Americans today are affectively polarized: they dislike and distrust those from the opposing political party more than they did in the past, with damaging consequences for their democracy. This Element tests one strategy for ameliorating such animus: having ordinary Democrats and Republicans come together for cross-party political discussions. Building on intergroup contact theory, the authors argue that such discussions will mitigate partisan animosity. Using an original experiment, they find strong support for this hypothesis ? affective polarization falls substantially among subjects who participate in heterogeneous discussion (relative to those who participate in either homogeneous political discussion or an apolitical control). This Element also provides evidence for several of the mechanisms underlying these effects, and shows that they persist for at least one week after the initial experiment. These findings have considerable importance for efforts to ameliorate animus in the mass public, and for understanding American politics more broadly.

Arguing that biopower can be fully exposed only through an analysis of those whom society has "let die," Stuart J. Over the last one hundred years, the term "sovereignty" has often been associated with the capacity of leaders to declare emergencies and to unleash harmful, extralegal force against those deemed enemies. Friendly Sovereignty explores the blind spots of this influential perspective.

Ted H. Miller challenges the view of sovereignty propounded by Carl Schmitt, the Weimar and Nazi-period jurist and political theorist whose theory undergirds this understanding of sovereignty. Claiming a return to concepts of sovereignty forgotten by his liberal contemporaries, Schmitt was preoccupied with the legal exceptions required, he said, to rescue polities in crisis. Much is missing from what Schmitt harvests from the past. His framework systematically overlooks another extralegal power, one that often caused consternation, even among absolutists like Thomas Hobbes. Sovereigns also made exceptions for friends, allies, and dependents. Friendly Sovereignty plumbs the history of political thought about sovereignty to illustrate this other side of the sovereign's exception-making power. At the core of this extensive study are three thinkers, each of whom stakes out a distinct position on the merits and demerits of a "friendly sovereign": the nineteenth-century historian Jules Michelet, the seventeenth-century political philosopher Thomas Hobbes, and Seneca, the ancient Stoic and teacher of Nero.

Analytically rigorous and thorough in its intellectual history, Friendly Sovereignty presents a more comprehensive understanding of sovereignty than the one typically taught today. It will be particularly useful to scholars and students of political theory and philosophy.

A pathbreaking new genealogy of statelessness

Just as the modern state and the citizenship associated with it are commonly thought of as a European invention, so too is citizenship's negation in the form of twentieth-century diaspora and statelessness. Statelessness sets forth a new genealogy, suggesting that Europe first encountered mass statelessness neither inside its own borders nor during the twentieth century, as Hannah Arendt so influentially claimed, but outside of itself-in the New World, several hundred years earlier.

Through close readings of political philosophers from Hobbes to Rousseau to Kant, Tony C. Brown argues that statelessness became a central problem for political thought early on, with far-reaching implications for thinking both on the state and on being human. What Europeans thought they saw among the "savages" of the Americas was life without political order, life less than human. Lacking almost everything those deemed clearly human had achieved, the stateless existed in a radically precarious, almost inhuman privation.

And yet this existence also raised the unsettling possibility that state-based existence may not be inevitable, necessary, or even ideal. This possibility, as Brown shows, prompts the response-as defensive as it was aggressive-that we call Enlightenment political philosophy, which arguably still orders much thinking on being stateless today, including our discourses concerning migrants and Indigenous peoples.

Key to the investigation are the interrelations established between political power bases and different economic interest groups, against the background of elites who have become state players over time. The most frequent corrupt practices are bribery, favouritism, tax fraud, embezzlement of public funds, revolving appointment doors, influence peddling and political control of local territories through electoral corruption (caciquismo). Discussion centres on preventative measures to combat such practices. These behaviours exist historically both in continental Europe and in Great Britain, but with notable differences regarding the impunity of crimes, the lack of division of administrative and political oversight, and the absence of a culture of accountability. Chapter contributions explain the impact and circumstances of corruption in business, the economy, and national and local administrations. What do frontline social service providers do during client interactions when they lack adequate formal organizational resources to respond to clients' needs? To answer this question, this Element presents two large-scale qualitative studies of Israeli frontline providers of social services. Drawing on interviews of public-sector workers (Study 1, N=214), it introduces a widespread phenomenon, where the vast majority of frontline workers regularly provide a large range of informal personal resources (IFRs) to clients. Study 2 (N=84) then compares IFR provision between workers from the public, nonprofit and private sectors. The comparative analysis demonstrates how workers' rationale for providing personal resources to clients is shaped by particular role perceptions embedded in values, norms and behavioral expectations that vary by employment sector. This book addresses two main questions. Can political theology be overcome? And, is what today - in referring to neoliberalism and its genealogy - many define as "economic theology" truly an alternative to political theology, as Foucault has claimed and as Agamben does today?

As a first step, the book addresses and clarifies various misunderstandings about the notion of political theology, in its multiple and even opposite meanings. It then focuses on a conceptualisation inaugurated by Carl Schmitt, which sees political theology as the eloquent matrix of modern politics: insofar as the latter produces and continuously re-elaborates an "excess" that does not belong to it, its core remains theological-political, although secularised. The bulk of the book then pursues a reading of the analogic connection between juridico-political concepts and theological-metaphysical concepts; arguing that, although the 'turn' to economic theology is indeed another form of political theology, it is a deeply anti-political one, which forecloses modes of resistance.

The book will be of interest to scholars, researchers and advanced students in the fields of modern political and legal philosophy and those researching the crisis of its legacy. In particular, it is addressed to those who study the relationship between theology (and its substitutes, such as hegemony and political myth) and politics, power and law, legitimacy and legality, in the perspective of secularization.
