Distributing Condoms and Hope is a feminist ethnographic account of how youth sexual health programs in the racially and economically stratified city of "Millerston" reproduce harm in the marginalized communities they are meant to serve.

Chris A. Barcelos makes space for the stories of young mothers, who often recognize the narrow ways that public health professionals respond to pregnancies. Barcelos's findings show that teachers, social workers, and nurses ignore systemic issues of race, class, and gender and instead advocate for individual-level solutions such as distributing condoms and promoting "hope." Through a lens of reproductive justice, Distributing Condoms and Hope imagines a different approach to serving marginalized youth-a support system that neither uses their lives as a basis for disciplinary public policies nor romanticizes their struggles.

Indonesians and Their Arab World explores the ways contemporary Indonesians understand their relationship to the Arab world. Despite being home to the largest Muslim population in the world, Indonesia exists on the periphery of an Islamic world centered around the Arabian Peninsula. Mirjam Luecking approaches the problem of interpreting the current conservative turn in Indonesian Islam by considering the ways personal relationships, public discourse, and matters of religious self-understanding guide two groups of Indonesians who actually travel to the Arabian Peninsula-labor migrants and Mecca pilgrims-in becoming physically mobile and making their mobility meaningful. This concept, which Luecking calls "guided mobility," reveals that changes in Indonesian Islamic traditions are grounded in domestic social constellations and calls claims of outward Arab influence in Indonesia into question. With three levels of comparison (urban and rural areas, Madura and Central Java, and migrants and pilgrims), this ethnographic case study foregrounds how different regional and socioeconomic contexts determine Indonesians' various engagements with the Arab world.

Why do conflict-generated diasporas mobilize in contentious and non-contentious ways or use mixed strategies? This book develops a theory of socio-spatial positionality and its implications for the individual agency of diaspora entrepreneurs. A novel typology features four types of diaspora entrepreneurs-Broker, Local, Distant, and Reserved-depending on the relative strength of their socio-spatial linkages to host-land, original homeland, and other global locations. A two-level typological theory captures nine causal pathways unravelling how diaspora entrepreneurs operate in transnational social fields and interact with host-land foreign policies, homeland governments, parties, non-state actors, critical events, and limited global influences. Non-contention often occurs when diaspora entrepreneurs act autonomously and when host-state foreign policies converge with their goals. Dual-pronged contention is common under the influence of homeland governments, non-state actors, and political parties. The most contention occurs in response to violent events in the original homeland or adjacent to it fragile states. The book is informed by 300 interviews among the Albanian, Armenian, and Palestinian diasporas connected to de facto states, Kosovo, Nagorno-Karabakh, and Palestine respectively. Interviews were conducted in the UK, Germany, France, Netherlands, Sweden, Switzerland, Brussels in Belgium, as well as Kosovo and Armenia in the European neighbourhood.

What explains the variety of responses that states adopt toward different refugee groups? Refugees might be granted protection or turned away; they might be permitted to live where they wish and earn an income, pursue education, and access medical treatment; or, they might be confined to a camp and forced to rely on aid while being denied basic services. However, states do not consistently wield their capacity for control, nor do they jealously guard their authority to regulate. In this book, Lamis Elmy Abdelaaty asks why states sometimes assert their sovereignty vis-a-vis refugee rights and at other times seemingly cede it by delegating refugee oversight to the United Nations. To explain this selective exercise of sovereignty, Abdelaaty develops a two-part theoretical framework in which policymakers in refugee-receiving countries weigh international and domestic concerns. Policymakers in a receiving country might decide to offer protection to refugees from a rival country in order to undermine the sending country's stability, saddle it with reputation costs, and even engage in guerilla-style cross-border attacks. At the domestic level, policymakers consider political competition among ethnic groups-welcoming refugees who are ethnic kin of citizens can satisfy domestic constituencies, expand the base of support for the government, and encourage mobilization along ethnic lines. When these international and domestic incentives conflict, the state shifts responsibility for refugees to the UN, which allows policymakers to placate both refugee-sending countries and domestic constituencies. Abdelaaty analyzes asylum admissions worldwide, and then examines three case studies in-depth: Egypt (a country that is broadly representative of most refugee recipients), Turkey (an outlier that has limited the geographic application of the Refugee Convention), and Kenya (home to one of the largest refugee populations in the world). Discrimination and Delegation argues that foreign policy and ethnic identity, more so than resources, humanitarianism, or labor skills, shape reactions to refugees.

