1963年11月1日付けでケネディー大統領は女性の地位に関する一つの委員会と一つの諮問評議会の設置を決めました(大統領令11126)。第一は「各省間にまたがる女性の地位委員会」で第二は｢女性の地位に関する市民評議会｣です。市民評議会は、民間企業・団体(及び個人)での女性地位の改善への取り組みの提案と奨励、女性の社会参加の促進の事業、などを目的に大統領が指名する18委員で構成され、年２回ペースで会合がもたれ、各年ごとに年次報告がまとめられました。報告には、フレキシブル制勤務時間、パートタイム雇用の常態化などその時々の背景がとりあげられています。
