The US Supreme Court is the chief institution responsible for guarding minority rights and equality under the law, yet, in order to function authoritatively, the Court depends on a majority of Americans to accept its legitimacy and on policymakers to enforce its rulings. The Rights Paradox confronts this tension, offering a careful conceptualization and theory of judicial legitimacy that emphasizes its connection to social groups. Zilis demonstrates that attitudes toward minorities and other groups are pivotal for shaping popular support for the Court, with the Court losing support when it rules in favor of unpopular groups. Moreover, justices are aware of these dynamics and strategically moderate their decisions when concerned about the Court's legitimacy. Drawing on survey and experimental evidence, as well as analysis of Court decision-making across many recent high-profile cases, Zilis examines the implications for 'equal justice under the law' in an era of heightened polarization and conflict.

Vor 20 Jahren eroeffnete das ≫Institut fuer Staatspolitik≪ (IfS), anfangs im hessischen Bad Vilbel, seit 2003 im sachsen-anhaltinischen Schnellroda angesiedelt, den politischen Kampf im vorpolitischen Raum, um Debatten anzustossen und Diskurse zu beeinflussen. Ueber Jahre blieb der Einfluss dieses heterogenen Netzwerkes von Karlheinz Weissmann und Goetz Kubitschek, der auch den ebenfalls in Schnellroda ansaessigen Verlag ≫edition antaios≪ leitet, vermeintlich ohne grosse Auswirkung. Diese ≫Neue Rechte≪ raeumte im Laufe der Jahre selbst ein, dass ihr Einfluss sich in der Mitte der Gesellschaft kaum auswirke. Die angebliche wissenschaftliche Arbeit fuehrte anfaenglich jedoch zu einer moderaten Rhetorik der radikalen Argumentation, die das Spektrum rechts von der Union nach und nach aufgriff. Erst mit den diskursiven Verschiebungen durch renommierte Persoenlichkeiten ohne weit rechten Hintergrund stieg der politische Einfluss. Das Sag- und Waehlbare verschob sich. Diese Raumgewinnung nutzte das IfS, das auch das Parlamentarische nicht ignorierte. Bei der Gruendung der AfD waren Akteure aus dem Milieu dabei. Ohne das einflussreiche Personen-Netz von Bjoern Hoecke und dem angeblich aufgeloesten ≫Fluegel≪ in der Partei bestuende das Institut nicht, es stellt Personal und entwirft Positionen. In der bundesdeutschen Geschichte war der neu-rechte Einfluss nie groesser ? bis in den Bundestag und Redaktionen. Inzwischen hat selbst der ≫Verfassungsschutz≪ das IfS zum rechten ≫Verdachtsverfall≪ erklaert und beobachtet die von dem Institut beeinflusste ≫Identitaere Bewegung≪ (IB) und den ≫Fluegel≪ der AfD.

Entfremdung, Konfrontation und Systemwettbewerb praegten die beiden Nachkriegsstaaten, die Bundesrepublik und die DDR. Die ?soziale Marktwirtschaft“ stand mit dem ?Wirtschaftswunder“ der sozialistischen Planwirtschaft mit der ?Neuen Wirtschaftsordnung“ gegenueber. Beide Staaten repraesentierten die geteilte deutsche Nation. Die Unzufriedenheit mit den Nachwehen der Aera Adenauer artikulierte sich in der 1968er Protestbewegung. Eine sozial-liberale Aera unter Brandt und Schmidt folgte. Es kam zu einer pragmatischen Annaeherung beider Staaten. Nach dem ?Fall der Mauer“ wurde das vereinte Deutschland in den verstaerkten Rahmen der EU oekonomisch und waehrungspolitisch sowie durch die NATO-Osterweiterung vollends sicherheitspolitisch eingebunden. Die Aera Kohl endete mit grossem Reformstau, aber die Berliner Republik begann Konturen anzunehmen. Rot-Gruen unter Schroeder und Fischer startete mit der ?Agenda 2000“, verlor allerdings die Waehlergunst. Die Aera Merkel war eine Kanzlerschaft im Krisenmodus voller Widersprueche: Sie ermoeglichte unter deutscher EU-Praesidentschaft 2007 den Unionsvertrag von Lissabon und spielte mit Frankreich eine fuehrende Rolle beim Zusammenhalt der Eurozone. In der ?Fluechtlingskrise“ 2015 provozierte sie die Spaltung der EU-Mitglieder. Chancen fuer eine neue Dynamik der Integration wurden 2017-2019 vertan. Die Corona-Krise 2020 hat die Grosse Koalition vor eine noch groessere Herausforderung als die Banken- und Finanzkrise von 2008/09 gestellt. Das Land ist 30 Jahre nach der Einheit gesellschaftlich und politisch gespalten. Aspekte der Aussen- und Innenpolitik sowie der Gesellschaft, Medien und Wirtschaft, aber auch des Alltags wie des Sports und der Unterhaltung werden in dieser Gesamtdarstellung von 1945 bis 2020 behandelt.

Franz Josef Strauss (1915?1988) war zweifellos eine der praegendsten Gestalten der Bonner Republik. Nach seiner Zeit als Minister fuer besondere Aufgaben (1953?1955) leitete er nacheinander das Atomministerium (1955?1956), das Verteidigungsministerium (1956?162) und das Finanzministerium (1966?1969), bevor er als bayerischer Ministerpraesident (1978?1988) bei den Bundestagswahlen 1980 fuer die CDU/CSU-Fraktion als Kanzlerkandidat ins Rennen ging. Als Politiker war Strauss stets mehr als ein blosser Ressortminister oder bayerischer Landesvater, sondern immer auch ein einflussreicher deutscher Aussen- und Europapolitiker. Das vorliegende Buch zeigt, dass Strauss als ueberzeugter Europaeer zudem ein Wegbereiter der deutschen Einheit war. Die Untersuchung der Kombination seiner Deutschland-, Ost- und Europapolitik schliesst eine bestehende wissenschaftliche Luecke. Ein besonderer Schwerpunkt liegt dabei auf der Vermittlung der Milliardenbuergschaften der Bundesrepublik an die DDR zu Beginn der 1980er Jahre. By examining the combination of his policies on Germany, the Eastern Bloc and Europe, it fills a significant gap in the academic literature. Particular attention is given to the granting by the West German state of bonds worth billions of marks to East Germany in the early 1980s, making use of previously overlooked sources and archives. Thirty years after Reunification, this places Strauss’s ideas and actions in a new light, so that even his former political opponent Egon Bahr posthumously attested: “Hats off! Well done!” The book’s value is enhanced by many interviews with political colleagues and contemporaries.

The concept of patriotism has fallen on hard times. The Rhetoric of the American Political Party Conventions, 1948-2016 establishes the rhetorical goals of the thirty-six political party conventions that have taken place since 1948 against the backdrop of the fundamental changes that television brought to the conventions. Theodore F. Sheckels analyzes these conventions to determine whether the gatherings met or failed to meet those goals, including addressing civil rights, unifying divergent wings of the party, celebrating the triumph of a single wing, overcoming dissent inside and outside the meeting hall, overcoming-or capitalizing on-scandal, reconstituting the party after defeats, arguing for change, and advocating for inclusion. Sheckels observes that although speeches are the primary vehicle through which attendees strive to reach these goals, the crucial addresses are not always by the principal players; often, events other than speeches such as negotiations, demonstrations, and media spin can be just as consequential. Sheckels discusses both the similarities and differences in the ways in which the conventions do business and constitute and reconstitute what the political parties are, aiming to persuade the public with rhetorical images and messages.
