In the 1890s, the choice between the gold standard and the free coinage of silver upended American politics. The gold standard linked the United States to the larger international financial system, in which gold was the common denominator. The free coinage of silver would effectively sever these ties by devaluing the dollar. The gold standard allowed the U.S. to secure vast amounts of foreign capital on good terms to build railroads and develop industry, but at the cost of deflation. The free coinage of silver would raise prices, particularly for cotton and wheat, whose cultivators carried heavy debts and were hard-pressed. The struggle would define the United States. Would it continue to develop industrially, or would it return to its agricultural roots?

Many local policymakers make decisions based on a deep-seated belief: what's good for the rich is good for cities. Convinced that local finances depend on attracting wealthy firms and residents, municipal governments lavish public subsidies on their behalf. Whatever form this strategy takes-tax-exempt apartments, corporate incentives, debt-financed mega projects-its rationale remains consistent and assumed to be true. But this wasn't always the case. This book traces the genesis of the indebtedness of the nation-state in the West, arguing that it is a phenomenon which preceded the emergence of capitalism. Even prior to the emergence of the capitalist mode of production, the ruling class of feudal landowners in the West were dependent on credit, and had to repay the loans provided by their international creditors. Those monetary loans were unavoidable, both for the defence of the emergent territorial state against its rivals and for its expansion in the struggle against them. However autonomous the early Western nation-states may appear to have been, in reality they were all dependent on the transnational creditors of the time, while the latter in their turn depended on them for the extraction of surplus value from the geographically widening circle of their subject populations. In the modern world of international capitalism, the various nationalisms are still inseparable from the international framework of financial institutions which struggle to sustain the global regime for the perpetual extraction of surplus value.

Before the nineteenth century, sugar's value depended on natural qualities: its color, its taste, where it was grown, and who had made it. But beginning around 1850, a combination of plantation owners, industrialists, and scientists set out to redefine sugar itself. Deploying the tools and rhetoric of science, they transformed not just how sugar was produced or traded but even how people thought about it. By changing sugar into a pure chemical object, these forces stripped power from workers and enabled-and obscured-new kinds of fraud, corruption, and monopoly.
