The history of war is also a history of its justification. The contributions to this book argue that the justification of war rarely happens as empty propaganda. While it is directed at mobilizing support and reducing resistance, it is not purely instrumental. Rather, the justification of force is part of an incessant struggle over what is to count as justifiable behaviour in a given historical constellation of power, interests, and norms. This way, the justification of specific wars interacts with international order as a normative frame of reference for dealing with conflict. The justification of war shapes this order, and is being shaped by it. As the justification of specific wars entails a critique of war in general, the use of force in international relations has always been accompanied by political and scholarly discourses on its appropriateness. In much of the pertinent literature the dominating focus is on theoretical or conceptual debates as a mirror of how international normative orders evolve. In contrast, the focus of the present volume is on theory and political practice as sources for the re- and de-construction of the way in which the justification of war and international order interact. With contributions from international law, history, and international relations, and from Western and non-Western perspectives, this book offers a unique collection of papers exploring the continuities and changes in war discourses as they respond to and shape normative orders from early modern times to the present.

A work of extraordinary range and striking originality, The Gun, the Ship, and the Pen traces the global history of written constitutions from the 1750s to the twentieth century, modifying accepted narratives and uncovering the close connections between the making of constitutions and the making of war. In the process, Linda Colley both reappraises famous constitutions and recovers those that have been marginalized but were central to the rise of a modern world.

She brings to the fore neglected sites, such as Corsica, with its pioneering constitution of 1755, and tiny Pitcairn Island in the Pacific, the first place on the globe permanently to enfranchise women. She highlights the role of unexpected players, such as Catherine the Great of Russia, who was experimenting with constitutional techniques with her enlightened Nakaz decades before the Founding Fathers framed the American constitution. Written constitutions are usually examined in relation to individual states, but Colley focuses on how they crossed boundaries, spreading into six continents by 1918 and aiding the rise of empires as well as nations. She also illumines their place not simply in law and politics but also in wider cultural histories, and their intimate connections with print, literary creativity, and the rise of the novel.

Colley shows how-while advancing epic revolutions and enfranchising white males-constitutions frequently served over the long nineteenth century to marginalize indigenous people, exclude women and people of color, and expropriate land. Simultaneously, though, she investigates how these devices were adapted by peoples and activists outside the West seeking to resist European and American power. She describes how Tunisia generated the first modern Islamic constitution in 1861, quickly suppressed, but an influence still on the Arab Spring; how Africanus Horton of Sierra Leone-inspired by the American Civil War-devised plans for self-governing nations in West Africa; and how Japan's Meiji constitution of 1889 came to compete with Western constitutionalism as a model for Indian, Chinese, and Ottoman nationalists and reformers.

Vividly written and handsomely illustrated, The Gun, the Ship, and the Pen is an absorbing work that-with its pageant of formative wars, powerful leaders, visionary lawmakers and committed rebels-retells the story of constitutional government and the evolution of ideas of what it means to be modern.

Whites and Reds: A History of Wine in the Lands of Tsar and Commissar tells the story of Russia's encounter with viniculture and winemaking. Rooted in the early-seventeenth century, embraced by Peter the Great, and then magnified many times over by the annexation of the indigenous wine economies and cultures of Georgia, Crimea, and Moldova in the late-eighteenth and early-nineteenth centuries, viniculture and winemaking became an important indicator of Russia's place at the European table. While the Russian Revolution in 1917 left many of the empire's vineyards and wineries in ruins, it did not alter the political and cultural meanings attached to wine. Because wine was domesticated by virtue of imperialism, its history reveals many of the instabilities and peculiarities of the Russian and Soviet empires. Over two centuries, the production and consumption patterns of peripheral territories near the Black Sea and in the Caucasus became a hallmark of Russian and Soviet civilizational identity and cultural refinement. The psychological toll of war is vast, and the social costs of war's psychiatric casualties extend even further. Yet military mental health care suffers from extensive waiting lists, organizational scandals, spikes in veteran suicide, narcotic overprescription, shortages of mental health professionals, and inadequate treatment. The European Rescue of the Franco Regime, 1950-1975 explores how the governments of the founding members of the European Coal and Steel Community and the European Economic Community, acting collectively via the European Communities, assisted in the consolidation of the Franco regime. It explains how the Six (the Nine after 1972) implemented a set of policy measures that facilitated the subsistence of the Franco regime, proving that trade with the Six improved Spain's overall economic performance, which in turn secured Franco's rule. The Six provided the Spanish economy with a stable supply of essential raw materials and capital goods and with outlet markets for the country's main export commodities. Through these mechanisms the European Communities assisted Spanish economic development and supported the stabilization of the non-democratic political regime ruling Spain. The Franco regime was never threatened by European integration and the Six/Nine managed to isolate meaningful Community negotiations with Spain from mounting political disturbance. The European Rescue of the Franco Regime, 1950-1975 shows that without unremitting material assistance from Western Europe, it would have been considerably more challenging for the Franco regime to attain the stability that enabled the dictator to maintain his rule until he died peacefully at 82 years old.

