◆満州事変から太平洋戦争直前の日米政治関係
米国国務省は在外公館からの報告書などを通じて外交関係のある各国の様々な情報を入手し、対外政策に活用する一次資料としてきました。Scholarly Resources刊行のマイクロフィルムRecords of the Department of State Relating to Political Relations between the United States and Japanでは、米国国務省の1930年から1959年までの文書のうち、十進分類番号が711.94（1930年から1949年まで）と611.94（1950年から1959年まで）の日米政治関係資料を収録しております。Archives Unboundでは、米国国務省セントラルファイルに収録される1930年から1949年までの日米の政治関係についての資料をデジタル化して提供いたします。
1931年は日本の近代史において大きな転換期となりました。日本軍による満州支配の開始から、国際連盟の脱退、極端なナショナリズムへの傾倒、国際関係における孤立、そして米国との戦争へのサイクルへと巻き込まれていきます。1936年に日本は第二次ロンドン海軍軍縮会議から脱退し、その後ワシントン軍縮条約が失効したことで日米両国の軍縮協力関係は終わり、翌1937年から始まった日中戦争はさらに日米関係を悪化させ、ローズヴェルト大統領は隔離演説を行い、日本を侵略国であると批難しました。
