Western views of southern Somalia are dominated by perceived gaps in the overall liberal order. Classical Western liberalism emphasizes individualism, civil and political liberties, the rule of law, and state structures.

Counter-insurgency warfare in former European colonial possessions since the 1960s has been a continuing challenge. Neither in Vietnam, nor in Afghanistan, nor in Iraq did Western armies "win" counter-insurgency wars in a way that left them stable, moderate, peaceful, states. They were left wartorn or under great oppression. Local elites did not share Western aims and did not unify to work together. Liberalism's aims of peace and progress were not achieved.

Every time a large liberal expeditionary force has been dispatched to stabilize a developing state since 1990, the results have been mixed or poor, even after deployments sometimes measured in decades (for example, the United Nations in the Congo since 1999).

A detailed examination of the civilian government, international and indigenous military forces, and the police in southern Somalia shows that they are not capable of defeating the Al-Shabaab insurgents.

Both the "Sunni Awakening" in Iraq in 2006 and the local clan offensives against Al-Shabaab from 2022 in Somalia offered the hope that a locally empowered approach, however, might make counter-insurgency success more attainable.

However, from the situation in southern Somalia, it appears extremely unlikely that liberal counter-insurgency aims can be achieved through a locally empowered approach. Local elites do not share wider Western aims and are intensely divided.

More generally, large, transformative, liberal-democratic expeditions into the developing world appear to have virtually no chance of success. First and foremost this is because local elites share neither their values nor aims. These elites are also, generally, bitterly divided and willing to fight for victory over each other's factions into the indefinite future.

The toll of climate destruction is growing, meaning Western resources will be increasingly needed closer to home. Between the very poor prospects of success, and the growing calls on limited deployable expeditionary resources, large, transformative Western liberal expeditions should end.

This book aims to unpack how different actors- notably ascendant powers like China and India, established actors like the European Union (EU) and the U.S., or historically overlooked regions such as Latin America-navigate, contest, and reconfigure multilateralism in response to shifting global power constellations.

It examines the impact of the fragmentation of multilateralism on Informal International Governmental Organisations (IIGOs) and Formal International Governmental Organisations (FIGOs) through the lens of Global North-Global South relations. The first part presents a short literature review on multilateralism and its crisis. In the second part of the cluster, focusing on 'Multilateralism and International Institutions', contributors explore how China and India contest the current form and meaning of multilateralism, and how US policies towards institutions like the United Nations (UN) shift with presidential politics, as well as the roles of United Nations Conference on Trade and Development (UNCTAD) and The United Nations Commission on International Trade Law (UNCITRAL). The third part, on 'Multilateralism, Informality and IOs', addresses the intersection of informal governance, multilateralism and the Global South. It includes studies on the European Union's (EU's) informal engagement with IIGOs, states' use of ad hoc coalitions, hybrid practices in The Association of Southeast Asian Nations (ASEAN), the Quad, and the China-Japan-Korea Trilateral Summit. The fourth and final part, on 'Geopolitics, Multilateralism and International organisations (IOs)', explores the interplay among geopolitics, multilateralism and IOs and engages with key themes such as the EU's challenges in FIGOs led by authoritarian regimes favouring instrumental over normative cooperation, and the early emergence of Latin American IIGOs in the nineteenth century, predating formal IOs.

We dwell in parallel universes. An identity-based gulf in perception has emerged in recent years in both the U.K and the U.S. Elements of identity involving a sense of one's place in society, of who belongs and who does not, of the role of government, and of the meaning of "freedom" all shape what individuals are willing and unwilling to believe. As these elements of identity have become more tightly bundled together, identity-based divisions have deepened, yielding the Great Perceptual Divide. In the U.S., this divide has tended to fold neatly into the gulf between the two main political parties, while in Britain Brexit has shaped the fault line between "Leavers" and "Remainers," competing identities that have endured beyond the process of exiting the European Union.
