This book considers the history of modern astronomy and astrophysics in Japan by comparing with the development of astrophysics in western countries. Astrophysics essentially arose in three separate fields: astronomical spectroscopy, stellar structure, and survey of celestial objects.
This book introduces readers to the state of astronomy back to the Tokugawa era (18th - 19th centuries), when the chief task of astronomers was limited to the calendar making. With the so-called Meiji revolution (1868), the situation drastically changed. The Meiji Government promoted the modernization of Japan by hiring numbers of foreign instructors in political, social, and cultural affairs, including Construction of Observatory and University. Then the foreign studies of Japanese researchers lasted for many years. After the Second World War, Japan experienced great social and economical growth allowing the constructions of large optical, radio, and space instruments. With this background astrophysics progressed and eventually flourished. The book ends by highlighting Japanese contributions to international collaboration up to the early 21st century.

This book studies the three most important Chinese foreign policy concepts under Xi Jinping's leadership - "New Type of Great Power Relations", "Belt and Road Initiative" and "Community of Shared Future for Mankind". Those signature concepts are often considered as China's well-thought-out strategic plans reflecting Beijing's concrete geopolitical vision. This book, however, argues that these views are mistaken. It develops a slogan politics approach to study Chinese foreign policy concepts. The overarching argument is that those concepts should be understood as multifunctional slogans for political communication on the domestic and international stages. This book shows how those concepts function as political slogans to (1) declare intent, (2) assert power and test domestic and international support, (3) promote state propaganda, and (4) call for intellectual support. The slogan politics approach highlights the critical role of China's academic and local actors as well as international actors in shaping China's foreign policy ideas. It provides critical insights to understand how Chinese domestic actors exert their influence and voice their narratives to influence China's policy agenda and debate. It suggests that the existing analyses vastly exaggerate Beijing's capacity to coordinate domestic actors including forging coherent Chinese foreign policy narratives and unifying use of China's policy concepts.

This is one of the first books to analyse the full cycle of rise and fall of Brazil's foreign policy towards Africa in the beginning of the 21st century. During his government, former president Luiz Inacio Lula da Silva (2003-2010) made the drive towards Africa one of the cornerstones of Brazilian diplomacy and cooperation. In a bid to build strategic trading partnerships with African counterparts, Lula's government committed itself to an ambitious program centred on provisions in loans and credits as well as the exponential growth of its South-South cooperation. After Lula, however, this drive towards Africa started to decline and finally collapsed in face of political meltdown in Brazil and the proliferation of controversial judicial investigations that directly involved political leaders at the centre of most initiatives undertook in the 2000s.

This book analyses institutional reforms implemented by Japanese Prime Minister Abe Shinzo, under his second administration from 2012 to 2020. Also examined is the evolution in the role of such actors in Japanese politics as bureaucrats, Liberal Democratic Party (LDP) factions, and backbenchers of the ruling party.
Chapters offer multi-dimensional explanations for the preconditions of successful gradual institutional change in political systems, characterized by relatively strong veto players, rigid governmental structures, and numerous unofficial decision-making rules. It is argued that enhancement of the prime minister's position was implemented through the creative use of pre-existing policy venues, coupled with minor institutional changes in decision-making bodies. Using three illustrated case studies, it is demonstrated how the prime minister managed to centralize the decision-making process: a result of strategic appointment of ministers, empowerment of the Cabinet Secretariat and also taking advantage of wider advisory organs, largely circumventing deliberations on key policies in the ruling party. Seemingly minor changes thus manifested in a major redefinition of decision-making patterns: a result of the long-term perspective of the Abe administration.

This book examines the impact of Australian public opinion towards defence and foreign policy from the mid-twentieth century to the present day. For most of this period, the public showed little interest in defence and security policy and possessed limited knowledge about the strategic options available. The principal post-war exception to this pattern is, of course, the Vietnam War, when political divisions over Australia's support for the U.S.-led action eventually resulted in the withdrawal of troops in 1972. The United States-Australia alliance has been an important component of the US-led system of alliances that has underpinned regional security in the Indo-Pacific since 1945. However, recent geostrategic developments, in particular the rise of the People's Republic of China, have posed significant challenges to this US-led regional order. In turn, the growing strategic competition between these two great powers has generated challenges to the longstanding US-Australia alliance. This book provides an innovative theoretical and empirical exploration of the political participation and democratic capability of people living in authoritarian states. Merging perspectives from sociology and political science, the book demonstrates that despite autocratic restrictions on opposition, there is often still leeway for people to express themselves as political agents and to develop democratic capability.