Across the modern era, the traditional stereotype of Germans as authoritarian and subservient has faded, as they have become (mostly) model democrats. This book, for the first time, examines 130 years of history to comprehensively address the central questions of German democratization: How and why did this process occur? What has democracy meant to various Germans? And how stable is their, or indeed anyone's, democracy? Looking at six German regimes across thirteen decades, this study enables you to see how and why some Germans have always chosen to be politically active (even under dictatorships); the enormous range of conceptions of political culture and democracy they have held; and how interactions among various factors undercut or facilitated democracy at different times. Michael L. Hughes also makes clear that recent surges of support for 'populism' and 'authoritarianism' have not come out of nowhere but are inherent in long-standing contestations about democracy and political citizenship. Hughes argues that democracy - in Germany or elsewhere - cannot be a story of adversity overcome which culminates in a happy ending; it is an ongoing, open-ended process whose ultimate outcome remains uncertain.

This is the first in-depth study of urban ritual in relation to the British industrial setting. Centring on a case study of three communities which witnessed contrasting experiences of industrialisation, it charts the way municipal ceremony was utilised to showcase urban development, local identity and community pride. By drawing upon municipal records, press reports, visual culture and ephemera, it considers a wide range of public events such as royal celebrations and commemorations, urban development ceremonies, local jubilees and public funerals, to uncover the evolution of civic ritual over a century. This represents a significant step forward in relation to the burgeoning field of urban ritual studies by recognizing the importance of precedent in the planning of civic ritual and its potential to be a form of entertainment. In doing so, it establishes the way municipal politicians and community leaders utilized civic ritual to convey specific meaning and to rival neighbouring towns and cities. Civic Ritual, Commemoration and Public Celebration in Urban Britain, 1850-1950 makes an original contribution to the literature on civic ritual by comparing and contrasting previously unconnected ceremonial events. While previous studies suggest that civic ritual declined from the late 19th century, this study demonstrates that local celebrations were remade as recreational opportunities in response to cultural change. The interdependency of seemingly unrelated civic events is made clear, as similar or identical civic ritual was repeated for various ceremonies. Through the adoption of recreational commemoration and the use of modern technology, the public became active participants in municipal ceremony. This allowed civic ritual to be implemented in a manner which kept pace with socio-cultural development and the mass leisure industry, shedding considerable light on the national use of urban ceremony in the process.

Despite Britain entering the 20th century as the dominant world power, public discourses were imbued with a cultural pessimism and rising social anxiety. Through this study, Samuel Foster explores how this changing domestic climate shaped perceptions of other cultures, and Britain's relationship to them, focusing on those Balkan territories that formed the first Yugoslavia from 1918 to 1941. The Romanian Orthodox Church expanded significantly after the First World War, yet Protestant Repenter and schismatic Orthodox movements such as Old Calendarism also grew exponentially during this period, terrifying church leaders who responded by sending missionary priests into the villages to combat sectarianism. Several lay renewal movements such as the Lord's Army and the Stork's Nest also appeared within the Orthodox Church, implicating large numbers of peasants and workers in tight-knit religious communities operating at the margins of Eastern Orthodoxy. Bringing the history of the Orthodox Church into dialogue with sectarianism, heresy, grassroots religious organization and nation-building, Roland Clark explores how competing religious groups in interwar Romania responded to and emerged out of similar catalysts, including rising literacy rates, new religious practices and a newly empowered laity inspired by universal male suffrage and a growing civil society who took control of community organizing. He also analyses how Orthodox leaders used nationalism to attack sectarians as 'un-Romanian', whilst these groups remained indifferent to the claims the nation made on their souls. Situated at the intersection of transnational history, religious history and the history of reading, Sectarianism and Renewal in 1920s Romania challenges us to rethink the one-sided narratives about modernity and religious conflict in interwar Eastern Europe.

