Guo, Yanjun / Puja, I. Gusti Agung Wesaka (eds.), Sustaining Peace in ASEAN and the Asia-Pacific: Preventive Diplomacy Measures. (Series on Asian Regional Cooperation Studies 8) 250 pp. 2022:7 (World Scientific, SI) <678-870>
ISBN 978-981-12-3553-5 hard ¥19,747.- (税込) US$ 88.00 *

In 2016, the United Nations (UN) General Assembly and the UN Security Council respectively adopted resolutions on the review of the UN peacebuilding architecture, and the concept of 'sustaining peace' was formally presented. Since then, the 'sustaining peace' agenda has gradually become the core strategy of the peace cause of the UN. The agenda for sustaining peace emphasizes capacity-building for conflict prevention at the regional level.Faced with the escalation of the international security challenge, regional organizations are increasingly playing a prominent role. They have become important participants in the international peace and security agenda by enhancing cooperation with the UN. The Association of Southeast Asian Nations (ASEAN), as the centre of regional cooperation processes in the Asia-Pacific, established a series of norms and instruments related to conflict prevention. This book intends to promote discussions on linking conflict prevention and/or preventive diplomacy activities in the region with the sustaining peace agenda promoted by both the ASEAN on a regional scale and the UN on a global scale. In a collaboration between the ASEAN Institute for Peace and Reconciliation (ASEAN-IPR) and China Foreign Affairs University (CFAU), the book provides discussions from the perspective of both Chinese as well as ASEAN scholars on traditional, as well as emerging, topics on sustaining peace, as well as conflict prevention, conflict management, and conflict resolution.

Jackson, Van, Pacific Power Paradox: American Statecraft and the Fate of the Asian Peace. 296 pp. 2023:1 (Yale U. Pr., US) <678-874>
ISBN 978-0-300-25728-1 hard ¥7,854.- (税込) US$ 35.00 *

A new history of Asian peace since 1979 that considers America's paradoxical role After more than a century of recurring conflict, the countries of the Asia-Pacific region have managed something remarkable: avoiding war among nations. Since 1979, Asia has endured threats, near-miss crises, and nuclear proliferation but no interstate war. How fragile is this "Asian peace," and what is America's role in it? Van Jackson argues that because Washington takes for granted that the United States is a force for good, successive presidencies have failed to see how their statecraft impedes more durable forms of security and inadvertently embrittles peace. At times, the United States has been the region's bulwark against instability, but America has been a threat to Asian peace as much as it has been its guarantor. By grappling with how America fits into the Asian story, Jackson shows how regional stability has diminished because of U.S. choices, and why America's margin for geopolitical error is less now than ever before.

S.アヴェネル著 アジアと戦後日本-脱帝国主義化、市民のアクティヴィズム、国家アイデンティティ-
Avenell, Simon, Asia and Postwar Japan: Deimperialization, Civic Activism, and National Identity. (Harvard East Asian Monographs) 420 pp. 2022:9 (Harvard Univ. Asia Center, US) <678-890>
ISBN 978-0-674-27097-8 hard ¥14,586.- (税込) US$ 65.00 *

War, defeat, and the collapse of empire in 1945 touched every aspect of postwar Japanese society, profoundly shaping how the Japanese would reconstruct national identity and reengage with the peoples of Asia. While "America" offered a vision of re-genesis after cataclysmic ruin, "Asia" exposed the traumata of perpetration and the torment of ethnic responsibility. Obscured in the shadows of a resurgent postwar Japan lurked a postimperial specter whose haunting presence both complicated and confounded the spiritual rehabilitation of the nation.Asia and Postwar Japan examines Japanese deimperialization from 1945 until the early twenty-first century. It focuses on the thought and activism of progressive activists and intellectuals as they struggled to overcome rigid preconceptions about "Asia," as they grappled with the implications of postimperial responsibility, and as they forged new regional solidarities and Asian imaginaries. Simon Avenell reveals the critical importance of Asia in postwar Japanese thought, activism, and politics-Asia as a symbolic geography, Asia as a space for grassroots engagement, and ultimately, Asia as an aporia of identity and the source of a new politics of hope.