Across contemporary Asia, each day dawns with a new story about living in an era of profound environmental change. Rapid transformations in the landscape, society, and technology produce new conflicts that are experienced at nearly every scale of life in the region. Environmental change is marked in square kilometers or micrometers, in cities or in households, within national boundaries and beyond. These changes appear in the form of radical ruptures wrought both by spectacular catastrophes like massive floods or tsunamis and by slow tragedies like the widening epidemic of asthma or the grinding processes of land dispossession. Each of these scales and phenomena reveals what it is to live in disastrous times.
This book explores how people across Asia live through and make sense of the environmental ruptures that now shape the region and asks how we might analyze this moment of disruption and risk. Global environmental shifts such as climate change are usually linked to large-scale practices such as industrialization, urbanization, and global capitalism. Here, in contrast, contributors illustrate how understanding the practical, political, and ethical consequences of living in a moment of planetary change-or intervening in its course-requires engaging with the human-scale actions and specific policies that both shape and respond to such transformations at an everyday level. Coastal residents of routinely flooded Semarang, eco-conscious retirees in a Chinese suburb, and cyclists navigating air pollution in Kolkata each experience environmental risk and change in highly situated and specific ways; yet attending to their lived, quotidian experiences enables us to apprehend the complex processes that are profoundly changing the planet.

Why and how does critical reporting persist at the local level in China despite state media control, a hallmark of authoritarian rule? Synthesizing ethnographic observation, interviews, survey and content analysis data, Convenient Criticism reveals evolving dynamics in local governance and the state-media relationship. Local critical reporting, though limited in scope, occurs because local leaders, motivated by political career advancement, use media criticism strategically to increase bureaucratic control, address citizen grievances, and improve governance. This new approach to governance enables the shaping of public opinion while, at the same time, disciplining subordinate bureaucrats. In this way, the party-state not only monopolizes propaganda but also expropriates criticism, which expands the notion of media control from the suppression of journalism to its manipulation. One positive consequence of these practices has been to invigorate television journalists' unique brand of advocacy journalism.

This book brings together multidisciplinary perspectives to explore how political values and acts of resistance impact the delivery of social justice in post-colonial states.
Everyday life in post-colonial states, such as South Africa and Zimbabwe, is characterized by injustices that have both a historical and contemporary nature. From fishers in Cape Town accused of poaching, to residents of Bulawayo demanding access to water, this book focuses on the relationship between the state and groups that have been historically oppressed due to being on the margins of the political, economic and social system. It draws on empirical research from 12 scholars looking at cases in Brazil, India, South Africa and Zimbabwe. Chapters explore questions such as what citizens, especially those from marginalized groups, want from the state. The book looks at the political values of citizens and how these are formed in the process of engaging with the state and through everyday injustices. It also asks why and how citizens resist the state, with examples of protest, as well as less visible forms of resistance reflecting complex histories and power relations. Finally, the book explores how narratives and counter-narratives reveal the nature of political values and perceptions of what is just. Taken together these elements show the evolution of post-colonial social contracts.

Who Killed Panayot? retells the true story of an opium robbery and subsequent police investigation that took place in the port-city of Izmir in 1850-52.
What started as a simple case soon turned into a diplomatic crisis between two bygone empires, as the investigation provoked strong tensions between the British community in Izmir and the local Ottoman authorities. These tensions were exacerbated by the death of one of the suspects - a gardener named Panayot - after he was interrogated by the police. Drawing on a wide range of archival sources from the affair, Paz skilfully reconstructs this untold saga. Through microhistory and sociolegal analysis, he pieces together the lives of the outlaws and policemen involved in the case, and sheds important light on the history of opium smuggling and the impact of interrogation under torture. Paz argues that a "culture of lying" was adopted by both British and Ottoman officials, in face of the new legal reality that forged the concepts of human rights and the rule of law.
