizations capitalize on our social and cultural identities to separate, enrage, and-ultimately-mobilize us. Through a process of identity distillation encouraged by public officials, journalists, political and social media, Americans' political identities-how we think of ourselves as members of our political team-drive our belief in and demand for misinformation. It turns out that if being wrong allows us to comprehend the world, have control over it, or connect with our community, all in ways that serve our political team, then we don't want to be right.

Over the past 40 years, lawmakers in America's two major political parties have become more extreme in their positions on ideological issues. Voters from the two parties have become increasingly distinct and hostile to one another along the lines of race, religion, geography, and culture. In the process, these political identities have transformed into a useful but reductive label tied to what we look like, who we worship, where we live, and what we believe.

Young offers a road map out of this chaotic morass, including demand-side solutions that reduce the bifurcation of American society and increase our information ecosystem's accountability to empirical facts. By understanding the dynamics that encourage identity distillation, Wrong explains how to reverse this dangerous trend and strengthen American democracy in the process.

Societies are vulnerable to any number of potential disasters: earthquakes, hurricanes, infectious diseases, terrorist attacks, and many others. Even though the dangers are often clear, there is a persistent pattern of inadequate preparation and a failure to learn from experience. Before disasters, institutions pay insufficient attention to risk; in the aftermath, even when the lack of preparation led to a flawed response, the focus shifts to patching holes instead of addressing the underlying problems.

Examining twenty years of disasters from 9/11 to COVID-19, Jeff Schlegelmilch and Ellen Carlin show how flawed incentive structures make the world more vulnerable when catastrophe strikes. They explore how governments, the private sector, nonprofits, and academia behave before, during, and after crises, arguing that standard operational and business models have produced dysfunction. Catastrophic Incentives reveals troubling patterns about what does and does not matter to the institutions that are responsible for dealing with disasters. The short-termism of electoral politics and corporate decision making, the funding structure of nonprofits, and the institutional dynamics shaping academic research have all contributed to a failure to build resilience.

Offering a comprehensive and incisive look at disaster governance, Catastrophic Incentives provides timely recommendations for reimagining systems and institutions so that they are better equipped to manage twenty-first-century threats.

Given the enormous challenges they face, why do so many citizens in developing countries routinely turn out to vote? This Element explores a new explanation grounded in the social origins of electoral participation in emerging democracies, where mobilization requires local collective action. This Element argues that, beyond incentives to express ethnic identity and vote-buying, perceptions of social sanctioning from community-based formal and informal actors galvanize many to vote who might otherwise stay home. Sanctioning is reinforced by the ability to monitor individual turnout given the open layout and centralized locations of polling stations and the use of electoral ink that identifies voters. This argument is tested using original survey and qualitative data from Africa and Afghanistan, contributing important insights on the nature of campaigns and elections in the promotion of state-building and service delivery, and the critical role voters play reducing fears of global democratic backsliding.

This book seeks to analyze the leadership of three presidents: Bill Clinton, George W. Bush, and Barack Obama, as well as to examine the impact of the presidents' leadership had on the leadership of the advisers they worked with during their presidencies. Transformational leadership, a term first introduced by James MacGregor Burns, describes a process in which "leaders and followers help each other to advance to a higher level of morale and motivation." In order to measure transformational leadership, Bernard M. Bass's model - which includes four elements: an idealized influence, inspiring motivation, intellectual stimulation, and individual treatment - is applied throughout. It is crucial to conduct an analysis of the relationships between the examined three presidents and their advisers in order to demonstrate if the subordinates excelled in leadership because of the presidents' leadership skill.

The widening gulf between rural and urban America is becoming the most serious political divide of our day. Support for Democrats, up and down the ballot, has plummeted throughout the countryside, and the entire governing system is threatened by one-party dominance. After Donald Trump's surprising victories throughout rural America, pundits and journalists went searching for answers, popping into roadside diners and opining from afar. Rural Americans are supposedly bigots, culturally backward, lazy, scared of the future, and radical. But is it that simple? Is the country splintering between two very different Americas-one rural, one urban?

