This contributed volume provides an in-depth overview of current social and socio-political transformations in Europe and their effects on social work and its educational structures. It elucidates these transformations and structures at the individual level of ten different countries and goes on to elaborate a European perspective in this field. Readers gain insight into the variety in social work and its educational structures in Europe and, at the same time, readers receive starting points for the exchange of ideas, collaboration and further development in the individual countries and in Europe.
The introduction outlines the current developments and challenges facing social work education in Europe, contextualizing the topics to be covered in the volume. Each chapter offers an individual country profile of social work, including an analysis of typical examples of different traditions of educational models for social work that, collectively, provideinsight into an overall "European model of education for social work". The countries selected represent all parts of Europe:
  • Finland
  • Latvia
  • Germany
  • United Kingdom
  • The Netherlands
  • France
  • Italy
  • Croatia
  • Romania
  • Cyprus

The Just Practice Framework in Action presents a collection of case studies illustrating the integration of social justice into social work practice from the most intimate spaces of individual, clinical practice to macro-level advocacy and community building. The contributors to this volume offer detailed accounts of how they have brought the Just Practice framework to inform and transform their practice as clinicians, researchers, advocates, organizers, and educators. Their stories bring the framework to life, illustrating its potential for transformative social work practice. Each case illustration in this text speaks to the nuances of meaning that shape practice; social workers' navigation of complex power relations; the historical, cultural, political, organizational, and community contexts of social work; and the possibilities and constraints social workers have faced. Contributors address housing rights and homelessness, refugee resettlement, neighborhood gentrification, Indigenous rights, and immigration. They explore campus and community action around issues of food security, mental health care, disability rights, and water as a human right. Their accounts offer grounded insights into challenges and possibilities of social justice-oriented social work that both strengthen and inform the Just Practice framework.

This edited book brings together the voices and insights of survivors, practitioners, educators and researchers working to prevent and minimise the harms of gender-based violence, with a specific focus on equipping health professionals and social workers to support victim-survivors. Practitioners can, and often do, play a critical role supporting victim-survivors of gender-based violence; however, this work has historically been carried out by those in specialist roles and there remains gaps and inconsistencies in education and training for qualifying and post-qualified professionals.

This book makes a valuable contribution to addressing these gaps. It provides practitioners with a comprehensive resource on contemporary debates and research in the field of gender-based violence. To support readers' learning, each chapter contains reflective exercises and draws clear links between research, theory and practice.

The book is structured into four sections. The first section considers the 'rise' of gender-based violence in policy and practice, and questions to what extent this once marginalised perspective has become embedded in health and social work training and education. The second section of the book explores some of the expressions, contexts and implications of gender-based violence. Each chapter considers the role of health care professionals and social workers and invites the reader to reflect on their (potential) role in these areas. The third section of the collection focuses on one of the most common forms of gender-based violence that health and social work professionals are likely to encounter: physical, psychological, sexual and financial violence by an intimate partner, who may also be a parent. Finally, the fourth section showcases innovative responses to supporting victim-survivors and challenging systems that contribute to gender inequality.

The intention of this book is to equip health care professionals and social workers with critical, practical and ethical resources to help them work with victim-survivors and, where possible, engage in transformative efforts to end the harms of gendered inequalities and violence.

This book examines the evolution of basic income policy and research in advanced economies and is divided into two parts. The first section considers the development of basic income as a social policy initiative in advanced (OECD) nations from the 1960s to today. It reviews what the negative income tax experiments accomplished, their limitations, and what they can lend to the design and implementation of basic income pilots or a full blown basic income program today. It also considers important developments and research in poverty and economic inequality and in technological change and labour market adjustment over the last half century. The second section focuses on the Canadian case, where the prospects for basic income are perhaps among the most promising. In addition to a review of Mincome and its lessons and limitations, this section considers important developments in poverty research by the Economic Council of Canada and the Canadian Senate in the 1960s, attempts at welfare reform, and the policy initiatives to develop a basic income for elderly Canadians that has endured to this day. Many of the important social and technological developments that are reviewed in the first part will be discussed in more detail with specific reference to the Canadian case. The evolution of the important policy innovations-the National Child Benefit and its successors and the Poverty Reduction Strategy-are outlined in detail and linked to other, more modest, income support initiatives such as the federal sales tax credit that provide a potential foundation for a comprehensive basic income plan in Canada. Research, including recent microsimulation studies of a basic income, are critically reviewed. Although the COVID-19 pandemic has increased interest in basic income to support those hardest hit, the book argues for careful design of basic income policies in its aftermath rather than simplistic adoption of emergency pandemic measures.

Neoliberal political discourses have normalised the belief in northern European countries that individuals are responsible for their health and wellbeing, regardless of social class, gender or ethnic background.

