This book argues that the expansion of administrative activities in today's working life is driven not only by pressure from above, but also from below. The authors examine the inner dynamics of people-processing organizations-those formally working for clients, patients, or students-to uncover the hidden attractions of doing administrative work, despite all the complaints and laments about "too many meetings" or "too much paperwork." There is something appealing to those compelled to participate in today's constantly multiplying and expanding administration that defies popular framings of it as merely pressure from above. Hidden Attractions of Administration shows in detail the emotional attractiveness, moral conflicts, and almost magical features that administrative tasks often entail in today's organizations, supported by ethnographic studies consisting of over 200 qualitative interviews and participant observations from ten organizational settings and contexts across Sweden. The authors also question and complement explanations in administration-related research that have previously been taken for granted, arguing that it is a simplification to attribute all aspects of the change to New Public Management and instead taking into account what the classic sociologist Georg Simmel called an Eigendynamik: a self-reinforcing tendency that, under certain circumstances, needs only a nudge in an administrative direction to get going. By applying ethnography to issues of bureaucratization and meeting cultures and by drawing on findings in emotional sociology and social anthropology, this volume contributes to both the sociology of work and the study of human service organizations and will appeal to scholars and students working across both areas.

The Canadian population is aging, bringing with it an increasing number of social and economic challenges. With the aging of the workforce, the reconceptualization of older workers and retirement, the increasing share of women in the labour force, the elimination of mandatory retirement, the fluctuating economy, and the changes to the pension system, barriers to employment for older workers, such as ageism, need to be of central concern. This open access book discusses how, and to what extent, the legal and institutional regimes and the socio-cultural environments of a range of European countries (the Czech Republic, Denmark, Finland, Greece, Italy, Switzerland and the UK), in the framework of EU laws and policies, have a beneficial or negative impact on the effective capacity of these countries to integrate migrants, refugees and asylum seekers into their labour markets. The analysis builds on the understanding of socio-cultural, institutional and legal factors as "barriers" or "enablers"; elements that may facilitate or obstruct the integration processes. The book examines the two dimensions of integration being access to the labour market (which, translated into a rights language means the right to work) with its corollaries (recognition of qualifications, vocational training, etc.), and non-discriminatory working conditions (which, translated into a rights language means right to both formal and substantial equality) and its corollaries of benefits and duties deriving from joining the labour market. It thereby offers a novel approach to labour market integration and migration/asylum issues given its focus on legal aspects, which includes most recent policy changes and legal decisions (including litigation cases). This book examines the role of scientific expertise in minimum wage policy making in Germany, the United Kingdom, and the United States. It finds that scientific research is an important part of the public discourse on minimum wages in all three countries. Newspapers frequently cite scholars and research institutions, providing their readers with a good sense of how scientific research evaluates the effects of minimum wages. How often this happens depends on the context. Most importantly, newspapers from the United States cite researchers more frequently than newspapers from the two European countries. The book also shows that scientific research influences the policy preferences of political actors such as trade unions, political parties, and government agencies. The influence is based on policy-oriented learning. It is strong in Germany and the United Kingdom, and weaker in the United States. In both cases, cross-country differences are found to be related to different styles of using scientific expertise in the three countries.

How do public employees win and lose their collective bargaining rights? And how can public sector labor unions protect those rights? These are the questions answered in From Collective Bargaining to Collective Begging. Dominic Wells takes a mixed-methods approach and uses more than five decades of state-level data to analyze the expansion and restriction of rights. Wells identifies the factors that led states to expand collective bargaining rights to public employees, and the conditions under which public employee labor unions can defend against unfavorable state legislation. He presents case studies and coalition strategies from Ohio and Wisconsin to demonstrate how labor unions failed to protect their rights in one state and succeeded in another. From Collective Bargaining to Collective Begging also provides a comprehensive quantitative analysis of the economic, political, and cultural factors that both led states to adopt policies that reduced the obstacles to unionization and also led other states to adopt policies that increased the difficulty to form and maintain a labor union. In his conclusion, Wells suggests the path forward for public sector labor unions and what policies need to be implemented to improve employee labor relations.