This interdisciplinary book offers a new analysis of the concepts, spaces, and practices of activism that emerge under diverse authoritarian modes of governance in Asia.Demonstrating the limitations of existing conceptual approaches in accounting for activism in Asia, the book also offers new understandings of authoritarian governance practices and how these shape state-civil society relations. In conjunction with its tripartite theoretical framework, the book presents regional knowledge from an array of countries in Asia, with empirically rich contributions from both scholars and activists.Through in-depth case studies, the book offers new scholarly insights that highlight the ways in which activism emerges and is contested across Asia. As such, it will be of interest to students and scholars of Asian politics, law, and sociology.

Cederloef, Gunnel / Schendel, Willem (eds.), Flows and Frictions in Trans-Himalayan Spaces: Histories of Networking and Border Crossing. (Asian Borderlands) 268 pp. 2022:6 (Amsterdam U. Pr., NE) <678-893>
ISBN 978-94-6372-437-1 hard ¥30,837.- (税込) GB£ 107.00 *

Flows and Frictions in Trans-Himalayan Spaces traces movements and connections in a region known for its formidable obstacles to mobility. Eight original essays and a conceptual introduction engage with questions of networks and interconnection between people across a bordered landscape. Mobility among the extremely varied ecologies of south-western China, Myanmar and north-eastern India, with their rugged terrain, high mountains, monsoon-fed rivers and marshy lowlands, is certainly subject to friction. But today, harsh political realities have created hard borders and fractured this trans-Himalayan terrain. However, the closely researched chapters in this book demonstrate that these borders have not prevented an abundance of movements, connections and flows. Mobility has always coexisted with friction here, but this coexistence has been unsettled, giving this space its historical shape and its contemporary dynamism. Introducing the concept of the 'corridor' as an analytical framework, this collection investigates mobility and flows in this unique socio-political landscape.

Cho, Im Sik / Kriznik, Blaz / Hou, Jeffrey (eds.), Emerging Civic Urbanisms in Asia: Hong Kong, Seoul, Singapore, and Taipei beyond Developmental Urbanization. (Asian Cities) 306 pp. 2022:6 (Amsterdam U. Pr., NE) <678-894>
ISBN 978-94-6372-854-6 hard ¥32,566.- (税込) GB£ 113.00 *

In parts of Asia, citizens are increasingly involved in shaping their neighbourhoods and cities, representing a significant departure from earlier state-led or market-driven urban development. These emerging civic urbanisms are a result of an evolving relationship between the state and civil society. The contributions in this volume provide critical insights into how the changing state-civil society relationship affects the recent surge of civic urbanism in Hong Kong, Seoul, Singapore, and Taipei, and the authors present eighteen cases of grassroots activism and resistance, collaboration and placemaking, neighbourhood community building, and self-organization and commoning in these cities. Exploring how citizen participation and state-civil society partnerships contribute to more resilient and participatory neighbourhoods and cities, the authors use the concept of civic urbanisms not only as a conceptual framework to understand the ongoing social and urban change but as an aspirational model of urban governance for cities in Asia and beyond.

Green, Nile, How Asia Found Herself: A Story of Intercultural Understanding. 464 pp. 2022:11 (Yale U. Pr., US) <678-895>
ISBN 978-0-300-25704-5 hard ¥7,854.- (税込) US$ 35.00 *

A pioneering history of cross-cultural knowledge that exposes enduring fractures in unity across the world's largest continent "Mr. Green has written a book of rigorous-and refreshing-honesty."-Tunku Varadarajan, Wall Street Journal The nineteenth century saw European empires build vast transport networks to maximize their profits from trade, and it saw Christian missionaries spread printing across Asia to bring Bibles to the colonized. The unintended consequence was an Asian communications revolution: the maritime public sphere expanded from Istanbul to Yokohama. From all corners of the continent, curious individuals confronted the challenges of studying each other's cultures by using the infrastructure of empire for their own exploratory ends. Whether in Japanese or Persian, Bengali or Arabic, they wrote travelogues, histories, and phrasebooks to chart the vastly different regions that European geographers labeled "Asia." Yet comprehension does not always keep pace with connection. Far from flowing smoothly, inter-Asian understanding faced obstacles of many kinds, especially on a landmass with so many scripts and languages. Here is the dramatic story of cross-cultural knowledge on the world's largest continent, exposing the roots of enduring fractures in Asian unity.

