The economist Kenneth Arrow proved in 1951 that a society of diverse individual preferences could only by ordered by dictatorship. His impossibility theorem is still an axiom of contemporary welfare economics and has never been seriously challenged. The American philosopher John Dewey, who died in 1952, had claimed that voting and electoral mechanisms do not define democratic self-government. His broad conception of social conflict addresses preference diversity and resolves Arrow's impossibility.
Since the 1980s, political scientists have focused on decision through democratic "deliberation." Dewey saw that conversation alone is inadequate for resolution of conflicts in a democracy. Conflict is accompanied by discourse, but preferences are grounded in habits. Social habits resist adjustment in response to discourse alone, but demonstrably adjust in the process of conflict resolution, Preference conflict is distinguished from Marxist and later models, as a discovery and transformation process. It advances an original, updated theory of social conflict in a democracy relevant to today's problematic situations from discrimination to climate change and political polarization.

Scholarship on Black internationalism has experienced a revival. Whilst this scholarship has increasingly turned towards examining Du Bois's thoughts on the "color line" in a global rather than national context, none do so by centering his Ethiopian-centered perspective. This book provides an examination of Du Bois's efforts to link African Americans, Afro-Caribbean, and the Pan African project to Ethiopia as a response to the emerging question of Black historical identity.

For Du Bois, Ethiopia, Ethiopian history, and its monarchial leadership were essential to resolving the global problem of the "color line". He believed that Africans in the Diaspora, especially in the United States, and Africans across Ethiopia should build reciprocal relations with Ethiopia for the benefit of the Black Race and their mutual development. Du Bois also made multiple attempts to engage and establish relations with Ethiopia and worked through official and unofficial channels to develop those relations.

By revisiting and reevaluating Du Bois's engagement strategies with Ethiopia, the book suggests ways in which his evolving Pan-Africanism might be understood differently to how it has been deployed in scholarship on Black internationalism. The book provides new perspectives on Du Bois's famous invocation of the global "color line" by uncovering his conceptual and practical reasons for specifically connecting Ethiopia to African Americans and the issues of global social and economic justice.

In Unraveling the Gray Area Problem, Luke Griffith examines the US role in why the Intermediate-Range Nuclear Forces (INF) Treaty took almost a decade to negotiate and then failed in just thirty years. The INF Treaty enhanced Western security by prohibiting US and Russian ground-based missiles with maximum ranges of 500 to 5,500 kilometers. Significantly, it eliminated hundreds of Soviet SS-20 missiles, which could annihilate targets throughout Eurasia in minutes. Through close scrutiny of US theater nuclear policy from 1977 to 1987, Griffith describes the Carter administration's masterminding of the dual-track decision of December 1979, the North Atlantic Treaty Organization (NATO) initiative that led to the INF Treaty. The Reagan administration, in turn, overcame bureaucratic infighting, Soviet intransigence, and political obstacles at home and abroad to achieve a satisfactory outcome in the INF negotiations.

Disagreements between the US and Russia undermined the INF Treaty and led to its dissolution in 2019. Meanwhile, the US is developing a new generation of ground-based, INF-type missiles that will have an operational value on the battlefield. Griffith urges policymakers to consider the utility of INF-type missiles in new arms control negotiations. Understanding the scope and consistency of US arms control policy across the Carter and Reagan administrations offers important lessons for policymakers in the twenty-first century.

Indirect Rule examines how states indirectly exercise authority over others and how this mode of rule affects domestic and international politics.

Indirect rule has long characterized interstate relationships and US foreign relations. A key mechanism of international hierarchy, indirect rule involves an allied group within a client state adopting policies preferred by a dominant state in exchange for the dominant state's support. Is the United Kingdom capable of grand strategy? Common wisdom suggests otherwise. Some think it implausible amid the maelstrom of domestic politics, while others believe the UK lacks the necessary autonomy, as a cog in the US-led order. British Grand Strategy in the Age of American Hegemony challenges these claims. William D. James contends that grand strategy is an unavoidable part of governing. Grand strategy is the highest level of national security decision-making, encompassing judgements over a state's overarching objectives and interests, as well as its security environment and resource base. Getting these decisions 'right' is vital in moments of geopolitical flux. Employing several historical case studies between 1940-2003 and marshalling a host of primary sources, James argues that British politicians and officials have thought in grand strategic terms under American hegemony - even if they do not realise or admit to this. He also demonstrates that the role of allies in shaping British grand strategy has been overstated. Finally, James highlights the conditions under which domestic political actors can influence grand strategic decision-making. Written for practitioners as well as scholars, the book concludes with several policy recommendations at this inflection point in British history.

This is the paradox, and it is the quest: national and individual self-determination, to allow choice for emigration but to have strength of culture, civics, and institutions to discourage it, or to encourage return migration for those who have left. In this book, we address this paradox and this quest using the case of Lithuania. It examines a range of factors that feed into the ideology - conservative thought in Russia from the nineteenth century onwards, Russian and Soviet history and their memorialisation, Russian Orthodox religion and its political connections, a focus on traditional values, and Russia's sense of itself as a unique civilisation, different from the West and due a special, respected place in the world. The book highlights that although the resulting ideology lacks coherence and universalism comparable to that of Soviet-era Marxism-Leninism, it is nevertheless effective in aligning the population to the regime and is flexible and applicable in different circumstances. Whether we think of statues, plaques, street-names, practices, material or intangible forms of remembrance, the language of collective memory is everywhere, installed in the name of not only nations, or even empires, but also an international past. The essays in Sites of International Memory address the notion of a shared past, and how this idea is promulgated through sites and commemorative gestures that create or promote cultural memory of such global issues as wars, genocide, and movements of cross-national trade and commerce, as well as resistance and revolution.
In doing so, this edited collection asks: Where are the sites of international memory? What are the elements of such memories of international pasts, and of internationalism? How and why have we remembered or forgotten "sites" of international memory? Which elements of these international pasts are useful in the present?
Some contributors address specific sites and moments-World War II, liberation movements in India and Ethiopia, commemorations of genocide-while other pieces concentrate more on the theoretical, on the idea of cultural memory. UNESCO's presence looms large in the volume, as it is the most visible and iconic international organization devoted to creating critical heritage studies on a world stage. Formed in the aftermath of World War II, UNESCO was instrumental in promoting the idea of a "humanity" that exists beyond national, regional, or cultural borders or definitions. Since then, UNESCO's diplomatic and institutional channels have become the sites at which competing notions of international, world, and "human" communities have jostled in conjunction with politically specific understandings of cultural value and human rights.
This volume has been assembled to investigate sites of international memory that commemorate a past when it was possible to imagine, identify, and invoke "international" ideas, institutions, and experiences, in diverse, historically situated contexts.