Drawing on examples from Germany, Sweden and the UK, Simmonds critically examines how the neoliberalisation and marketisation of health and social care have created an adverse environment for older people, who lack social and cultural capital to access the care they need. This crucial analysis scrutinises provision for ageing populations on an individual, national and global level.

Challenging current political and social policy approaches, this rigorous text discusses innovative solutions to contemporary challenges in a complex care system.

However, organizational change can be a difficult process and does not occur without a catalyst. Organizational Change for the Human Services presents an evidence-based conceptual framework for planning and implementing change within HSOs. This book outlines the process for organizational change from identifying a problem to following a strategy for success. Thomas Packard presents discussions on various methods such as team building, employee surveys, cultural change, organization redesign, and intrapraneurship. Case examples demonstrate how individuals can put theory into practice within their organizations. Written for current and future HSO leaders, this book delves into the tactics and change methods that will help guide individuals to enact change within their organizations. Packard has created an invaluable resource for HSO leaders who aspire to provide the best services and care for the clients and communities they serve.

Britain's coalition government of 2010-2015 ushered in an enduring age of austerity and a "moral mission" of welfare reform as part of a drive for deficit reduction. Stricter controls were applied to both domestic welfare and international migration and asylum, which were presented as two sides of the same coin. Policy in both areas has engaged a moral message of earned entitlement and invites a sociological approach that examines such policies in combination, alongside their underpinning moral economy.

Exploring the idea of a moral economy - from its original focus on popular rebellion at the rising price of corn to more contemporary analysis of measures that seek to impose moral values from above - Lydia Morris examines Britain's reconfigured pattern of rights in the fields of domestic welfare and migration. Those in power have claimed that heightened conditions and sanctions for the benefit-dependent domestic population, both in and out of work, will promote labour market change and reduce demand for low-skilled migrant workers, often EU citizens, whose own access to benefits was curtailed prior to Brexit. Morris traces related political discourse through to the design and implementation of concrete policy measures and maps the diminished access to rights that has emerged, paying particular attention to the boundaries drawn in defining target groups, and the resistance this has provoked.

The Moral Economy of Welfare and Migration considers the topology of the whole system to highlight cross-cutting devices of control that have far-reaching implications for how we are governed as a total population.

Throughout the history of European integration, economic wealth has increased to the benefit of citizens in the European Union (EU). However, inequalities in well-being persist within and between Europe's regions, undermining the legitimacy of the EU in the eyes of citizens. This book investigates how the EU can use its regional funding programmes in ways that increase citizen well-being.

The book shows that while EU social investments improve labour market performance in rich regions, they exacerbate income inequality in poor regions. Based on this insight, the book presents a theory on the conditions under which EU funding will enhance well-being. Crucially, it argues the case for enhancing the inclusivity of EU growth, which yields the promise of a more legitimate and stronger union.

Adult social care was the first major social policy domain in England to be transferred from the state to the market. There is now a forty-year period to look back at to consider the thinking behind the strategy, the impacts on commissioners and providers of care, on the care workforce and on those who use care and support services.

In this book, Bob Hudson meticulously charts these shifts. He challenges the dominant market paradigm, explores alternative models for a post-Covid-19 future and locates the debate within the wider literature on political thinking and policy change.

Means-tested government assistance in the United States requires recipients to meet certain criteria and continue to maintain their eligibility so that benefits are paid to the "truly needy." Welfare is regarded with such suspicion in this country that considerable resources are spent policing the boundaries of eligibility, which are delineated by an often confusing and baroque set of rules and regulations. Even minor infractions of the many rules can cause people to be dropped from these programs, and possibly face criminal prosecution. In this book, Spencer Headworth offers the first study of the structure of fraud control in the welfare system by examining the relations between different levels of governmental agencies, from federal to local, and their enforcement practices. Policing Welfare shows how the enforcement regime of welfare has been constructed to further stigmatize those already living in poverty and deepens disparities of class, race, and gender in our society.?

Adolescents in Humanitarian Crisis investigates the experiences of adolescents displaced by humanitarian crisis.

The world is currently seeing unprecedented levels of mass displacement, and almost half of the world's 70 million displaced people are children and adolescents under the age of 18. Displacement for adolescents comes with huge disruption to their education and employment prospects, as well as increased risks of poor psychosocial outcomes and sexual and gender-based violence for girls. Considering these intersectional vulnerabilities throughout, this book explores the experiences of adolescents from refugee, internally displaced persons and stateless communities in Bangladesh, Ethiopia, Jordan, Lebanon, Palestine and Rwanda. Drawing on innovative mixed-methods research, the book investigates adolescent capabilities, including education, health and nutrition, freedom from violence and bodily integrity, psychosocial wellbeing, voice and agency, and economic empowerment.

Centring the diverse voices and experiences of young people and focusing on how policy and programming can be meaningfully improved, this book will be a vital guide for humanitarian students and researchers, and for practitioners seeking to build effective, evidence-based policy.