Guo, Li / Sieber, Patricia / Kornicki, Peter (eds.), Ecologies of Translation in East and South East Asia, 1600-1900. 366 pp. 2022:6 (Amsterdam U. Pr., NE) <678-896>
ISBN 978-94-6372-955-0 hard ¥32,566.- (税込) GB£ 113.00 *

This ground-breaking volume on early modern inter-Asian translation examines how translation from plain Chinese was situated at the nexus between, on the one hand, the traditional standard of biliteracy characteristic of literary practices in the Sinographic sphere, and on the other, practices of translational multilingualism (competence in multiple spoken languages to produce a fully localized target text). Translations from plain Chinese are shown to carve out new ecologies of translations that not only enrich our understanding of early modern translation practices across the Sinographic sphere, but also demonstrate that the transregional uses of a non-alphabetic graphic technology call for different models of translation theory.

Colonialism: A Global History interprets colonialism as an unequal relationship characterised by displacement and domination, and reveals the ways in which this relationship has been constitutive of global modernity. The volume focuses on colonialism's dynamism, adaptability, and resilience. It appraises a number of successive global colonial 'waves', each constituting a specific form of colonial domination, each different from the previous ones, each affecting different locales at different times, and each characterised by a particular method of exploiting colonised populations and territories. Outlining a succession of distinct colonising conjunctures, and the ways in which they 'washed over' what is today understood as the 'Global South', shaping and reshaping institutions and prompting diverse responses from colonised communities, Colonialism: A Global History also outlines the contemporary relevance of this unequal relation. Overall, it provides an original definition of colonialism and tells the global history of this mode of domination's evolution and reach. The broad chronological and geographical scope makes this volume the ideal resource for all students and scholars interested in globalisation, colonialism, and empire.

This book unpacks the political economy of China's COVID-19 vaccine supplies to the Global South. Examining the political and economic forces at play, the book demonstrates how China's vaccine provisions have been determined by a complex set of commercial interests, domestic politics and geopolitical relationships. The book sheds light on how domestic interests shape China's role in global governance and its international economic engagement. Its analysis contributes to broader academic debates on the politics and economics of crises, as well as offering new insights on how pre-existing political and market forces shape aid and trade in the context of crisis.

Mohan, Deepanshu / Padmanabhan, Abhinav, Strongmen Saviours: A Political Economy of Populism in India, Turkey, Russia, and Brazil. 256 pp. 2022:9 (Routledge, UK) <678-245>

ISBN 978-1-03-228832-1 paper ¥10,660.- (税込) GB£ 36.99 *

This book is an introduction to right-wing populist movements outside the West, looking at four key case studies, their commonalities and differences.Populism has been on the rise worldwide since the global financial crisis of 2008, with few countries left entirely untouched by the phenomenon. At the same time, the specific circumstances of different countries vary considerably; and it is important that in seeking to understand these movements, we do not assume they are all the same - albeit that they have some characteristics in common. This book takes the case studies of India, Turkey, Russia and Brazil in turn, examining how they have each taken quite distinct journeys to similar destinations. It offers both a better understanding of each country's slide towards 'strongman' authoritarianism and an analysis of the common elements shared between them. This book is an essential introduction to the rise of populism outside the West for students of international political economy and comparative politics.

アジア太平洋における地方分権化、地方のガバナンス、SDGsのローカル化
Carrasco, Bruno / Rahemtulla, Hanif A. et al. (eds.), Decentralization, Local Governance, and Localizing the Sustainable Development Goals in Asia and the Pacific. (Routledge Studies in Sustainable Development) 384 pp. 2022:9 (Routledge, UK) <678-247>
ISBN 978-1-03-225252-0 hard ¥47,553.- (税込) GB£ 165.00 *

Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat's New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. The Open Access version of this book, available at www.taylorfrancis.com, has been made available under a Creative Commons Attribution-Non-Commercial-No Derivative License (CC BY-NC-ND 3.0 IGO).