While migration has become an all-important topic of discussion around the globe, mainstream literature on migrants' legal adaptation and integration has focused on case studies of immigrant communities in Western-style democracies. We know relatively little about how migrants adapt to a new legal environment in the ever-growing hybrid political regimes that are neither clearly democratic nor conventionally authoritarian. This book takes up the case of Russia-an archetypal hybrid political regime and the third largest recipients of migrants worldwide-and investigates how Central Asian migrant workers produce new forms of informal governance and legal order. Migrants use the opportunities provided by a weak rule-of-law and a corrupt political system to navigate the repressive legal landscape and to negotiate-using informal channels-access to employment and other opportunities that are hard to obtain through the official legal framework of their host country. This lively ethnography presents new theoretical perspectives for studying immigrant legal incorporation in similar political contexts.

With increased movements of people around the world, the role of transnational economic activity is becoming ever more significant. Yet little is understood about the motivations and contribution of those who return to their homeland to undertake entrepreneurial activity. The Diaspora and Returnee Entrepreneurship analyzes the role that the diaspora play when returning as entrepreneurs to their homeland. Nick Williams investigates "returnee entrepreneurs," or people who have moved away from their home country, lived as part of the diaspora, and later returned home to live, invest, or both. Based on exhaustive research, this book examines the motivations and activities of these returnee entrepreneurs coming back to challenging homeland economies. Williams draws on evidence from the post-conflict economies of Bosnia, Herzegovina, Kosovo, and Montenegro, all of which are characterized by relatively weak institutional environments. His analysis shows how return to complex environments is often not based on perceived profit opportunities but is due to an emotional attachment informing investment decisions. Exploring questions of isolation versus assimilation, institutional involvement, and personal networking, the book covers more than just the policy approaches that extract higher levels of remittances and studies broad and varied approaches being used by governments around the world, specifically those in post-conflict economies. Through an in-depth study of the dynamics of return and entrepreneurship, this book shows that concerted efforts need to be made to improve perceptions of state political institutions among the diaspora to secure further assimilation, investment, and prosperity. Williams proves that by understanding the challenges and opportunities associated with diaspora return entrepreneurship, more effective strategies can, and should, be put in place.

The civil rights movement was among the most important historical developments of the twentieth century and one of the most remarkable mass movements in American history. Stories of non-US citizens caught in the jaws of the immigration bureaucracy and subject to indefinite detention are in the headlines daily. These men, women, and children remain almost completely without rights, unprotected by law and the Constitution, and their status as outsiders, even though many of have lived and worked in this country for years, has left them vulnerable to the most extreme forms of state power. Although the rhetoric surrounding these individuals is extreme, the US government has been locking up immigrants since the late nineteenth century, often for indefinite periods and with limited ability to challenge their confinement. Forever Prisoners offers the first broad history of immigrant detention in the United States. Elliott Young focuses on five stories, including Chinese detained off the coast of Washington in the late 1880s, an "insane" Russian-Brazilian Jew caught on a ship shuttling between New York and South America during World War I, Japanese Peruvians kidnapped and locked up in a Texas jail during World War II, a prison uprising by Mariel Cuban refugees in 1987, and a Salvadoran mother who grew up in the United States and has spent years incarcerated while fighting deportation. Young shows how foreigners have been caged not just for immigration violations, but also held in state and federal prisons for criminal offenses, in insane asylums for mental illness, as enemy aliens in INS facilities, and in refugee camps. Since the 1980s, the conflation of criminality with undocumented migrants has given rise to the most extensive system of immigrant incarceration in the nation's history. Today over half a million immigrants are caged each year, some serving indefinite terms in what has become the world's most extensive immigrant detention system. And yet, Young finds, the rate of all forms of incarceration for immigrants was as high in the early twentieth century as it is today, demonstrating a return to past carceral practices. Providing critical historical context for today's news cycle, Forever Prisoners focuses on the sites of limbo where America's immigration population have been and continue to be held.