This pathbreaking book pinpoints forces behind the rise of the "rural voter"-a new political identity that combines a deeply felt sense of place with an increasingly nationalized set of concerns. Combining a historical perspective with the largest-ever national survey of rural voters, Nicholas F. Jacobs and Daniel M. Shea uncover how this overwhelmingly crucial voting bloc emerged and how it has roiled American politics. They show how perceptions of economic and social change, racial anxieties, and a traditional way of life under assault have converged into a belief in rural uniqueness and separateness. Rural America believes it rises and falls together, and that the Democratic Party stands in the way.

An unparalleled exploration of rural partisanship, this book offers a timely warning that the chasm separating urban and rural Americans cannot be papered over with policies or rhetoric. Instead, The Rural Voter shows how this division is the latest chapter in the enduring conflict over American identity.

Why would an inkstone have a poem inscribed on it? Early modern Chinese writers did not limit themselves to working with brushes and ink, and their texts were not confined to woodblock-printed books or the boundaries of the paper page. Poets carved lines of verse onto cups, ladles, animal horns, seashells, walking sticks, boxes, fans, daggers, teapots, and musical instruments. Calligraphers left messages on the implements ordinarily used for writing on paper. These inscriptions-terse compositions in verse or epigrammatic prose-relate in complex ways to the objects on which they are written.

Thomas Kelly develops a new account of the relationship between Chinese literature and material culture by examining inscribed objects from the late Ming and early to mid-Qing dynasties. He considers how the literary qualities of inscriptions interact with the visual and physical properties of the things that bear them. Kelly argues that inscribing an object became a means for authors to grapple with the materiality and technologies of writing. Facing profound social upheavals, from volatility in the marketplace to the violence of dynastic transition, writers turned to inscriptions to reflect on their investments in and dependence on the permanence of the written word. Shedding new light on cultures of writing in early modern China, The Inscription of Things broadens understandings of the links between the literary and the material.

The Making of Shia Ayatollahs offers both insider and outsider views of how a scholar becomes an Ayatollah in Shia Islam, how ayatollahs suggest diverse perspectives on faith, and how the grand ayatollahs are recognized by a balance of many factors including piety, scholarship, popularity and networking. This book consists of two parts. The first begins with the core value of knowledge in Islam and the Ulama's interpretation of jurisprudence and the subjects, values, and methodology they have developed and are applying to challenges found in the faithful practices in modern life. The author reveals the mechanisms of madrasa, hawza, their curricula, and the recognition of a scholar as an ayatollah. The second part elaborates the rich and sometimes bitter pluralism and debate within the community of ayatollahs regarding topics including denominational identity and intra-faith work, Sufism and mysticism, Philosophy (falsafa and wisdom), modernization and the West, political power and government, and women in public life. After providing a historical background on each subject, the author takes the reader into the heart of current debates among ayatollahs in Qum, Mashhad, Najaf, and Beirut without sacrificing accuracy and originality to educate a wide range of readers.

China has produced a tremendous amount of propaganda justifying its invasion and occupation of Tibet. This book reproduces excerpts from some of the most notable of these articles, along with a critical analysis. The primary themes of Chinese propaganda about Tibet are that Tibet has "always" been a part of China, thus there is no question about "Tibetan independence" or a Chinese "invasion" of Tibet; that the traditional Tibetan social system was a "dark, cruel, savage, feudal hell on earth" from which Tibetans welcomed their liberation by the CCP; and that China has selflessly assisted Tibetan social and economic development ever since while taking nothing from Tibet. China denies the legitimacy of any issues of Tibetan nationalism, self-determination or any desire by Tibetans for an independent political existence. Despite China's claims about the happiness of the Tibetan people, Tibetan resistance has continued. These excerpts from propaganda articles and documents reveal the political and cultural ideology of the Chinese as they attempt to maintain and justify their control over Tibet.