In light of the discrepancy between Britain's and France's postcolonial security roles in Africa, which seemed already determined half a decade after independence, this book studies the making of the postcolonial security relationship during the transfer of power and the early years of independence (1958-1966). It focuses on West Africa, and more specificially the newly independent states of Nigeria and Cote d'Ivoire, which rapidly evolved into key players in the postcolonial struggle for Africa. Based on research in fourteen archives in Africa, Europe, and the United States, Postcolonial Security comparatively investigates the establishment of formal defence relations, the disintegration of the Anglo-Nigerian 'special relationship' and the Franco-Ivorian 'neo-colonial collusion', the provision of British and French military assistance to their former colonies and the competition they faced from West Germany and Israel respectively, and the Anglo-American partnership in Nigeria and the Franco-American rivalry in Cote d'Ivoire. It demonstrates that whereas Britain was rapidly and increasingly pushed out of and replaced in the Nigerian security sector by western competitors, France succeeded in retaining its military foothold and pre-eminence in Cote d'Ivoire. Informed by postcolonial approaches, Postcolonial Security argues that while London's Cold War blinkers and Paris's neo-imperial agenda were part of the equation, the postcolonial security relationship was ultimately determined by the Nigerian and Ivorian elites, which in turn responded to their local and regional circumstances against the background of the Cold War in Africa.

In the wake of the devastating WWI, three Jews headed the most valuable territory in the British Empire in addition to a strategically important new addition. Edwin Montagu held the position of Secretary of State for India, Rufus Isaacs (Lord Reading) was the newly appointed Viceroy of India, and Herbert Samuel arrived in Jerusalem as the first High Commissioner of Palestine. Their appointments came at a time of great upheaval as Indian nationalists clamoured for independence, pan-Islamists fought to keep the defeated Ottoman Empire intact and the sultan in Constantinople, and Zionists sought to build on the wartime promise by the British government to create a Jewish homeland in Palestine in face of opposition by Palestinians and pan-Islamists. The task of tackling these issues was made all the more difficult by accusations that Jews were not loyal to the British Empire and its goals, a view promoted by the appearance of the antisemitic Protocols of the Elders of Zion in English translation. This book follows this web of divisive imperial politics, and nationalist and pan-Islamist aspirations in India and Palestine, through the lives and work of these three men whose efforts were coloured by the post-war fear of a declining empire that was being corroded from within.

Over 8,200 large city fires broke out between 1000 and 1939 CE in Central Europe. Prometheus Tamed inquires into the long-term history of that fire ecology, its local and regional frequencies, its relationship to climate history. It asks for the visual and narrative representation of that threat in every-day life. Institutional forms of fire insurance emerged in the form of private joint stock companies (the British model, starting in 1681) or in the form of cameralist fire insurances (the German model, starting in 1676). A bold argument that tackles current trends, such as rising nationalism, arguing that they strengthen rather than undermine transatlantic ties. Is the West finished as a political idea? In recent years, observers have begun pointing to signs that this transatlantic community is eroding. When the European Union expanded, the classic European nation state was in decline. Now, nationalism is on the rise. Furthermore, nations within the EU are less willing to cooperate with the US on policies that require sacrifice and risks, such as using military force alongside the US. Today, following the twin shocks of Brexit and Trump's election, the concept of a unified Western transatlantic community seems to be a relic. But, in Pax Transatlantica, the international historian Jussi Hanhimaeki explains why the West is far from over. Hanhimaeki argues that-despite Trump's inflammatory, dismissive rhetoric-NATO continues to provide robust security for its member states. NATO has survived by expanding its remit and scope, and it is viewed favorably by member states overall. Moreover, the transatlantic relationship boasts the richest and most closely connected transcontinental economy in the world. Despite the potential fallout from current trade wars-especially between the US and China-and the rise of economic nationalism, the West still benefits from significant transatlantic trade and massive investment flows. Lastly, Hanhimaeki traces the parallel evolution of domestic politics on both sides of the Atlantic, focusing on the rise of populism. He contends that populism is not causing a rift between the US and Europe. Rather, the spread of populism evinces that their politics are in fact closely integrated. Shifts and even crises abound in the history of the transatlantic relationship. Still, the West endures. Conflicts, rather than undermining the relationship, illustrate its resilience. Hanhimaeki shows that the transatlantic relationship is playing out this cycle today. Not only will the "Pax Transatlantica" continue to exist, Hanhimaeki concludes, it is likely to thrive in the future.
