Comparing four displaced communities in four early modern sanctuary cities (Rome, Venice, Livorno, and London), I show that refugees were not only the victims of state violence but actively negotiated with governments, contributing to the creation of asylum and resettlement policies. Reading the multilingual corpus of early modern refugee literature, I study the discursive practices that displaced people used to prevent persecution and secure rights for their communities. Thus, the history of displacement that emerges from this volume is not simply a "history from below," solely centered on persecuted minorities but rather a larger 'refugee history,' that studies both institutions and communities, and recovers the norms and practices that arose in response to forced migration. Waters of Destiny tells the story of how sugarcane came to be produced at industrial scale in the Florida Everglades, thanks to a federal flood-control system that led to the devastation of downstream ecosystems and communities. It tells how the demand for both flood protection and water supply outstripped the system's capacity to deliver, necessitating painful tradeoffs. Water managers and advocates have been trying to solve this operational conundrum for decades, but South Florida's environment radically limits water-control options. Scientists advocate restoring drained wetlands to allow floodwaters to once again spread across the landscape, but they have been repeatedly foiled by Big Sugar, for whom any loss of cane acreage threatens their refineries' profit margins. This Element argues that early modern witchcraft (discourse, visual imagery and trials) in Scotland, England, Ireland and America demonised, devalued and disqualified non-normative bodies and minds. Using interpretative frameworks of monstrosity and deformity, while working within wider religious and medical understandings of disability, physical, cognitive, and sensory difference was read as inner corruption, sin or divine punishment or medicalised and pathologized as something to be fixed. The witch's body became monstrous through association with demonic creatures and physical transformation, while visible physical difference offered sought-after physical evidence of witchcraft. Intersecting with social status, reputation, and gender, disability then explains why some individuals were accused of witchcraft. Disability could also hamper a suspects' ability to defend themselves during interrogation and trial. Their victims, the bewitched, however, used witchcraft accusations to navigate discriminatory narratives and treatment of disabling conditions and to find ways to cure or mitigate them.

This book focuses on the symbolic power of a talking filibuster. Since a true filibuster requires hours of standing and talking, it is physically grueling. While some talking filibusters obstruct the passage of undesirable bills and nominees, other aims may include publicizing an ignored issue, revising a bill, or forcing consideration of an otherwise dead bill. Moreover, filibustering can give voice to an unheard group that can coalesce and create a political movement, such as the libertarian posse that formed during Rand Paul's 2013 filibuster against drone killings or the feminist army that formed during Wendy Davis's filibuster against a Texas abortion bill that same year. It's this suffering of the legislator on behalf of constituents that captures the cultural imagination and leads to filibuster depictions in film ("Mr. Smith Goes to Washington"), on television (The Simpsons, The West Wing, Parks and Recreation, Scandal), and helps filibusters to go viral on social media. Charting the history of the filibuster from Ancient Rome until today, this book argues that the filibuster's evolution can be traced through eras of anti-tyranny, deliberation, drama, and emancipation. Chapter by chapter, this evolution is described with Jean Baudrillard's conception of the real, simulation, simulacra, and the hyperreal, and with Jacques Ranciere's theories of dissensus and emancipation.


In a timely and insightful volume, Evan Johnson has produced a detailed and cogent rhetorical history of the filibuster. Filibustering Tyranny provides a well-written, thoughtful, and useful analysis of the purposes and uses of the filibuster from ancient times to our present moment. For many international observers of Russia's full-scale invasion of Ukraine, the Ukrainian Holodomor is the most important story they have never heard. When the Ukrainian Sun Rises explores the domestic, international, and geopolitical implications of this 1932-33 genocide-an artificial famine in Joseph Stalin's Soviet Ukraine that killed at least 4 million people and changed Ukrainian society forever.

Against the backdrop of the current war between Ukraine and Russia, Hook draws on multiyear ethnographic fieldwork across Ukraine, and probes the dynamics and legacy of the Holodomor through the eyes of today's Ukrainian leaders from the political, legal, activist, and academic fields. Never-before-published interviews uncover a paradox: Although this singular event nearly destroyed Ukraine, it also provided the narrative storyline by which contemporary leaders would one day seek to rebuild their nation.

Toxic Fear explores how fear shaped the public and private lives of those seeking to make sense of pollution in the 1980s. Driving Egan's interest in environmental anxieties is an exploration of the social and political infrastructure that took shape during the final quarter of the twentieth century. Egan ties the uncertainties rippling through American communities and across mainstream media to the neoliberal project and its deference to self-interest as the only path to prosperity. In this groundbreaking history, Amy Kerner explores the critical role of the Yiddish language in defining ethnicity and belonging for Argentina's Jewish diaspora, the largest in Latin America. Jews came to Argentina's provinces and growing cities as immigrants and refugees from Europe beginning in the late nineteenth century. Although Jewish immigrants were multilingual, they nevertheless gave Yiddish a central place in Jewish Argentine culture for over a century. Kerner elucidates how the longstanding influence of Yiddish culture in Argentine Jewish life resulted from national migration policies, urban modernity, populism, and the alliance of Yiddish speakers with Argentine anti-fascism. In turn, Jewish Argentines used Yiddish to document, debate, and respond to events on local and global scales, including the Holocaust, Israeli Zionism, and Latin American state terror.

In this ambitious study of the transition from slavery to freedom, Christopher Bischof explores the idealism that characterized imperial responses to emancipation. Employing a new analytical framework, he considers how British reformers used schemes of liberal humanitarian reform to encourage outcomes that were humane for freedpeople but also secured the continued prosperity of sugar plantations. Through wide-ranging case studies of free-labor abolitionism, special magistrates, elementary education, freeholding, and Chinese indentured labor, the cheap, light-handed humanitarian interventions designed to produce this outcome come into view. A novel approach to the study of the past has been crystallizing in the last decade. Its practitioners are revisiting themes as varied as war, race, and trade by focusing on state and non-state relationships between actors from several empires, as opposed to studying empires in isolation. Just as nation-state studies have been balanced by global and transnational histories, transimperial history is now transforming the history of empires. This is the first book-length introduction to the fast-growing sub-field. Combining conceptual reflections with a historiographic state of the art, it bears on relations across empires around the modern world, from Africa and Asia to Europe and the Americas. Covering both societal and governmental actors, and arguing that power differences and their negotiations are central to transimperial relations, this work presents a comprehensive framework for doing modern transimperial history. It argues that this field has multiple genealogies, including global history, early modern connected history, and what one could call revisionist methodological imperialism. It identifies four overlapping facets of transimperial relationships: coexistence, intervention/counter-intervention, cooperation, and competition. It reflects on how imperial actors made historical and contemporary comparisons to construct identities and legitimize power. A chapter on power in and across empires offers reflections on despotic, infrastructural, bio-power, framing power, and counter-power. In chapters on spaces and times, the book analyses spatial fixity and/versus mobility and reflects on transimperial infrastructures, places, borderlands, and maritime spaces; explores how empires helped drive and exhibited multiple competing temporalities; and argues that a truly interconnected transimperial world crystallized around the 1860s/70s. A final chapter, on methods, explains why transimperial history requires strategic navigation of multiple historiographies, linguistic competencies, and sources. The book concludes that its scholarly interest aside, transimperial history is timely: it helps us reflect on our emerging multipolar world.
