This monograph presents an integrated concept of workforce development strategy for the Far Eastern Federal District of Russia. This concept is based on the strategizing methodology developed by Vladimir L. Kvint. The concept takes into account contemporary global, national, and regional development trends in workforce, employment, and labor market issues, including the active influence of information and communication technologies and the appearance of numerous novel forms of employment.

The Russian Far East is a region of geostrategic importance for the whole world, rich in minerals that can be extracted provided that the region has the necessary-and correctly applied-workforce. This volume shows the uniqueness of the region's workforce and factors that impact workforce development. The author identifies strategic factors influencing workforce development, namely, migration, education system, income sources, and business climate. The monograph identifies, with allowance made for global trends, the main components of workforce development strategy for the Far East: mission, vision, strategic advantages, and priorities. The measures proposed are evaluated in terms of public and economic efficiency. The conclusions and proposals in this work are built on the analysis of this wide range of analytical data. The Nordic Model is the 20th-century Scandinavian recipe for combining stable democracies, individual freedom, economic growth and comprehensive systems for social security. Is the Nordic Model at a crossroads?

Historically, consensus, continuity, social cohesion, and broad social trust have been hailed as key components for the success and for the self-images of Sweden and Finland. Social disintegration, political polarization, geopolitical anxieties, and threat of terrorism are often dominant themes. Although various countries have implemented such policies in response to the pressing issue of climate change, the effectiveness of those programs has not been sufficiently compared. The rise of multinational enterprises (MNEs) from emerging markets is topical, important and poses a number of questions and challenges that require considerable attention in the future from academia as well as business management. The recent takeovers of high-profile companies in developed or developing countries by non-European emerging-market MNEs (EMNEs) - such as Lenovo, Wanhua (China), Hindalco (India), CVRD (Brazil), Cemex (Mexico), Lukoil (Russia), etc. - as well as the greenfield or brownfield investments of emerging companies (such as Huawei, ZTE, Tata, Pepco, etc.) show a new trend where new kind of firms become major players globally. EMNEs have become important players in several regions around the globe, ranging from the least developed countries of Africa through the developing markets in Latin America and Asia to the developed countries of the United States or the European Union, including East Central European (ECE) countries.

This volume explores citizens’ political rationalizations. The author analyzes semi-structured interview data from 120 American voters collected from 2013-2015 about their positions on four direct democratic economic policies (DDEPs) on the Arizona state ballot from 2008-2012. Building on the literature on voter reasoning and rationalization, the author firstly probes how the intersection of economic incentives and partisan affiliation shape partisan voters’ rationalizations of their DDEP positions. Secondly, he investigates the political and economic discourses, extending beyond any given party, that voters use to justify their DDEP positions. In discussing these two questions, the author extends classic sociological theories of individual-level and collective legitimacy, along with contemporary theories of voter rationalization.

How do bureaucracies remember? The conventional view is that institutional memory is static and singular, the sum of recorded files and learned procedures. There is a growing body of scholarship that suggests contemporary bureaucracies are failing at this core task. This Element argues that this diagnosis misses that memories are essentially dynamic stories. They reside with people and are thus dispersed across the array of actors that make up the differentiated polity. Drawing on four policy examples from four sectors (housing, energy, family violence and justice) in three countries (the UK, Australia and New Zealand), this Element argues that treating the way institutions remember as storytelling is both empirically salient and normatively desirable. It is concluded that the current conceptualisation of institutional memory needs to be recalibrated to fit the types of policy learning practices required by modern collaborative governance.
