This book presents an integrated analysis, at once conceptual, historical, and political, of the growing impact of State Funded Aid on international relations, particularly after the collapse of the Berlin Wall and the end of the bipolar system.In order to observe Aid as an emerging instrument of foreign policy, the book develops an original approach which puts Donors and Recipients on the same level and examines the political dynamics of their relationship. The focus shifts from looking at the needs covered by Aid interventions to the political motivations of Donors and Recipients. Aid is reconceptualized to include any transaction on favourable terms between these two parties, regardless of the object of that Aid. This framework of analysis is applied to several historical cases, from the post-conflict transition in Bosnia and Herzegovina and the post-Soviet one in Russia in the 1990s to the medical Aid to Italy and Russian vaccine diplomacy to the Republic of San Marino during the COVID-19 pandemic. In the end, the book identifies ten major trends that have shaped the dynamics of the relationship between Donors and Recipients over the past few decades, and on a more general level, traces the impact that State Funded Aid has had on the international system.By arguing that, on the whole, Donors have had greater political interests than Recipients, the book takes a fresh and original look at Aid as instrument of Power Politics. Why did trade with the United States prolong Spanish colonial rule during the Venezuelan independence struggles?From 1790 to 1815, much of the Atlantic World was roiled by European imperial wars. While the citizens of the United States profited from the waste of blood and treasure, Spanish American colonists struggled to preserve their prosperity on an imperial periphery. Along the Caribbean coast of South America, colonial elites and officials fought to secure Venezuela from threats of foreign invasion, slave rebellion, and revolution. For these elites, trading with the United States and other neutral nations was not a way to subvert colonial rule but to safeguard the prosperity and happiness of loyal subjects of the Spanish Crown. Food insecurity, deprivation, and political uncertainty left Venezuela vulnerable to revolution, however.In Sustaining Empire, Edward P. Pompeian lets readers see liberal free trade just as colonial Venezuelans did. From the vantage point of the slave-holding elite to which revolutionary figures like Simon Bolivar belonged, neutral commerce was a valuable and effectual way to conserve the colonial status quo. But after Spain's crisis of sovereignty in 1808, it proved an impediment to Venezuelan independence. Analyzing the diplomatic and economic linkages between the new US republic and revolutionary Latin American governments, Pompeian reminds us that the United States did not, and does not, exist in a vacuum, and that the historic relationships between nations mattered then and matters now.Examining an overlooked region, Pompeian offers a novel interpretation of early United States relations with Latin America, showing how US merchants executed government contracts and established flour, tobacco, and slave trading monopolies that facilitated the maintenance of colonial rule and the Spanish Empire. Through two World Wars and the Great Depression, this book explores the turbulent history of colonial Indian industry in the period immediately prior to independence. Capitalism in Chaos explores an often-overlooked consequence and paradox of the First World War-the prosperity of business elites and bankers in service of the war effort during the destruction of capital and wealth by belligerent armies. This study of business life amid war and massive geopolitical changes follows industrialists and policymakers in Central Europe as the region became crucially important for German and subsequently French plans of economic and geopolitical expansion in the late nineteenth and early twentieth centuries. Capitalism in Chaos changes the static historical perspective by presenting Europe's East as the economic engine of the continent. Rigo accomplishes this paradigm shift by focusing on both supranational regions-including East-Central and Western Europe-as well as the eastern and western peripheries of Central Europe, Alsace-Lorraine and Transylvania, from the 1870s until the 1920s. As a result, Capitalism in Chaos offers a concrete, lively history of economics during major world crises, with a contemporary consciousness toward inequality and disparity during a time of collapse.

This book traces the origins of a financial institution, the modern corporation, in Genoa and reconstructs its diffusion in England, the Netherlands, and France. At its inception, the Casa di San Giorgio (1407-1805) was entrusted with managing the public debt in Genoa. Over time, it took on powers we now ascribe to banks and states, accruing financial characteristics and fiscal, political, and territorial powers. As one of the earliest central banks, it ruled territories and local populations for almost a century. It controlled strategic Genoese possessions near and far, including the island of Corsica, the city of Famagusta (in Cyprus), and trading posts in Crimea, the Black Sea, the Lunigiana in northern Tuscany, and various towns in Liguria. In the early sixteenth century, in his Florentine Histories (Book VIII, Chapter 29), Niccolo Machiavelli was the first to analyze the relationship between the Casa di San Giorgio's financial and territorial powers, declaring its possession of territories as the basis of its ascendancy.
