Liberal democracy is usually treated as an independent variable, as possessing the absolutes of democratic rule. Its variable forms, changing principles and practice, and conscious destruction by its own advocates, in particular the United States, however, suggest that it is not what it appears to be. This book argues that it is a dependent variable, the political form required by the changing configurations of national capital and their countervailing forces. The forms of liberal democracy have always shifted in concert with the mode of production as their premise.

The absolutes of liberal democracy, the author contends, have never been anything but the abstracted principles of the marketplace. Their nature has now become especially visible for what they have been because the premise as national capital development has changed, leaving liberal democracy as a form without its original content, and its present content out of keeping with a national jurisdiction. As a political form, it persists, but its role has been transformed from the regulation of national capital accumulation to the enforcer of the demands of global configurations of capital.

It is a role that its citizens implicitly understand, as revealed in widespread political cynicism, decreasing electoral participation, and declining legitimacy that require ever greater measures of deceit from political leaders and increased means of coercive social control, including militarized police forces and pervasive electronic surveillance. There can be no going back to the stage of national politics because the neoliberal content of liberal democratic policies represents the necessities of global capital. And it is the contradictions of global capital that define the character of early 21st century political conflict.

The census plays a foundational, if all too easily ignored, role in the operation of the American state, shaping everything from congressional representation to the allocation of trillions of federal dollars. While census taking aspires to the high-modernist goal of "seeing like a state"-centralizing, standardizing, and homogenizing knowledge about a polity-it is subject to far more conflict and negotiation than final tabulations, maps, or technical documentation make apparent. This is especially true in a large, decentralized polity like the United States where the Constitution entrusts the ultimate authority for the census in the legislative branch.

In Counting Like a State, Philip Rocco shows how the production of the US census now hinges crucially not only on what happens in Washington but also on a series of intergovernmental partnerships. State and local officials, though not formally responsible for census taking, figure importantly in the implementation of the decennial count. These officials are essential partners in the construction and maintenance of address lists, as well as in outreach and promotion campaigns in hard-to-count communities. The 2020 Census compounded these challenges with new crises. Intergovernmental partnerships played a key role in preventing President Trump from adding a citizenship question, as state and local officials mounted a coordinated legal counteroffensive. Many local officials also simply refused to cooperate with the Trump administration's efforts to exclude undocumented immigrants from the apportionment count. The census also took place in the context of a global pandemic that stretched administrative resources to the breaking point. While these partnerships allowed the Census Bureau to adapt to ever-changing conditions on the ground, state and local governments also sounded the alarm when the Trump administration sought to rush the census. These efforts helped preserve the quality of the data collected in the 2020 count.

Rocco's illuminating study of the 2020 Census pulls back the curtain on the administrative state to reveal how something as complex and centralizing as a census takes place within a decentralized, federalist system. Drawing on analyses of interviews with hundreds of public officials and quantitative analyses of state and local census activities, Counting Like a State allows scholars and practitioners to better understand what facilitates as well as what impedes effective intergovernmental partnerships for census taking.

The Palgrave Handbook on Right-Wing Populism and Otherness in Global Perspective argues that a key characteristic of the recent rise in right-wing populist politicians worldwide is the pervasive dynamic of exclusionary conflicts and moral divisions, designated as meta-othering. This is achieved through the use of two distinct forms of otherization: 'upward' othering, which targets the establishment elites and their associates, and 'downward' othering, which involves demeaning and scapegoating certain out-groups or external outsiders. The Handbook takes a multidisciplinary approach and focuses on recent real-world expressions of right-wing populist tactics to justify, strengthen, or instrumentalize alterity narratives and claims. It provides a comprehensive analysis of manifestations of right-wing populism othering from diverse cases and variations around the world with a particular emphasis on including examples from the Global South.

This is a long-overdue book that represents a fresh look at the American heartland.

The influence of news coverage on the rise of far-right ideologies is undeniable. To better understand the potential impact of the liberal media on the development of authoritarian, ultra-nationalist, xenophobic, racist, or reactionary views, it is essential to explore the connection between dominant ideology and the role of news organizations in society. Using my analytical framework, I demonstrate how the mass media leverages the "safety net" to bolster far-right candidates and parties and weaken radical left-wing political groups and social movements, particularly during capitalist crises. My project goes beyond scrutinizing commercial media and critically analyzes the capitalist mode of production.

This book studies the role that grassroots volunteers play in the integration and naturalization process in Singapore. With increasing migration, the topics of migrant integration and belonging are of perennial academic and public interest. However, much of the existing literature on the subject is largely focused on European and North American cases. By focusing on the single case of Singapore, this project provides a story of how a city-state grapples with the issue of managing increasing cultural diversity while seeking to maintain a cohesive identity. As a city, Singapore has many ubiquitous features of other urban centres for migration, such as a rapidly diversifying population and an economy that is heavily reliant on foreign labour. At the same time, being a city-state means that the demographic and cultural changes experienced in Singapore also coincide with questions of national belonging and membership in the nation-state, in contrast to larger countries with rural-urban divides or more decentralized systems of migration management and integration. Examining this simultaneously typical yet unique case study means that this project is able to examine the processes where state and society have managed migration and cultural diversity at the level of the nation-state. For example, this project discusses how Singapore's policy of multiracialism complements nation-building efforts, adding to existing public and academic debate about whether societies can concurrently embrace cultural difference yet maintain a cohesive national identity.

The election of Donald J. Trump on November 6, 2016, changed how we understand the American presidency-but this transformation was not of his own making. His unprecedented rise to power led to an administration where Trump brazenly defied established constitutional norms and institutions. Yet, as Nicholas F. Jacobs and Sidney M. Milkis reveal, Trump's presidency was not merely a shocking departure from tradition, but a symptom of a constitutional disease that had has long afflicted the American polity. They call this condition presidentialism, a dangerous shift towards an executive-centered politics and government that places immense power in the hands of a single individual.

While some scholars of American politics view the Trump presidency as a cult of personality, Jacobs and Milkis argue that his unsettling ascent to the White House was decades in the making, the result of numerous cultural, institutional, and constitutional changes. From aggressively redeploying the federal government's administrative powers, to using the tools of the modern presidency to undertake a hostile takeover of the Republican Party, Trump's presidency reveals the peril of a presidency-centered democracy that combines executive aggrandizement and polarizing struggles over the meaning of American identity. The disruptive features of the Trump presidency should not be viewed as an ephemeral phenomenon, nor does Donald Trump's departure from the White House end the threat that presidentialism poses to American democracy.