The ongoing social crises and moral conflicts evident in global social policy debates are addressed in this timely volume.

Leading interdisciplinary scholars focus on the 'social' of social policy, which is increasingly conceived in a globalised form, as new international agreements and global goals engender social struggles. They tackle pressing 'social questions', many of which have been exacerbated by COVID-19, including growing inequality, changing world population, ageing societies, migration and intersectional disadvantage.

This ground-breaking volume critically engages with contested conceptions of the social which are increasingly deployed by international institutions and policy makers. Focusing on social sustainability, social cohesion, social justice, social wellbeing and social progress this text is even more crucial as policy makers look to accelerate socially sustainable solutions to the world's biggest challenges.

This book brings together contributions from a range of social welfare settings, including child welfare, unemployment, mental health and substance abuse treatment, to examine how interprofessional collaboration and service user participation are realised or challenged in multi-agency meetings.

It provides empirically grounded analyses of specific aspects of multi-agency work and offers a distinctive conceptual framework for understanding and analysing interaction during meetings in various social welfare settings.

Based on audio and video recordings, the authors provide clear examples of actual practices of social welfare professionals and demonstrate how the realisation of collaborative and integrated welfare policy is contingent on effective interactional practices between professionals and service users.

Relates how the self-direction movement was developed, the research that supports it, how the model has spread across the country and the globe, and recommendations and prospects for the future.

In the past, when people with disabilities and older adults needed help with activities of daily living and navigating their communities, they rarely had any choice about who helped them, when that support was delivered, or what the worker would or would not do. The self-direction movement changed all that by offering people the option to select their own workers and even create an individualized budget to help them live more independently. Written by experts who played a key part in the growth, evaluation, and dissemination of this revolutionary approach, Self-Direction describes the development of this movement through the authors' personal accounts. Also included are stories from actual participants in the movement who benefitted from this approach and from policymakers who saw how self-direction could help address states' problems. The book's conclusion discusses recommendations that can improve the way self-direction is delivered and how to spread its message so that all people with disabilities can have this choice.

This timely book critically examines the European Social Model as a contested concept and concrete set of European welfare and governance arrangements. It offers a theoretical and empirical analysis of new economic models and existing European investment strategies to address key issues within post-Covid-19 Europe.

The authors explore the structural inequalities that have been shaped by strong imbalances in the relationship between public health, work, formal and informal care, inequality, poverty and the labour market across Europe. They then assess the potential of new economic models and measures, when combined with existing European governance and collaborative welfare arrangements, to repair the European Social Model. With a particular focus on policy measures that affect young and older people in Europe, chapters also provide a critical insight into the fragmented, multi-actor and multidimensional process of building a European social space that has led to the hybridization of welfare systems.

Offering a firm theoretical foundation to the understanding of European welfare arrangements and the social open method of coordination, this book will be a valuable resource for academics and students of European social policy, comparative social policy and European governance. Its analysis of empirical evidence relating to the implementation of policy measures will also be beneficial for policymakers and practitioners working in health, social care and welfare fields.

Examines the organization, regulation, and enactment of civic engagement within AmeriCorps, an American volunteer service program.

Over the last thirty years, calls for the civic engagement of the American citizenry, especially young people, have gotten increasingly louder. A clear message has emerged that today's pressing social problems are best addressed through the innovative and entrepreneurial work of citizens. But what are we learning about democracy through our community service and civic engagement? The Ideology of Civic Engagement is a unique study of the American volunteerism program AmeriCorps. Drawing from deep ethnographic data, Sara Carpenter provides careful analysis of the ways in which public policy and federal regulations influence the inner workings of AmeriCorps programs, from grant writing to volunteer training, with special focus on how teaching and learning for "civic engagement" takes place within the program. Rather than following predetermined metrics for what constitutes democratic participation for young people, she examines how young people's political participation is shaped in a nexus of volunteer labor, neoliberal transformation of human services, deepening forms of inequality, and political discourse about democracy.

ePDF and ePUB available Open Access under CC-BY-NC licence. During the consolidation of the welfare state in the 1940s, and its reshaping in the 2010s, the boundaries between the state, voluntary action, the family and the market were called into question. This interdisciplinary book explores the impact of these 'transformational moments' on the role, position and contribution of voluntary action to social welfare. It considers how different narratives have been constructed, articulated and contested by public, political and voluntary sector actors, making comparisons within and across the 1940s and 2010s. With a unique analysis of recent and historical material, this important book illuminates contemporary debates about voluntary action and welfare.

This volume provides an in-depth, qualitative exploration of familial entrepreneurship as an innovative employment model, being established by families in response to difficulties faced by individuals with developmental disabilities in entering the labor market.

