How sugarcane monoculture decimated an island's water supply and people

Dominica, a place once described as "Nature's Island," was rich in biodiversity and seemingly abundant water, but in the eighteenth century a brief, failed attempt by colonial administrators to replace cultivation of varied plant species with sugarcane caused widespread ecological and social disruption. Illustrating how deeply intertwined plantation slavery was with the environmental devastation it caused, Mapping Water in Dominica situates the social lives of eighteenth-century enslaved laborers in the natural history of two Dominican enclaves.

Mark Hauser draws on archaeological and archival history from Dominica to reconstruct the changing ways that enslaved people interacted with water and exposes crucial pieces of Dominica's colonial history that have been omitted from official documents. The archaeological record-which preserves traces of slave households, waterways, boiling houses, mills, and vessels for storing water-reveals changes in political authority and in how social relations were mediated through the environment. Plantation monoculture, which depended on both slavery and an abundant supply of water, worked through the environment to create predicaments around scarcity, mobility, and belonging whose resolution was a matter of life and death. In following the vestiges of these struggles, this investigation documents a valuable example of an environmental challenge centered around insufficient water.

Mapping Water in Dominica is available in an open access edition through the Sustainable History Monograph Pilot, thanks to the generous support of the Andrew W. Mellon Foundation and Northwestern University Libraries.

This book examines the emergence and development of the 2009 Green Movement in Iran. In Turbulent Streams: An Environmental History of Japan's Rivers, 1600-1930, Roderick I. Wilson describes how the rivers of Japan are both hydrologically and historically dynamic. Today, these waterways are slowed, channeled, diverted, and dammed by a myriad of levees, multiton concrete tetrapods, and massive multipurpose dams. In part, this intensive engineering arises from the waterways falling great elevations over short distances, flowing over unstable rock and soil, and receiving large quantities of precipitation during monsoons and typhoons. But this modern river regime is also the product of a history that narrowed both these waterways and people's diverse interactions with them in the name of flood control. Neither a story of technological progress nor environmental decline, this history introduces the concept of environmental relations as a category of historical analysis both to explore these fluvial interactions and reveal underappreciated dimensions of Japanese history.

In an era of rapid international economic integration, how do countries interact, innovate, and compete in industries, like energy, that are fundamental to national interests? In Collaborative Advantage, Jonas Nahm examines the development of the wind and solar industries, two historically important sectors that have long been the target of ambitious public policy. As wind and solar grew from cottage industries into lucrative global sectors of geopolitical importance, China, Germany, and the United States each developed distinct constellations of firms with starkly different technical capabilities. The book shows that globalization itself has reinforced such distinct national patterns of industrial specialization. Economically, globalization has allowed domestic firms to specialize in specific activities because of new opportunities to collaborate with firms from abroad. Politically, new possibilities for specialization have allowed firms to repurpose existing domestic institutions for application in new industries. Against the backdrop of policy efforts that have generally failed to grasp the cross-national nature of innovation, the book offers a novel explanation for both the causes of changes in the global organization of innovation and their impact on domestic politics. In this book, Sandra Engstrand uses role theory to study learning processes in environmental policy negotiations in the Arctic Council.

Owing to rapid ice-melting in the Arctic region, and more accessible commercial opportunities, there is a greater need for environmental protection. However, large sections of the Arctic fall under state jurisdiction, often causing tensions to arise that prevent any cooperation from achieving fully efficient environmental protection. To enhance our understanding on how states learn about environmental norms, Engstrand examines negotiation processes on environmental protection for the prevention of Arctic marine oil spills and the reduction of short-lived climate pollutants. Through interviews with state representatives and through text analyses of nearly twenty years of meetings between Senior Arctic Officials from each of the eight Arctic states, Engstrand suggests that learning on environmental norms runs firstly through a learning of roles in international relations. She demonstrates how member states develop through self-reflection and by considering the expectation of others, concluding that states' wishes to preserve their social role in a group and to be perceived as Arctic 'cooperators' are drivers for a social education on environmental norms.

In this pathbreaking book, Pierre Charbonnier opens up a new intellectual terrain: an environmental history of political ideas. His aim is not to locate the seeds of ecological thought in the history of political ideas as others have done, but rather to show that all political ideas, whether or not they endorse ecological ideals, are informed by a certain conception of our relationship to the Earth and to our environment.

The fundamental political categories of modernity were founded on the idea that we could improve on nature, that we could exert a decisive victory over its excesses and claim unlimited access to earthly resources. In this way, modern thinkers imagined a political society of free individuals, equal and prosperous, alongside the development of industry geared towards progress and liberated from the Earth's shackles. Yet this pact between democracy and growth has now been called into question by climate change and the environmental crisis. It is therefore our duty today to rethink political emancipation, bearing in mind that this can no longer draw on the prospect of infinite growth promised by industrial capitalism. Ecology must draw on the power harnessed by nineteenth-century socialism to respond to the massive impact of industrialization, but it must also rethink the imperative to offer protection to society by taking account of the solidarity of social groups and their conditions in a world transformed by climate change.

This timely and original work of social and political theory will be of interest to a wide readership in politics, sociology, environmental studies and the social sciences and humanities generally.

There is widespread agreement that something must be done to combat anthropogenic climate change. And yet what is the extent of our obligations? It would clearly be unjust for us to allow global warming to reach dangerous levels. But what is the nature of this injustice? Providing a plausible philosophical specification of the wrongness of our present inaction has proven surprisingly difficult. Much of this is due to the temporal structure of the problem, or the fact that there is such a significant delay between our actions and the effects that they produce. Many normative theories that sound plausible when applied to contemporaneous problems generate surprising or perverse results when applied to problems that extend over long periods of time, involving effects on individuals who have not yet been born. So while states have a range of sensible climate change policies at their disposal, the philosophical foundations of these policies remains indeterminate. By far the most influential philosophical position has been the variant of utilitarianism most popular among economists, which maintains that we have an obligation to maximize the well-being of all people, from now until the end of time. Climate change represents an obvious failure of maximization. Many environmental philosophers, however, find this argument unpersuasive, because it also implies that we have an obligation to maximize economic growth. Yet their attempts to provide alternative foundations for policy have proven unpersuasive. Joseph Heath presents an approach to thinking about climate change policy grounded in social contract theory, which focuses on the fairness of existing institutions, not the welfare of future generations, in order to generate a set of plausible policy prescriptions.