Drawing on rich qualitative data collected via research with families, this volume explores how and why familial entrepreneurs in the United States have chosen to develop businesses to employ their loved ones. Chapters offer close analysis of the challenges and opportunities associated with familial entrepreneurship and highlight the ways in which this practice supports people with developmental disabilities by providing opportunities for skill development, social interaction, and participation in meaningful activity. Recognizing familial entrepreneurship as a new and distinct hybrid employment model, the text goes on to consider how curricula, policy, and state services might better support families and underpin this form of inclusive work.

The volume provides important conclusions that contribute to the fields of Disability Studies, Entrepreneurship, Inclusive Education, Adult Education, Exceptional Student Education, Transition, and Vocational Rehabilitation. It is a key reading for scholars in these fields and across Education more widely.

A progressive resurgence is happening across the United States. This book shows how long-lasting coalitions have built progressive power from the regional level on up. Anchored by the "think and act" affiliate organizations of the Partnership for Working Families (PWF) these regional power building projects are putting in place the vision, policy agenda, political savvy, and grassroots mobilization needed for progressive governance.

Through six sections, the book explores how Partnership for Working Families projects are a core part of the defeat of the right-wing in states such as California; the challenge to corporate neoliberalism in traditionally "liberal" areas; and contests for power in such formally solid red states as Arizona, Georgia, and Colorado. This book considers how these PWF groups work on economic, racial and environmental justice challenges, equitable development, and other critical issues. It addresses how, at their core, they bring together labor, community, environmental, and faith-based organizations and the coalitions and campaigns that they developed have won and continue to win substantial victories for their communities.

Igniting Justice and Progressive Power will be of interest to activists and concerned citizens looking to understand how lasting political change actually happens as well as all scholars and students of social work, urban geography, political sociology, community development, social movements and political science more broadly.

Are living wages an unaffordable and unwieldy aspiration or a key progressive reform? Demands for fair minimum incomes have dominated national debates amid the COVID-19 pandemic.

This topical book addresses the rapidly shifting politics of minimum wages in US, the UK, New Zealand, Canada, Ireland and Australia, where workfare has compelled many to find low-income work and where neoliberal thinking about minimum wages has prevailed.

Analysing minimum wage policies within a political-economy narrative, this innovative book offers an alternative to the Basic Income narrative and identifies the success of Living Wage campaigns as central to welfare state change.

Western culture has 'faith' in the labour market as a test of the worth of each individual. For those who are out of work, welfare is now less of a support than a means of purification and redemption. Continuously reformed by the left and right in politics, the contemporary welfare state attempts to transform the unemployed into active jobseekers, punishing non-compliance.

Drawing on ideas from economic theology, this provocative book uncovers deep-rooted religious concepts and shows how they continue to influence contemporary views of work and unemployment: Jobcentres resemble purgatory where the unemployed attempt to redeem themselves, jobseeking is a form of pilgrimage in hope of salvation, and the economy appears as providence, whereby trials and tribulations test each individual. This book will be essential reading for those interested in the sociology and anthropology of modern economic life.

This book is about three key dimensions in economics?globalization, migration and the welfare state?that are of enduring interest. These issues are particularly important to consider at the present moment given the strains posed by the pandemic: there is at least a temporary setback to trade-globalization and migration, and the cost of fighting the pandemic will strain the ability of governments to provide welfare state services in a style and scope to which many of their citizens have become accustomed. The book explains the changing function of the welfare state in the presence of intensified globalization, or de-globalization, forces. The welfare state’s policy-maker attitudes toward openness and migration depend on open-economy fundamentals, and the income class it represents. The author demonstrates the interactions between migration, globalization and macroeconomic policy in practice, using real-world unique episodes, with Israel deemed as well-functioning trifecta, and the US and Europe as imperfectly functioning trifecta.

Focusing on the developing economic challenges confronting Korea and the US in response to the aging of their populations, this timely book examines how public policies are evolving in light of demographic changes, the impact of aging on governmental expenditures, and transitions in the labor force associated with aging.

International contributors comparatively analyze government approaches to population aging, illustrating the similar challenges faced across nations. Chapters draw attention to those particular issues that public policy plans must surmount, including funding pressures on retirement plans and the effects of an aging labor force on economic growth and productivity. They offer evidence on the scale of these challenges in Korea and the US and empirically evaluate how governments, employers, and individuals may respond to these issues in the years to come. Addressing fiscal sustainability and key social security programs, including the implications of the 2015 Korean pension reform and the economic difficulties entailed by the future of Medicare, this book investigates the implications of managing and sustaining welfare for an aging population.

This cutting-edge book will be ideal reading for economists focusing on public policy and welfare programs, benefiting from the comparative approach to fiscal accountability and sustainability. It will also appeal to practitioners and policymakers seeking insights into the consequences of an aging population and hoping to develop innovative methods and approaches to welfare.
